Urbs Ingens (capital): 70 million-as you can see below the resources it called for and later provided stunted the growth of other cities until recently. It is still growing, and it is built to not stop for a long while.
Urbs Littoris: 14 million-fared better than others as it had the harbors, which Urbs Ingens had to a much, much, lesser extent.
Urbs Longa: 5 million
Urbs Australis: 2 million
Urbs Borealis: 980,000

Afterwards it just becomes a "city" in the way that Boise is a city.

Neo Prutenia is a very Urban country - a good part of our territory is covered by massive cities. There are no clear borders between them, as they perfectly blend into each other. Administrative records have divided them by historical, legal and cultural context, regardless of no actual physical borders between them. The Biggest cities are:

1. Berlin / Greater Berlin-Brandenburg Area - City has a pop. 30.000.000, entire region has a pop. 60.000.000

OOC: WTF? You only have 879,000,000 people, and the largest city (if you count Maraque) has more than a billion. Fix that now.
