Is gay marriage legal in any parts of your country, or has legislation on it not been passed yet? It is legal in the State of New Mexico, and they receive federal tax benefits of marriage. No other state recognizes, but generally has some sort of "civil union" instead, that the federal government treats as marriage for taxing purposes.
If no, why not? The society is very Christian, and therefore would prefer for same sex marriage to not be allowed. The state governments also promote heterosexual marriages to potentially promote population growth. The federal government has stayed out of the debate and left the legal definition of marriage to the individual states, with the federal gov just recognized any state-recognized marriages.

No, it is banned according to the Marriage Defining Act of 1933 and the promotion of the LGBT agenda in any form, be it school books or television, has also been banned in the Supplement to Marriage Defining Act
If no, why not? Direct quote from the Marriage Defining Act of 1933: "Hereby defines "marriage" as the permanent union between 2 people of different families, one of the male gender and one of the female gender. It is mandatory that these 2 people must both be of the same racial status."

What percentage of your population is homosexual? The National Census does not register people based off sexuality. In the most recent count of jail sentences and reasons, of the 19877 people jailed for paedophilia or degeneracy, almost all (19801) were LGBT.

Are schools allowed to refuse LGBT people? It is mandatory to disallow LGBT people from any job related to children, teenagers and education in general, since LGBT people have higher rates of paedophilia. It is also illegal to print books, for example biology books, where it says there are more than 2 genders and that male-on-male and female-on-female relations are normal.
Are jobs allowed to refuse LGBT people? It is preffered if businesses ban LGBT people from getting jobs.
Are restaurants and other services allowed to refuse service to LGBT people? It is preffered if all forms of services ban LGBT people from entering.
Are LGBT people allowed to adopt? No, there is no single form of adoption from foreign countries allowed due to strict race laws introduced by the Human Future Party in 2016.

Since the Bantustans operate independently of the Helot Parliament they can chose there own laws regarding marriage. If someone who is in a Same-Sex marriage enters one of the Bantustans however the marriage is still recognized.

What percentage of your population is homosexual?: Roughly 1.5% of the population identifies as homosexual the numbers vary when you break down those who identify as pan, bi or asexual
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal?: Yes, our major religion doesn't originate from a Judaeo Christian center thus the ideas of homosexuality aren't taboo or discouraged, only the uncompromising love between those who share in the bonds of matrimony. It's believed the Great Goddess of our religion may be gay or pan sexual herself and there's text that supports another Goddess within the religion was in love with the Holy Mother.
Are schools allowed to refuse LGBT people? Private schools may refuse entry, it's pretty uncommon but it's within their rights as a private organization, however no public state sponsored institution can refuse.
Are jobs allowed to refuse LGBT people? The same applies as schools
Are restaurants and other services allowed to refuse service to LGBT people? Same applies as schools and jobs but again it's fairly uncommon/
Are LGBT people allowed to adopt? Yes, unconditionally.

Are there any regions, states, provinces, etc. in your country that gay marriage is illegal? 4 of the 10 Kingdoms do not recognize it for tax purposes, but of the 10 Kingdoms, only 6 offer some kind of tax incentive for marriage in the first place as marriage itself is not a government institution in Issmark. Thus it is neither legal nor illegal.
What percentage of your population is homosexual? These statistics are not collected as the Empire does not consider them relevant or useful.
Have religious or atheistic beliefs influenced your decision to make gay marriage legal or illegal? The 4 Kingdoms which do not recognize homosexual unions for tax purposes do so for secular reasons. The tax credits in question are intended to encourage the raising of children within the nuclear family, as Imperial studies have shown that children with both a mother and father figure perform better and are less likely to commit crimes.
