Should that couple reside in areas under direct authority of the Crown, no matrimonial union can be issued but neither are there any consequences for creating a life together as a united couple.

There is no State sanctioned method for determining the sexual orientation of individuals as marriage is considered a matter for the Church, according to the State. Insofar as individual City-States possess such methods for determination, the existence of significant amounts of Crown owned lands within the Federated Realms makes it nigh impossible to deduce an accurate representation.

Essentially, the Crown - while representative of the Church - refuses to engage in behavior that would involve itself in the day to day activities of individuals.

Yes, the Imperial Council ratified that the imperial government can issue marriage certificates regardless of the spouses gender. When one gets married, they have to register it at a local office, this is called the "civil ceremony", and then have their religious ceremony, if they choose. Religious marriages are not legally binding unless registered prior.

While a few Republics license gay marriage and a few others restrict marriage to 1 man and 1 woman, most of the FFR does not regulate marriage at all, preferring to just enforce voluntary contracts between consenting adults and leave it at that.

Outside of Croatia, same sex marriage is legal in the cantons of Vojvodina, Belgrade, Sarajevo, Dolenjska, and a few others. In Bosnia in 2015, legislation supported by figures from the three dominant faiths Catholicism, Eastern Orthodoxy and Islam was passed allowing same sex couples to apply for a civil union that while provides the same benefits as marriage is not legally defined as such. Since then, politicians in Montenegro, Macedonia and Bulgaria have proposed similar legislation. However the country's LGBT community has mixed views on those unions, especially among religious LGBT people. There have been increasingly stronger views of a nationwide legalization of same sex marriage.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? The concept of marriage does not exist in our nation. We have something called "registered parents", which is not restricted to heterosexual couples.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? No differences
What percentage of your population is homosexual? The same as in other nations' populations
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Only insofar as religion is not something that would influence the government of Yuunly.
Are schools allowed to refuse LGBT people? no
Are jobs allowed to refuse LGBT people? Not because of their sexuality. I mean, if somebody else is better qualified, you lose.
Are restaurants and other services allowed to refuse service to LGBT people? no
Are LGBT people allowed to adopt? yes

If no, why not? The general populace believes that marriage is between a man and a woman, not for example, a man and a man or a woman and a woman.

What percentage of your population is homosexual? 4% are open about it, while an estimated 5-6% are expected total.

Are schools allowed to refuse LGBT people? No. LGBT's are protected under federal law like every other person, except for the fact that they cannot marry a person of the same sex.
Are jobs allowed to refuse LGBT people? No. Same reason as above.
Are restaurants and other services allowed to refuse service to LGBT people? No. Same reason as above.
Are LGBT people allowed to adopt? Yes.

If no, why not? Valu is predominately populated with Protestant Christians. Most of the people believe homosexuality is sin and should not be practiced.

What percentage of your population is homosexual? 3%. They are either in hiding or practice homosexuality and gay marriage in remote parts of Valu.

Are schools allowed to refuse LGBT people? No, because Valu believes that everyone regardless of their sinful actions deserve education.

Are LGBT people allowed to adopt? If they are not married to another person of the same sex.

If no, why not? Most of the nation is devoutly Catholic, and the new leader sees it as a detriment to the nation. Therw is no legislation barring consensual relationships however, though they may fave ostracization by society.

Are schools allowed to refuse LGBT people? Not public schools, education is paramount to the furtherance of the state.
Are jobs allowed to refuse LGBT people? If that is their wish and policy, though it is discouraged to not allow citizens to work if they are qualified for the position on their merits.
Are restaurants and other services allowed to refuse service to LGBT people? Yes it is within the owners rights.
Are LGBT people allowed to adopt? No.
