If no, why not? Marriage in defined in the constitution as being exclusively between a male and a female.
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? Yes. It is not legal in every administrative province within the Federal Republic.
What percentage of your population is homosexual? No official information regarding sexual orientation is collected by the census but independent estimates vary from <1% to 4%.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Yes
Are schools allowed to refuse LGBT people? No
Are jobs allowed to refuse LGBT people? No
Are restaurants and other services allowed to refuse service to LGBT people? It is illegal for any public services to be refused to an LGBT individual. Broad protections are in place to prevent discrimination in the private sector. However certain services e.g Christian bakeries are permitted to discriminate on the grounds of religion.
Are LGBT people allowed to adopt? No but the issue has been tabled to be reviewed by the government in the near future.

If no, why not?
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? In three provinces it’s illegal, in several the decision of same-sex marriage legality is left to the municipalities, but most municipalities are not in support of same-sex marriage, and in the rest of the nation it’s left to the provincial legislatures who mostly are in support.
What percentage of your population is homosexual? Somehwere in between four and six percent.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Because of the secular government and atheist people, religion hasn’t affected same-sex marriage but still the populace is not too open-armed when it comes to homosexuality.

Gay Marriage Policies in Your Nation

The Minority Equality Act, formally registered in parliament as the Imperial Gender, LGBT, Racial and Religious Minority Act of 2016, is a piece of legislation enacted by the introductory principle of the Will of Parliament in May 2016, six months after it was first tabled by the seventeenth Yohannesian Emperor, Her Majesty Garnet Til Alexandros, the Queen of the Kingdom of Alexandria. It is the most up to date act of parliament relating, indirectly, to the main body of the Electoral Amendment Act of 1990.

It brought into effect by statutory protection, from that date onwards, the absolute enforcement and guarantee of civil rights, in matters from electoral right to employment quota, of lesbian, gay, bisexual, and transgender, women, and ethnic non-Yohannesian minorities in the nineteen countries. There were a few protests, mainly from the minority of ardent religious and far-right groups, regarding the way Queen Garnet had exploited the Office of the Emperor to advance a certain cause. In a spectacular show of support, however, more than seventy per cent of Members of the Imperial Parliament and the Electoral College supported the initiative of the Queen. The Imperial Electoral Court and the Justices of the Peace examined the legality of the situation, and dismissed the charges of unconstitutional action directed against Queen Garnet.

According to the section one, point three: Imperial Electoral Examination, a provision attached to the Gender, LGBT, Racial and Religious Minority Act 2016 provides for the creation of an Imperial Commission of Electoral Minority Equality, a body corporate which enjoys perpetual succession and has a common seal. It is capable of acquiring, holding, and disposing of real and personal property and may enter into contracts, sue or be sued, and otherwise do and suffer all other acts and things bodies corporate and company may do or suffer. The commission has six principal functions and one mission:

    1. To execute by statutory privileges the duties, prescribed in the provisions of the Gender, LGBT, Racial and Religious Minority Act of 2016, relating to preventing the electoral discrimination of lesbian, gay, gender, and bisexual people in the nineteen countries, and the enforcement of the rights thereof.

    2. To execute by statutory privileges the duties, prescribed in the provisions of theGender, LGBT, Racial and Religious Minority Act of 2016, to make even stronger, the electoral preventative measures, to combat the discrimination of women in the nineteen countries, and the enforcement of the rights thereof.

    3. To execute by statutory privileges the duties, prescribed in the provisions of the Gender, LGBT, Racial and Religious Minority Act of 2016, relating to preventing the electoral discrimination of ethnic minorities in the nineteen countries, and the enforcement of the rights thereof.

    4. To execute by statutory privileges the duties, prescribed in the provisions of theGender, LGBT, Racial and Religious Minority Act of 2016, relating to preventing the electoral discrimination of religious minorities in the nineteen countries, and the enforcement of the rights thereof.

    5. To supervise the compliance of political parties with the LGBT, women, ethnic and religious minority quota requirements of the Act thereof.

    6. To advertise and promote public awareness of the history of LGBT, women, ethnic and religious minority discrimination in the nineteen countries, through measures such as the education (e.g. state and integrated schools) and information programmes by public broadcasting (e.g. television, the radio).

    7. To ensure that such matters as mentioned under the previous six points will be reported to the Ministry of Justice or the Justices of the Peace.
In executing the will of parliament to raise public awareness as to the discrimination of LGBT, women, ethnic and religious minorities, the commission is an independent body. It proscribed to the appropriate procedures attached, mainly the right of such body to neglect any recommendations made by the Imperial Board of Broadcasting Standard as to how or when the commission should carry out its duties. The Board of Broadcasting Standard consequently has no power over the commission. The commission is free to regulate its procedure as it sees fit subject to provisions of the Act, certain of which set out detailed provisions as to the functioning of the body, including but not limited to the remuneration of Commissioners, procedure at meetings, staffing, and funding.

The commission must report to the Minister of Justice the figure, in annual financial terms, involving its operations.

The Civil Code of the Kingdom of New Luzon defines marriage solely in heterosexual terms, but recognizes same-sex marriages contracted in other nations as legally binding. In other words, gay couples can get married; just not here.

Are schools allowed to refuse LGBT people? no, schools can't refuse anyone for reasons other than insufficient grades.
Are jobs allowed to refuse LGBT people? private business are free to hire whoever they choose, but they would most likely name some other (made-up) reason for refusing an LGBT-applicant.
Are restaurants and other services allowed to refuse service to LGBT people? It depends. There is the so-called "freedom of contract" saying that everyone is free to form, or not form, contracts with anybody else. Based on this, LGBT people may be refused by private entities. However, if an entity is the sole provider of a specific service in an area at the time, refusing services to people can become problematic. Also here, naming a persons LGBT-identity as the reason for denying a service doesn't really help with a place's reputation, and may - under certain circumstances - have legal consequences.

If no, why not? Because religion or other people have nothing to do with the intimacy between two (or more) people.

Marriage between two or more people of the same-sex (or marriage to oneself) is not permitted anywhere within the Freehold's capital territory, Lacaeronia, nor any of its provinces from Illyria to Babylonia, or from Caucasia to Africa.

If no, why not?
The Ephyral see marriage as the union of a man and a woman, their joining into a single household, with the traits of the male complementing and overriding the flaws of the female, and the traits of the female complementing and overriding the flaws of the male. It is a union regarded as an alliance, be it between those two individuals, or larger powers at play, a union that is consummated between citizens and results in the birth of sons and daughters to inherit that household.

Permitting two men or two women to engage in such a custom is deemed in flagrant opposition to the cultural logic of marriage, as it brings forth no children, and the consummation between it will necessarily invalidate the right of citizenship of one of the men, as well as never be possible between two women, according to Ephyral definitions, customs, and laws surrounding sexual activity.

No priest in the Freehold will perform such a ceremony.

What percentage of your population is homosexual?
No survey of this has ever been conducted, but if the global rate of homosexuality is anything to go by, then anywhere up to 4% of the total population would be presumed to favour the same-sex over the opposite. The Ephyral do not actually divide sexual relations between heterosexual and homosexual but between the roles of masculine and feminine. There are men and women in the Freehold who experience natural attraction to either sex. There is no issue within this alone. A man is free to have sex with another man so long as it is in no manner that threatens social perception of his virtue and masculinity, or in a manner offensive to his peers. This could include being the receiving partner of sodomy, or being otherwise submissive as a citizen of the Freehold, or engaging in sex with another male citizen (citizens are expected to utilise slaves for such matters). So long as the man also displays interest in marrying and reproducing with a woman, or is already married to a woman, and none of the other conditions are broken, there is no issue.

Passive homosexuality, as in, receiving it, or having homosexual sex with a fellow citizen, is potentially enough to have voting rights stripped from anyone outed as such. The Ephyral language does not hold any terms for heterosexual or homosexual.

The Ephyral populace is fairly religious but not to a religion that is dominated by faith or dogma. The actual institution of the Ephyral religion has little authority on matters, and is not responsible for this attitude. Other religions, such as Christianity, Judaism, and Islam, are notably content with the Ephyral stance on homosexual marriage but regard the Ephyral attitude towards sex as 'low'.

Are schools allowed to refuse LGBT people?
This is not a yes/no answer. Lesbians and gays, if they truly are such, and not just a man or a woman with specific attraction to a certain individual of their own sex whilst maintaining preference for the opposite, do not declare themselves as such as this is regarded as an affliction. The Ephyral could be classified as a form of bisexual, but in terms of holding equal sexual preference, the Ephyral do not believe it exists. As for trans, both transgender and transsexual are regarded as mentally ill, so again this isn't declared.

Therefore schools do not 'refuse' these people because they never declare themselves to be such expecting to be accommodated. If they are smart they shall seek treatment of their own initiative, the declaration of such afflictions to a medical expert is accepted. If they try to hide it, it is expected that over time it will be outed.
