Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Only state and party-approved marriages can be held, but homosexuality usually is no criterium. Sometimes a conservative official may reject marriages by gay people, although he may be punished for it. In many cases you have to bribe to get married. Short: yes, it's legal.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Nope. The Congo Delta is organized in a centralized way.
What percentage of your population is homosexual? No statistics exist, maybe about the real world *shudder* percentage of 8-10 %.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Strong socialist atheism. Religion is illegal.
Are schools allowed to refuse LGBT people? Nope.
Are jobs allowed to refuse LGBT people? Nope.
Are restaurants and other services allowed to refuse service to LGBT people? Nope.
Are LGBT people allowed to adopt? Yes.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Illegal and anything in this direction is punisheable by public beheading.
If no, why not? His Holy Bigotry does not like it. Any further questioning will lead to public beheading.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Yes, everywhere. If anyone just thought to allow it, he would face public beheading.
What percentage of your population is homosexual? Officially it does not exist. Research in this topic is therefore illegal and punisheable by public beheading. It is estimated that about 1% of the population is homosexual and hides this in draconic fear of public beheading.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? The only religion is the HOLY BIGOTRY and homosexuality is an insultion of this holy belief which can lead to public beheading.
Are schools allowed to refuse LGBT people? They are required to, and if not, the principal faces public beheading.
Are jobs allowed to refuse LGBT people? They are required to, and if not, the head faces public beheading.
Are restaurants and other services allowed to refuse service to LGBT people? They are required to, and if not, the chef faces public beheading.
Are LGBT people allowed to adopt? No, and if they pretend, the whole so-called family faces public beheading.

Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? See above.
What percentage of your population is homosexual? All forms of sexuality are considered counterproductive and pointless. Pleasure =/= progress.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? It is legal since 2005.
If no, why not? -/-
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? No, the Equal Marriage Act was amended to the constitution and therefore no region can declare different legislation.
What percentage of your population is homosexual? About 10 to 11 %, but there is no data in this topic from all people, just from those who are willing to give an answer.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Kashtyria has a long history of influence by different religious groups who had to get on in the best way for all. This – maybe surprisingly - led to an early separation of believes and politics and today to a mixed agnostic/atheist government position who does not favor any religious belief. Also, Kashtyria in only short time periods ever suppressed people who not fit into the hetero male/female system.
Are schools allowed to refuse LGBT people? No.
Are jobs allowed to refuse LGBT people? No.
Are restaurants and other services allowed to refuse service to LGBT people? No. (as in the other two cases above, the plaintiff would have to proof that his sexuality was the reason to refuse him which can be complicated, but de jure it is.)
Are LGBT people allowed to adopt? Yes, with the same 2005 law as above.

Marriage does not exist in The Cyrius Isles. However, gay relationships are not only accepted but are also more common among our citizens than straight relationships.

Exact figures are difficult to give because of some uncertainly around what qualifies as a relationship, and because of the prevalence of relationships which involve multiple partners - however at the last census 88% of those who answered the sexuality question identified as either homosexual or bisexual.

If no, why not?
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal?

Are schools allowed to refuse LGBT people? no*
Are jobs allowed to refuse LGBT people? Most work is self-employment so this is largely a moot point. And the minds that administer our ships and habitats don't care about sexuality and they accept volunteer assistants based solely on merit.
Are restaurants and other services allowed to refuse service to LGBT people? no*
Are LGBT people allowed to adopt? sure, why not...

*: The republic has an unusual legal system so technically someone could refuse one of these things but it would be considered to be a breach of good manners and usually not done as there would be negative consiquences for this.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Partnerships may be permitted in some oblasts, but official marriage is prohibited.
If no, why not? The definition of marriage does not in any way, shape or form include homosexual marriage. Same-sex partnership is generally understood by Soverian society as appeasement without legal basis, but the Central Government allows the oblasts to make the final decision themselves.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Marriage is illegal throughout the nation; substitute same-sex partnerships (SSSP) are legal in about 30% of the oblasts.
What percentage of your population is homosexual? 5-7%

Yes, although more from a traditional outlook.

Are schools allowed to refuse LGBT people?
Yes.
