As a response to your hostility and mockery of the TurtleShroomian nation, your proposed Legate, her family, her mistress, and all referenced staff have been barred entry from TurtleShroom until the Thermodolite government issues a formal apology to the national government.

What in the ever living hell is a Thermodolite? And who or what is this Thermodolite Government? As was previously noted, the request for admission of the good Doctor was ACCEPTED IN FULL. The request for the esteemed Doctor's medical and diplomatic staff have all been granted.

All identifications, papers, and valid certification of medical expertise and practice have been received by TurtleShroom, and no faults have been found. When the good Doctor arrives, as is done for all diplomatic personell, he and all accompanying him will be fingerprinted, and a blood sample will be taken for DNA profiling purposes.

Your request for a library and multi-disciplinary medical and dental clinic/office has been granted. TurtleShroom especially appreciates the generosity of the good Doctor and the Allanean Crown to open a Free Clinic for TurtleShroom's poor and needy. Our medical community can always use the competition!

As a gesture of goodwill, the Legation Quarter is willing to purchase an additional two acres of land directly down and adjacent from the already purchased expansions, and will donate it to the Allanean Crown for the purposes of erecting the requested medical/dental clinic/school/office and the requested library. The TurtleShroomian government, however, will not pay for the construction and maintenance of the facilities requested. The state also expects that all medical and educational services rendered by the Allean Crown be issued free of charge, on a non-profit basis, as a Free Clinic available to TurtleShroom's poor.

The interesting fact that there exists a cult* dedicated entirely to the practice of medicine in Allanea impresses and intrigues TurtleShroom's medical community at large. However, we do advise that your nation keep copies all medical records gathered of TurtleShroomers on paper, because many of the judges in the civil courts do not accept digital records as evidence in a civil liability case. (The alternative is bringing stacks of floppy disks or several Zip Drives or USB drives before the Court, often to a judge with no technological experience.) All domestic medical firms in TurtleShroom use paper records (with some digital backups.) TurtleShroomian medical records are kept in paper and, should a clinic ever file suit =for injury or death. Except in extenuating cirucmstances (like surgery on the wrong person or losing insturments in the patient), all trauma centers, emergency rooms, and operating rooms are exempt from lawsuits if the patient being operated on dies or is injured.

We are delighted by your choice in your Legate and eagerly await his ministry and service in TurtleShroom. It truly speaks well of your nation! The good Doctor, being human and of normal height, will not be needed to visit a tailor for his powder blue robe, nor will his staff need the same for their matching sashes. Although we have made our peace with you, and apologized for certain aspects of our invasion, an apology does not mean that we are entirely resigned to your people's oppressive ways. Let us not forget that we did not apologize for the invasion per-se, which prevented your Dark Harvest, and your attempts to consign the equine inhabitants of your country to servitude on pirate vessels.

Generally, no, we are not in the business of killing ambassadors, even those of slaver nations - though we make no promises not to turn such ambassadors back - regardless of our distaste for them.

We are aware of the conservative values of your nation, and are prepared to accept the fact of them, we are for instance, on no accounts involved in a crusade to change your marriage laws to match our own, or anything of that nature. However, your country goes beyond the mere requirements of your religion; the cruel excesses of your mental health system, the merciless suppression of gender and sexuality minorities, the infamous raven-code, and of course the prohibition your nation engages in are but a few key examples of cruelties your regime subjects its people to that are not required by your religion nor typical of your co-religionists.

There is much to dislike about Turtleshroom that is not a direct product of faith itself, but rather your government's interpretation of the morality of your faith, which is harsh and severe.

That we are content to have peace with you (and indeed the entire cosmos, at present, our military activities against slavers and their ilk are limited to high-seas and spaceway policing for now), does not mean that we accept your government's misdeeds and cruelties; other matters concern us at present, besides which as allies of Allanea we will not harm you, patronage has its benefits, after all; but we will continue to hold the gates of Gerry open to any who wish to flee Turtleshroom, and grant to them refugee status.

We have no violent intention toward you, but we disapprove of your policies deeply - if you seek warmer relations with us, there are many roads to reform that you could take. The Free Kingdom of Allanea is forced to make the following clarifications to our policy, pursuant to the above discussion:

1. The Cult of Ioun is not a cult of healing, but a cult of knowledge, of which medical knowledge is a subset.

2. The Free Kingdom’s acceptance of the terms of establishing an embassy in Turtleshroom is not an endorsement of Shroomer values or culture, but only a desire to comply with TS law. We believe that because of the great privileges conferred on foreign legates and ambassadors, nations are entitled to impose strict requirements on ambassadorships.

3. C’tani jurists refer to the fact Allanea and C’tan are both signatories of the Amistad Declaration as constituting an ‘alliance’ between our countries. This is true only in the sense that the Amistad Declaration contains an obligation of mutual defense in case of an attack of slavers. Many members of the Amistad Declaration has rather tense relations with each other beyond that. The cooperation, between Allanea and C’tan, on the matters of chattel slavery, is not to be interpreted as an evidence of a joint geopolitical interest, not an endorsement of each other’s policies.

4. The Free Kingdom remains committed to libertarian values. However, we also believe that working these values into the throat of a nation whose culture is otherwise on the path of progress and improvement is extremely counterproductive and difficult. We have always understood that your apology was not an endorsement of all TurtleShroomian policies, nor was it an expression of regret, but rather, an admission that the invasion was built on lies and false pretenses peddled by other nations that sicced your military against TurtleShroom. (Primarily, the admission of the errors in the mistaken casus belli, which claimed that TurtleShroom was a slave state, when TurtleShroom has never engaged in slavery in all its history.)

No subversive elements plotting the Dark Harvest intended to enslave sentient ponies or sell them to pirates.
According to the published Congressional Records of the secret meeting, the plan of the failed Dark Harvest genocide was to exterminate all sentient ponies and mince them into horsemeat for the purpose of simultaneously feeding the poor and preventing a similar fate rendered unto Hippostania and Zottistan.

As for your objections to our nation, uour government and people are free to criticize or praise the TurtleShroomian state as they so see fit. Do not interpret our reply, in the earlier communique or now, to be an act of hostility or aggression to those comments, regardless of their truth.

Concerning our mental health system, we, unlike so many nations in Nationstates, do not allow our mentally ill to rot in prison, run homeless, or shoot up the town. Unlike TurtleShroomian prisons, the State Hospital System does not engage in penal labor or attempt to break the spirits and pride of those involved, as the prison system does. The State Hospital treats those it can treat for their ultimate release (unless committed for life, as in some occasions), cures or sedates those it can cure or sedate, and stores the rest.

Since its inception in the sixties, our government has pointed to USA for an example of what society would be like without the stately asylums and large-scale institutionalization endered by our State Hospital Service. When the Americalandese courts ended all involuntayr, preventive mental health commitments, see how crime exploded and how people with "histories of mental illness" are violent to others and consistently involved in deadly shootings and murders. They attack innocents, crash cars, gun down schoolchildren, and so much more. USA destroyed its mental health system, and now that it has none, it has paid the ultimate price, in the blood of the innocents.
The blood of those killed by the mentally ill in mass shootings are on the hands of the "mental health rights" advocates, who TurtleShroomian society have always seen as the scum of the earth.

The machine guns you recall at our asylums were not present at any SHS site until the Dark Harvest. Those were emergency provisions due to a state of unrest. In fact, they were all removed until 2016 AD, when they were put back after the riots turned deadly and violent. We cannot risk an asylum cathcing fire or otherwise being damaged, due to their sheer size.

The suppression of sexual deviancy (bans on fornication, adultery, sodomy, etc.) is a duty of a Christian state and it ensures stable human families. Humans, as you likely know, are notoriously decadent and prone to mental illness. No such thing exists in turtles.
As for sexual issues, remember that it is a strictly human affair. No sentient turtle or other gendered, sentient being, has ever been known to carry same-sex attractions. That means over a third of the country- over five hundred million creatures -cannot possess, and therefore are not interested in, same-sex attractions and the sob stories of those who actively engage in such a dangerous, unhealthy lifestlye.

Involuntary attractions to the same sex, in and of themselves, are not a crime in TurtleShroom. Nor is confessing one's involuntary attractions to the same sex.

The Christian religion is very clear on homosexuality and its prevention, and Christians throughout the ages have delivered far harsher punishments. The Jewish religion, for example, demanded it be punished by execution. TurtleShroom maintains at most a few years in jail for repeated offenses of sodomy, buggery, and fornication. We can hardly call that "brutal suppression", and remember, we also crack down on heterosexual sodomy and fornication. We are an equal-oppurtunity enforcer of sex codes, so homosexuals are not singled out. Sex-based capital crimes either involve a lack of consent (pedophilia, rape, etc.) or a truly grotesque abomination (incest, bestiality).

The John Raven Codes are present in a few cities. Due to the paucity of chimeras since the cession of Gerry (reducing the chimera population by at least three quarters), these are largely irrelevant. The private sector is not bound to them by force of law.

The Prohibition was issued in 1796 AD, and dates back to around 1600 AD. Its penalties are nowhere near what you picture them as. Mere alcohol possession is punishable by two weeks in prison, doubled for each subsequent offense. (Intent to distribute is a different story.)
The Prohibition has saved countless families from heartache and collapse due to drug addiction, has prevented untold amounts of vehicle accidents, reduces violence, and makes the population more productive. Eternally fighting organized crime is a worthwhile price to pay for the benefits of a sober populace.

While you may not know me well, I am, in fact, quite familiar with your nation; Turtleshroom affairs has been a significant portion of my professional repertoire since my appointment as one of the Eternal Ascendancy's two Aldermen on the Pony Rights Commission, following the Treaty of Gerry. The Eternal Ascendancy seeks to upgrade our diplomatic relations in recognition of and reward for the fact that, to date, and despite the tragic climate of civil unrest over the past two years, Turtleshroom has more than satisfactorily complied with the terms of the Treaty of Gerry, even if the Treaty has not been entirely successful in improving relations between the Turtleshroomian public and the people of our allies in the Herd. The Eternal Ascendancy is also pleased at the measure of trust and goodwill you have placed in us in acceding to Lord Túrelio's request on my behalf.

I must, however, protest at the characterization of 'plunder'; you refer, presumably, to the activities of the Menelmacari Tunzelgathol-class mobile dwarf-hold Shlomo, which has operated exclusively in areas west of the armistice line, which were ceded to the Great Civilization of The C'tan. Lord Dúralin of New Kheled-dûm followed all due process in securing resource rights from the government of the Great Civilization, with whom the Eternal Ascendancy has been the closest of allies for many centuries. Shlomo operates in the C'tani territories to this day, and has always had an open offer to Turtleshroom of first rights to repurchase whatever they extract.

In fact, it is my understanding that there are many natural resources that Turtleshroom lacks in entirety. With that in mind, I am already empowered to inform you that the Eternal Ascendancy, with a considerable resource base that could very conservatively be described as 'unquantifiably vast', is willing to enter into trade agreements with the Turtleshroomian people to provide these basic materials -- iron and steel in particular come to mind, though I am certain there are others -- at very reasonable cost. Embassy staff can be assumed to own and carry a sword and pistol each, and can demonstrate discretion and proficiency with same. Further, as the Ascendancy has been concerned by the climate of civil unrest in Turtleshroom, we would request to have on hand six suits of police-grade sardarauta armor, six plasma rifles rated for maximum output of 65 megajoules, six autonomous gravitic drones, approximately dagger-sized, and an assortment of nonlethal equipment for the use of security personnel in the course of official duties.

LEGATE SPECIAL NEEDS AND ACCOMODATIONS

The Eternal Ascendancy of Menelmacar formally requests the right to construct a separate, dedicated embassy facility in Jonesboro. It is our understanding that YellowApple has been granted the right to build on up to five acres of land; we request a similar dispensation. While the Legation Quarter is no doubt more than adequate to the delegations of other realms, a Menelmacari ambassador and her staff have certain needs in terms of technological facilities, security considerations, and living quarters that the rooms in the Legation Quarter do not, and, as we understand them, cannot meet. We do not ask any further expense of the Turtleshroomian government in this matter, and are willing to acquire the land and construct the embassy at our own expense. This would permit us to ensure the infrastructure of the embassy is adequate to our requirements, and allow us the working space to coordinate Menelmacari-Turtleshroomian affairs, such as PRC matters, deportation of Turtleshroomian spellcasters to Menelmacar per Treaty terms, and trade negotiations. Further, for your convenience we would seek a location as close as possible to the Legation Quarter building, and we would gladly be willing to work with you in order to ensure the architectural style of the embassy building is in keeping with the prevailing aesthetics of Jonesboro, so it will not appear overly imposing or out of place.

My dear General,

Why do we you keep saying that it was ‘only’ a genocide? We hate genocide more than slavery, slavery stifles free expression of the victims until the matter can be resolved. Genocide silences those voices forevermore. For instance, when we fought the Vorradian war, our first contact with the Imerian Federation, we were fighting against a genocide-regime and I myself fought side by side with the Imerians, who at that time still owned slaves, to bring the Vorradians to ruin; we then turned around and used our portion of the loot to purchase the slaves the Imerians had with them from Jarl-Commander Birger auf Blanafe.

We despise genocide as a worse crime than slavery; saying ‘it was genocide, not slavery’ earns no points.

Speaking of whom, it occurs to me that it is hardly proper to have C’tani agents - the infamous Death Squads - enforcing the Gerry rules on Turtleshroom, if all parties are amenable to is, we suggest that the Gendarmarie of the Greater Prussian Empire and the Inquisition of Imeriata be assigned the right to police the land of Turlteshroom to ensure compliance with the treaty of Gerry.

The Imerian Inquisition has come very far as an anti-speciesism force and now includes non-humans at various ranks and grades and as we are withdrawing the Bureau for the Repression of Slavery, our police force in Imeriata, who have worked with the Inquisition of Imeria for many years without incident beyond the occasional jurisdictional dispute and friendly rivalry (most famously the three day barfight between BRS men and Inquisitors in Dodheimsgard) which gives me full confidence in suggesting that the enforcement of the treaty should be given to the Imerians. Incidentally, the last BRS agents are due to muster out of Imeriata later this month.

Naturally, should Turtleshroom leave the Capintern, and therefore the Greater Prussian Empire for whatever reason, we would be happy to resume enforcement, or leave it in Imerian hands.

While we would very much love to send a diplomat to represent the interests of the Batory Empire in Turtleshroom, so as to foster international cooperation, trade, and resolving of crises, the extensive list of requirements for such presents some roadblocks. Despite many potential candidates fulfilling some of the legate requirements, to our great surprise, and despite the size of the Foreign Ministry, no potential candidates fulfill all of said requirements, likely owing to our cultural differences.

We have noticed, however, that in the interest of compromise for international communication, exemptions have been made for several other nations. It would be quite a bit easier (as in, actually possible) for us to find a suitable candidate for this position if a few of the requirements were relaxed a bit. We've detailed the ones that present the greatest obstacles below:

• He shall be male (if his species is human, or his species has sexual dimorphism and two genders/sexes, asexual and single-sex creatures are exempt).

The Foreign Ministry's senior members, including those who would be appointed to represent the Batory Empire abroad, are overwhelmingly women, likely due to the matriarchal culture of the core provinces where our offices our located and where most of our staff hail from. There aren't that many men in the Foreign Ministry who would be qualified for this appointment, and those that are, unfortunately, are on assignment elsewhere.

• He shall be of upright and virtuous moral character.

While we would never appoint anyone to represent the Batory Empire overseas who we didn't morally/ethically approve of, our definition of what constitutes "virtuous moral character" may differ from that of Turtleshroom.

• He shall not be a consumer of any recreational drug aside from tobacco (pharmaceuticals are fully exempt).

This requirement is as difficult to meet as the one regarding gender. Alcohol in particular is widely enjoyed with meals and in social gatherings in the Batory Empire. It is also used in some religious rituals (the requirement would exclude essentially all of the Foreign Ministry's Christians and Jewish members). Other substances are used in the rituals of several other religions in the Batory Empire. There are some who abstain from all substances (including tobacco), but they fall afoul of other requirements.

• If human, he shall be a virgin or married to one wife.

While we can send someone with only one spouse (polyandry is practiced in some provinces of the Batory Empire), we don't collect data on the sexual activity of our staff, so we have no idea which of our unmarried diplomats are sexually active or abstinent. Also, what about those who have been widowed?

• He shall not be a vampire, werewolf, resurrected being, or supernatural entity hostile to the Christian religion. (Ghosts are permitted.)

This would exclude those of our staff who are moroii, including members of the Imperial Family.

• He shall not be an open homosexual or a member of a non-heterosexual union.

We do not collect such data about our staff. So this info only comes up when asking about someone's spouse. We don't maintain a list of who is heterosexual only and who isn't. While the Batory Empire has a fairly openly sexual culture in some ways, bragging about sexual activities in the workplace is still considered to be in poor taste, at least in places as formal as government offices.

As defined how?

• He shall not be a Pastafarian.

What is this?

• He shall not knowingly and willingly consume or drink blood.

All blood? Is Turtleshroom vegetarian then? Or do you mean specifically human? Either way, it's a problem. There are relatively few vegetarians working at the Foreign Ministry, and they don't meet some of the other requirements. In the case of human blood, our moroii staff have a medical necessity.

Why is Yellowapple exempt from this particular requirement? This seems arbitrary. Also what is a Ponyist religion?

Legates will be issued badges, flag pins representing their nation, and a powder blue robe or other powder blue garment tailored to fit their body in a similar manner to a robe. They will be expected to bring their identification documentation from their homeland, and the documentation of anyone they bring.
Legation staff and guardsmen will be issued a powder blue sash to be worn from shoulder to hip, or a belt-sash for use around their waist or other applicable body part. This ensures they receive their privileges and immunities alongside the Legate.

This may be a problem depending on the clan identity of our diplomat. Many Hyperboreans still hold to membership in ancient clans, and it may be seen as dishonorable to appear in the colors of a rival clan.

It is to my infinite joy, and the joy of my ancestors and elders, that I have found myself welcomed into the Nazarene Kingdom as an official envoy representing His Sublime Majesty, the Commander of the Faithful and Present Sovereign on the Peacock Throne, a duty I shall fulfill with my utmost ability as his faithful servant. 356 saints and 124,000 apostles will chant the songs of praises and auspicious stars will herald the sky as the new chapter of alliance is opened between us, dearest neighbors. Does it matter that one is worshiper of Isa al-Masih, and another of Allah the Greatest? May our friendship last until the sun blinked out on the Day of Judgement. My liege and caliph, He who carries the Order of God, offers his warmest and kindest gratitude upon the leaders of the Junta.

As the representative of the Sublime Caliphate and the Empire of the Abode of Peace, allow me to clarify a few things and apologize for certain misunderstanding. The leaders of Turtleshroom have been aware of one of my names, Qatr un-Nada or the Morning Dew, which I used prior to my appointment. However, it appears to be used within the communication dispatches in equivalent with that of a Western surname. The Morning Dew instead is the same as the Diamond of Womankind, both being cognomen as used in our culture. My surname, if one is required, is that of Ma'adid from patrilineal line, and Khumarawayhid from matrilineal one, likewise for the surname of my liege and caliph. Both may be used depending on the context.

Secondly, regarding my offer for the construction of a religious center within the Kingdom, it is indeed my intention from the beginning to purchase a private land---entirely from my personal funding and a few investors. I merely seek to inquire whether there is legal challenge to do such thing, my hope is that within the Kingdom, where the right of private property is upheld as sacrosanct, there would not be any. Your acknowledgement of distinction between our faith and that of heretical, innovatory variants is commended by the Sublime Porte and the Peacock Throne, at any case.

Neither I, nor anyone in the government, intend for you and the C'Tani nation to think that we are downplaying the Dark Harvest as "just a genocide". The protection of the innocent is one of the cornerstones of TurtleShroomian virtue, and despite a vast majority of TurtleShroomers being initially apathetic to the Dark Harvest and the attempted genocide, remember that it was the military of TurtleShroom that seized power in a coup d'etat to block the Dark Harvest.

The Dark Harvest never occured, and no sentient horse was slaughtered and consumed in TurtleShroom. We downplay the incident not because it was "just a genocide", but because it never happened. The swift thinking of TurtleShroomian patriots in the military successfully stopped the mass slaughter.

As for the death squads enforcing the rules, the terms that TurtleShroom agreed to were that the Necrontyr forces would keep order for the remaining sentient horses in TurtleShroom, as well as defending any tourists or other visitors for the sam reasons. Only C'Tani forces, and those under their direct command, are authorized under the Treaty to enact summary executions against those hostile to sentient horses.

TurtleShroom entered Capintern as a trade bloc and as mutual support for the virtues of capitalism across Nationstates, as well as in tacit endorsement of Allanea's programs to protect the innocent from genocide, "corrective rape", torture, and summary execution for perceived acts, without evidence or trial. TurtleShroom presented its initial dues for admission into Captintern, plus its extra gifts to meet special Allanean requirements. Since then, TurtleShroom has honored its dues by contributing weapons and the ammunition for the same, and other membership dues as stated in Capintern bylaws.

Capintern does not have the authority to enforce the death squad provisions of the Treaty. The C'Tani forces do, as do the Menelmecarites. The Allaneans have provided support roles under C'Tani control, but again, we expect Necrontyr forces to maintain order, not Allanea and certainly not Capintern.

As there are no known, settled populations of sentient horses in TurtleShroom, many TurtleShroomers question why the death squads remain in their country when there is nothing to enforce.

Your application for Valainistima Nosfordraug as an Ambassador has been ACCEPTED IN FULL.

All identifications, papers, and certification have been received by TurtleShroom, and no faults have been found. As is done for all diplomatic personel, Her Grace and all accompanying her will be fingerprinted, and a blood sample will be taken for DNA profiling purposes.

Although Her Grace, as an Alderman, would not normally be subject to this, her reassignment to Ambassador means that we ask that she forfeit the position of Alderman. It would be a conflict of interest for an Ambassador to simultaneously serve as an Alderman. We cannot compel this from Her Grace because of the terms of the Treaty, but we hope that a nation with a reputation as a sterling bastion of integrity and incorruptibility as the Menelmacarite state could see the risks for conflict.

Moving on, all requested weaponry admissions have been granted. In contrast to the unusual Future Tech weaponry of other esteemed delegations, electrical and plasma handcannon "guns" fall squarely under the definition of "arms" and "exercising discenment" in TurtleShroomian law.

All vehicular requests have been granted, and will be outfitted with the appropriate miniatures of the Menelmacarite and Legation flags for ensured parking.

As for your request for your own building, we do not see the purpose of doing such. However, as we do not violate one's right to private property except in pertinence to criminality or obscenity, TurtleShroom will donate two acres of land in the remote Dry Dry Desert for the purpose of erecting an office or other structure. Your request to use your own funds on this land have been granted, but we expect to be informed and presented with manifests describing the non-classified construction, financing, etc. of the structure, the same as we did with Yellowapple.

However, we insist that Her Grace and her staff reside in the Legation Quarter, as does most every other Legate and delegate. She may commute (like most every non-agricultural TurtleShroomer with a day job) to her newly founded place of work in the Desert using the vehicles which have been herein granted admission into TurtleShroom.

We cannot constantly grant exemptions to every nation that files to enter the Quarter, for doing so would prevent the purpose of the Legation Quarter in the first place. Remember, TurtleShroom intentionally took the path of a Legation Quarter, based on centuries-old standards by nations to contain foreign influence and interactions to a meaningful level.

Naturally, only nations with extremely close ties, alliances, history, or friendship with TurtleShroom (as well as nations that have clearly defined and intimate investments in TurtleShroomian affairs) should be getting exemptions. While Menelmacar is a signatory to the Treaty that binds TurtleShroom, and while Menelmacar has certain privileges in TS international law, we cannot grant the Menelmacarite Crown all the same privileges that friends and partners of TurtleShroom receive.
(Of course, we do hope that, one day, we can consider the Menelmacarite realm to be a friend!)

We humbly ask that the Menelmacarite Crown abid by these requests, as we have already granted the reasonable request to elevate the Menelmacarite Legation to an Embassy. Likewise, we have granted the reasonable request to erect a place of work on TurtleShroomian land.

TurtleShroomian naming customs are ordered as: "PREFIXES/FORENAME/MIDDLE NAME/NICKNAME/SURNAME/SUFFIXES", and all accentual markings, surname prefixes, non-English letters, and punctuation are removed or merged to the best of Great Census standards. Therefore, "von Habsberg" becomes "Habsberg", or "Ma'adid" becames "Maadid", "l'Detreaux" becomes "Ldetreaux", and so on.

The Free Kingdom of Allanea wishes to make some statements on the diplomatic exchange between the Great Civilization, and the Kingdom of Turtles, Mushrooms, and Men. We believe that it has reached the state where it has gone beyond the stage of being productive, passed the stage of being amusing, and has now entered the stage of repetitive silliness. We say this with the utmost respect to both sides.

There’s no doubt in our mind that the culture of Turtleshroom, and its sapient rights effort, have many flaws. When Turtleshroom entered CAPINTERN, we were frankly surprised, each time, of its willingness to comply with our extra requests, and to provide money for causes that aid LGBT individuals. Now it is true that Turtleshroom’s officials no doubt do this from a selfish desire to gain Allanea’s friendship, but frankly, helping the oppressed and suffering is one damn good way to gain Allanea’s friendship.

Now, it’s, again, true that Turtleshroom is not perfect as a society. However, Turtleshroom has made vast strides in recent past, far beyond anything anyone, inluding ourselves, has expected of Turtleshrooms. Even now the government of Turtleshroom is working with Allanean charities to bring computer access to poor people in that country, it is providing weapons and training to people fighting for their freedoms, and it has consistently liberalized elements of its economy and society.

It may be true that in the future Turtleshroom will be discovered to be doing something horrible, and at that point we will act accordingly. Certainly Menelmacari investigative teams will go forth and investigate suspicions of human rights abuses in that country.

But what is also true is that right now, Turtleshroom is working hard to become an accepted member of the world community. In this sense, to continue bickering needlessly with its diplomats, over a conflict which has never actually existed (that is to say, C’tani diplomats were exempt from most requirements of the law under the Treaty of Gerry), and if it did, the Kingdom of Turtleshroom was perfectly in the right (because countries are free to poise restrictions on who becomes an ambassador there, under every standard of customary law, even if these restrictions may sound unreasonable and unfair), doesn’t help Turtleshroom, or its citizens. Neither does deploying a force of death squads authorized to ‘summarily execute’ individuals help establish a tradition of individual liberty and fair trials.

We suggest that the presence of C’tani death squads - again, the terms actually used by the C’tani government - be replaced, should the people of Turtleshroom agree, by either Menelmacari or joint Greater Prussian forces who will be equipped with limited police authority and arrest powers comparable to that of police officers in civilized countries, and which will only be able to use force in a manner circumscribed by the law. This force will persist until it is no longer necessary, which we hope will be soon.

We believe that this offer is consistent with the main principles of the treaty of Gerry, and is amenable to both sides.
