The only rightful role of government in marriage is to prevent abuse of children, ensure that all parties are willing, and to record that the act has taken place. Nothing else. We don't even have legal limitations on multi-spousal marriage ceremonies.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet?
No.

If no, why not?
The concept of marriage in Purpelian culture is different than that in western ones.

In the west, marriage is essentially a contract signed between two individuals and the general public where they agree to only have sex with one another, and in exchange the rest of society agrees to let them have sex without slut shaming them. Its purpose is primarily to ensure that everyone having sex is doing so with their partner witch therefore means nobody is going to impregnate your wife.

In Purpelia marriage is seen very differently. Because casual free sex is completely culturally appropriate sexual fidelity as such is not really a high priority. At the same time however the excessive importance placed by Purpelian culture on the concepts of family and blood means that fathering or giving birth to a child is a very, very, very big deal. So marriage in Purpelian culture is essentially a "you broke it, now you have to buy it" clause where a couple that gets pregnant becomes legally tied to one another by virtue of now sharing blood. It does not however bear any implication or demand of sexual exclusivity or fidelity.

Thus homosexuals getting married would be rather out of place given that they can't produce a pregnancy. It would be akin to a man marrying a goat. But at the same time nobody is going to blame them for mating either. Just like with the goat.

Are there any regions, states, provinces, etc. in your country that gay marriage is illegal?
No.

What percentage of your population is homosexual?
We do not keep records of sexual orientation as this is seen by the government as "irrelevant".

Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal?
No, not really. Cultural ones do though. See above.

Are schools allowed to refuse LGBT people? / Are jobs allowed to refuse LGBT people? / Are restaurants and other services allowed to refuse service to LGBT people?
The tacit expectation in Purpelia is that because, as far as sex is concerned, NOTHING is taboo (and yes that includes goats, dogs, small children etc.) nobody is ever going to judge you for your sexuality unless, and this is important, you are annoying about it. At the same time however this also means that nobody wants to hear about your sex life. And Purpelian laws very much reflect that in that they provide some protection to everyone but also make it extremely sure to demonstratively not give special protection to any category of people.

So whilst nobody can refuse service to a homosexual explicitly because of their homosexuality the law won't stop him from looking real hard until he finds a legitimate reason. It's not something that's commonly done because, again, culture. But it's not like in the west where a homosexual can literally burn down his workplace and than sue his boss for being fired over it.

Are LGBT people allowed to adopt?
Legally no. Although the thing to know about Purpelian culture is that out-of-family adoptions are rather rare because of the cultural emphasis on the family and in particular blood relatives. The common answer to the issue of adoption literally is: "Why the hell would you want to raise someone elses child?! It's not of your blood!"

One more thing that does need mentioning is that strictly speaking being married in Purpelia does not convey individuals any legal benefits. There are no legal tax cuts or anything like that. It's literally just an alliance between two families caused by an accident of their blood mixing.

Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

The above post contains hyperbole, metaphoric language, embellishment and exaggeration. It may also include badly translated figures of speech and misused idioms. Analyze accordingly.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet?
Under Part I, Article III, every individual has their own set of system, law and order hence gay marriage legality is unclear and vague. Their system, law and order are based on their personal belief on one faith or not (Atheism or unaligned). Based on Federal Laws however, there are no specific rules include the illegality of gay marriage since the Federal Laws are rarely used. This is because most individual is religious in Qasheer and if their faith condemned gay marriages, so be it. If they not, so be it.

If no, why not?
Like how is explained above, each individual has their own system, law and order they must follow based on their faith or belief. Most religions condemned the act of homosexuality, making gay marriage not an option for them even.

Are there any regions, states, provinces, etc. in your country that gay marriage is illegal?
All of these questions are related to Part I, Article III on which has explained that each individual has their own set of system, law and order based on their faith.

What percentage of your population is homosexual?
Based on a survey, there are 29.1% (we consider gay as men btw) out of the entire population of men are considering themselves as gay (homosexual and bisexual alike). Women however has 12.1%, which is rarer and uncommon than men.

Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal?
Religious and atheistic beliefs influenced our nation law entirely, on which we rarely enact the Federal Laws since most Qasheeries are in fact religious and have their own faith. Their laws varies based on their holy scripts or religious teachings.

Are schools allowed to refuse LGBT people?
Yes, any school can refuse anyone if they dislike them. However, refusing LGBT people because of their sexuality or gender status is consider violation of Part II, Article V which described the liberty of every individual could get under our constitution.

Are jobs allowed to refuse LGBT people?
Please refer back to above answer. Discrimination against one sexuality or gender status is violation of Part II, Article V on which described the liberty of every individual could get under the constitution.

Are restaurants and other services allowed to refuse service to LGBT people?
Please refer above answers.

Are LGBT people allowed to adopt?
No. In later Part (hoping it would be) of the constitution will described the rights of children to have a father and a mother for a better environment to grow up with. Even though this blindly violating Part II, Article V, it is conflicting with another article in the constitution on which higher superior needed to intervene.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Marriage between members of the same sex has always been legal since the founding of the nation, as marriage is a right guaranteed to all citizens by Article III, Sub-Article III, Mandate XXI of the Lunar Charter.
If no, why not? N/A
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? No, as it would be in violation of the Lunar Charter.
What percentage of your population is homosexual? Approximately 10% of the population is estimated to be homosexual.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Yes and no. Equestrian Cosmicists had long recognized homosexual marriages before 2602; non-native species to Dheghom, particularly human and Sangheili, were fairly more divided on the issue. However, it wasn't the subject of much discussion, seeing as how rights were added as safeguards against potential party tyrannies.
Are schools allowed to refuse LGBT people? It depends. If it is a public school, then no, as it would violate the Lunar Charter. If it is private, then yes, in accordance with a consistent interpretation of the Lunar Charter in several cases brought before the Courts of Amparo over the years. However, this is not to say that it would be commonplace to see this occur in private schools - in fact, it is extremely rare to see, and when it does occur, will almost always result in a backlash from the public.
Are jobs allowed to refuse LGBT people? The same situation as schools applies for jobs.
Are restaurants and other services allowed to refuse service to LGBT people? Almost the same situation as schools and jobs applies for resturants and other services. Specifically, essential services - the most typically given example is hospitals - are not allowed to refuse services when such denial will constitute immediate and lasting harm to the individual.
Are LGBT people allowed to adopt? Yes.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? It is legal in all of Ru and it's provinces due to the landmark Supreme Court case of DuPont v. Grainlands Province in which the Court voted 5-4 that laws against homosexual marriage violated the Equal Protection Amendment of the Ruvian Constitution, and were therefore unconstitutional and impermissible in Ru.
If no, why not? n/a
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? No, see above.
What percentage of your population is homosexual? 3% (very rough estimate)
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? No
Are schools allowed to refuse LGBT people? Public schools and universities are not. Private schools and universities are allowed to do so, however, according to the Supreme Court case, Gracey v. Bernard University, a 7-2 decision.
Are jobs allowed to refuse LGBT people? No, it is prohibited by national legislation (The Equal Employment Act)
Are restaurants and other services allowed to refuse service to LGBT people? No, in the Supreme Court case Gallows v. Kingdom of Ru the justices voted 5-4 that because the government has the power to regulate inter province commerce (which these businesses engage in when they serve customers who may or not be traveling across provincial lines) the government violates the equal protection amendment by allowing businesses to refuse service based on sexual orientation. (Citing precedent from DuPont and Edwins v. Moonlight Shores Province, a similar case about businesses refusing service based on race.)
Are LGBT people allowed to adopt? They are in most of Ru, except for the Grainlands and Moonlight Shores provinces, which illegalized the practice through legislation. Several legal challenges to these laws are working their way through the Ruvian courts, however.

Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? Gay marriage is legal in our country since 2015.
If no, why not?
Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? There are talks in Southeastern Malaya's Assembly to introduce a bill making gay marriage illegal in the territory. Southeastern Malaya became an autonomous territory of Hindia Belanda following a historic referendum last year.
What percentage of your population is homosexual? 0.3% of our population are married same-sex couples.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? Not necessarily. The law against sodomy was introduced in Hindia Belanda during the colonial era and it remained in force until 2015. Numerous attempts at legalising gay marriages have been made in the past, but it was only in 2014 that the Governor-General appointed a Royal Commission to study the impact of homosexuality on society and swiftly concluded that it is not harmful in itself nor to society in general. The Royal Commission was merely a formality, as public opinions in the Commonwealth had already shifted in favour of gay marriage and LGBT rights.
Are schools allowed to refuse LGBT people? No, that would be illegal.
Are jobs allowed to refuse LGBT people? See above.
Are restaurants and other services allowed to refuse service to LGBT people? See above.
