have been ACCEPTED IN FULL. All applications for diplomatic staff for the Legate have also been granted. All applications for security and weaponry have been granted. We should note that, if the honored candidate secretes toxins (as TurtleShroomian scorpions do), that his tail will be classed as a weapon, and we will request some sort of means to cover its tip to prevent accidental exposure. The candidate is, of course, free to remove any bung or covering when he seeks to defend himself, and may take it off in his Legation Quarter room and dedicated offices.

All identifications and validations of the Legation candidate and company have been received and deemed genuine. All vehicle permits have been granted and miniature flags of Cosmicium's realm and the TurtleShroom Diplomatic Corps will be affixed to their hoods upon their arrival.

As with all diplomatic personnel, the esteemed candidate and his staff will be fingerprinted. If an equivalent to fingerprints do not exist for a sapient space scorpion, we will accept some other biometric identification that is unique to the individual. This could include, as neccesary, imprintation of claws or the tail, or a sample of any scorpion toxin the honored candidate might or might not produce. He shall have blood drawn for DNA sampling, as shall all incoming staff. Should the body of a sapient space scorpion not use blood or have some sort of cellular structure that is not DNA-based, an applicable substitute will be taken.

The honored candidate's request for additional staff has been recognized, as stated heretofore. As he requests additional staff, rooms for each staffer will be assigned in the surrounding office complexes of the Legation Quarter. Alternatively, the honored candidate may purchase land and constructions at their expense; TurtleShroom will assist in finding and securing land but will not engage in Eminent Domain. Note that any building or land off of the Legation Quarter is not subject to Diplomatic Immunity, excluding the guaranteed rights of the Legate and staff outlined in the application. This means that protection from search and seizure, that anonymity and encryptyion, as well as extraterritoriality within, are not guaranteed unless mentioned prior to this in the initial agreement. Your Legate and staff, of course, will retain his Diplomatic Immunity on his person at all times.

The segmented body of a scorpion will pose an unique challenge for robes. Our tailors are able and willing to add any holes or parts to allow for additional legs and, of course, the tail, to stick out or be donned comfortably. If the body of the honored candidate is not bipedal or cannot don robes without difficulty in locomotion or bodily function, we will attach ribbons around his body from the neck down, like layers on a cake, which is the same that we do for turtles. Applicable ribbons will also be used as needed for staff, in place of sashes. Remember that these garments must be worn in order to exercise Diplomatic Immunity and guarantees of the rights of Legation staff.

Your candidate's patriotic background of service and honor ranks him highly in the eyes of TurtleShroomers. If such information is not classified, then we ask, for the purpose of recognition on our official diplomatic roles and ledgers, that the honored Legate's rank, service, honorifics, and martial history be disclosed, in any way desired, for the appropriate granting of honors and prestige among the TurtleShroomian populace. Soldiers of any nation that is not hostile to TurtleShroom can enjoy many discounts at commercial institutions and what-not.

As for the demonym, it is custom to use the "-ite" suffix, even when aware of the actual demonym, unless the nation is very friendly or allied with TurtleShroom. However, if the use of the "-ite" suffix is offensive or translates into a dishonorable, degrading, or insulting term, in any way, to your average citizen in the official languages(s) or Lingua Franca of the Cosmiciumite realm, we will immediately rectify the decision.

Per custom, the Legate and all associates accompanying him will be subject to blood sampling for the purposes of DNA profiling, and will be presented to our tailors for his recquisite robe, and sashes for his staff. Now, because of your nation's unique circumstances, we wish to inform you of your honored Legate's privileges and rights as a practicing Klyperite. After your submission of the faith for qualification for legal protection, we wish to remind the Ice States that the Church of the Klyprer is a recognized religion in TurtleShroomian law, and its rites regarding animal sacrifice are tolerated by the state. In subservience to the Constitution of TurtleShroom, we will do everything we can to tolerate the explicit commands and rites of your religion as outlined in your faith's texts; the Ministry of the Treasury and the archivists of our religious scholars have on record the answers and inqueries submitted by the Ice States and the Church of the Klyprer.

It has been noted that your Legate's religion requires certain pagan rites involving bloodshed; ritual animal sacrifice is entirely legal in TurtleShroom and is practiced by many pagan religions already. Take this from me, as Dean, that such time will be allocated at the honored Legate's request for this observance, as it seems to be the most important command outside of prayer in Klyprer paganry. Only notify the Quarter in advance.

TurtleShroomian laws governing animal sacrifice to pagan deities are simple: almost any non-sapient animal may be sacrificed, at any time, in any way, in accordance with the rites of the believer's faith. This sacrifice is tolerated regardless of the potential threat of cruelty or harm to the animal, in order to meet the ritual's standards of purity. This sacrfice must be done in private, either behind closed doors or on the private property of the believer or any applicable temple, camp, or religious shrine. It may be done corporately or individually, by clergy or laity, depending on the religion's rules, and anyone may participate.

You may not sacrifice any non-sapient tortoise, terrapin, sea turtle, turtle, or chelonian, nor any creature classified under the taxonomic orders Chelonia and Testudines by TS academia or applicable law. You may not sacrifice a Nekomimi, Kitsune, or applicable chimera, regardless of sapience. There are no exceptions and the crime is not covered under diplomatic immunity. You can, however, sacrifice a being identified by TS law as a demon, zombie, or a vampire. If you acquire an animal in the TurtleShroomian market, that animal must not be protected as endangered or unique in TurtleShroomian law.

Some pagans in TurtleShroom, such as the Tengriists and the Drooks, are open in terms of their pluralism, as they have always been, and will likely accept your request to commit human sacrifice on their grounds, as the nature of their religion (as is often the case in pagan pantheons) is both open and syncretic. You are invited to ask the Quarter's services for further assistance.

As TurtleShroom is a Christian state, we cannot provide for you a location or subsidy for your beliefs, and the sacrifice must be provided at your expense. You can purchase it at a TurtleShroomian market or import it from home. You will need to find this yourself, and when you do so, please inform the Legation Quarter as to the nature of the animal before the appointed date of sacrifice, the date itself, and sign the oath stating no human sacrifices will be performed.

Human sacrifice also includes sapient lifeforms that are not defined as demons, vampires, or zombies under TurtleShroomian law. Understand that human sacrifice or the sacrifice of sapient beings is not covered under Diplomatic Immunity and performing such an act will result in the mandatory execution of your Legate if convicted in a fair trial beyond a reasonable doubt.

We have also noted your religion's burial customs and, in the event of your Legate's or his staffers' death(s) while serving TurtleShroom, we will do our best to repatriate your dead for speedy entombment at a Klyperite Temple, and request that the Ice States give notice on how this is to be done. TurtleShroom is a Christian state and the Legation Quarter cannot bless or participate in any pagan ritual directly; therefore, it is your responsibility to inform us, preferably now, as to how to present any applicable Klyperite's body to an Iceman temple in time for entombment.


We apologize for the delay in processing; the rebuilding of Jonesboro only finished within the past few years and we have taken the liberty to complete the Legation Quarter's expansions, including the promised luxuries like jacuzzis that did not exist at the time of the opening of the structure.

The Great Bountiful Empire of TurtleShroom has received the formal request for the withdrawal of Letters of Credence of the TurtleShroomian Ambassador to the Ice States, and will receive the expelled TurtleShroomian Ambassador, effective immediately. Our Ambassador, a recent convert to the Iceman state faith, does not feel any ill will to the decision of his spiritual authorities.

The unexpected departure of the Iceman Master from the Legation Quarter was met with significant shock and disappointment, as it was seen as a potential for the laxing of strict anti-proselyzation laws and religious hostility among Icemen who did not follow Klyprer Paganism.

It can only be reasoned, then, that the ban on foreign religions has been extended to any nation formally adhering to a different religion, despite the TurtleShroomian Ambassador's personal faith.

No retaliation or threats of sanctions have been entertained by the Crown, the Grand Boyar Council, or the Congressional Duma. It seems, once again, that the Ice States will remain in the dark.

The Great Bountiful Empire of TurtleShroom has not engaged in any further communications with the Iceman Crown or the Ice States, who have refused all contact.
