POLLS SHOW COMMUNISTS TIE CONSERVATIVES FOR SECOND PLACE
CENTRISTS AND SOCIALISTS FIGHTING OVER BUDGET SPARKS WORRY OVER CONFIDENCE VOTE

Vyšehrad, BOHEMIA - The Communist Party of Bohemia & Slovakia (CPBS) has seen rising popularity with Youth and Young Adults since the last parliamentary elections, overtaking the Socialist Party for the lead party among youth. The rise in popularity with young adults of the party has broung it neck to neck in polls with the Conservative Party. The three largest parties in the 600 seat lower house are as follows currently:

Bohemian Social Democratic Monarchist Party (BSDM) - Centre-Left - 130 Members
Bohemian Conservative Monarchist Party (BCMP) - Centre-Right - 119 Members
Communist Party of Bohemia & Slovakia (CPBS) - Far-Left - 72 Members

However the most recent poll (March 2st - March 8th) puts the three largest at the following:

Bohemian Social Democratic Monarchist Party (BSDM) - Centre-Left - 121 Members
Bohemian Conservative Monarchist Party (BCMP) - Centre-Right - 109 Members
Communist Party of Bohemia & Slovakia (CPBS) - Far-Left - 102 Members

Readers can see the current composition of the People's Assembly here. Currently, the Social Democrats barely hold together a wide-ranging coalition and depend on confidence with centrist liberal parties. This confidence has been shaken continuously, as socialist coalition leader and Deputy Prime Minister Zoe Mišková says she won't compromise on creating a 50% tax bracket for millionaires in the budget but both the Civic Democratic Union and Slovak Liberals (the two centrist parties giving confidence to the government) will not support a budget or government that goes beyond the already deemed excessive "45%" rate. Prime Minister Milan and his party have continuously tried to delay answering the infighting fearing a breakup or loss of confidence in the governing coalition. As the socialist 50% bracket amendment is up to vote tomorrow and they are requesting a coalition/confidence wide whip, the Prime Minister will have to take a stance. But even without the centrists, the amendment can still pass with support from the communists who have long supported raising the rate. While the socialists look like they are going to get their way, and centrists will be in for defeat and along with continuous infighting their confidence votes hang in the balance of potentially sparking a snap election as the conservatives do not have the ability to form a government.

But even more tension piles on as the Prime Minister and Social Democrats see the polls of the rising red tide, and the growing disinterest with moderate left politics his party has championed for decades. But if the centrists boot the Prime Minister, and the Conservatives still aren't polling better as it shows then there is for the first time in history the possibility of a communist-led government with the Socialist and Left parties.

One tax disagreement could lead to the most dramatic political shift in Bohemian history. Právo will keep you updated.

SOCIALIST AMENDMENT PASSES, SLOVAK LIBERALS STOP PROVIDING CONFIDENCE TO GOVERNMENT

Vyšehrad, BOHEMIA - The controversial dubbed "Socialist Amendment" to the budget which includes raising the tax rate on millionaires from 45% to 50% and various other public sector reforms was passed in People's Assembly, here was the final vote tally:

The Prime Minister's ended up voting in a majority for the amendment as expected and the calls from the centrists appeared to not have an effect. The Slovak Liberals party lit the match and forfeited providing the government with supply and confidence. However, the Civic Democratic Union, the liberal counterpart in Bohemia says they will remain in providing confidence to the government and more so are just disappointed in the passage of the resolution. However, with the departure of the Slovak Liberals, the government only has 270 confirmed confidence votes and 301 is needed to retain government. A Nationalists Coalition member has already filed for a vote of confidence which will be taken next week.

If the Prime Minister and the Social Democrats and Socialists lose this vote its highly likely an election will be called as current calculations don't indicate any other coalition possibilities with the current makeup of the assembly.

BOHEMIAN-TUTHINAN TREATY OF CULTURAL & ECONOMIC COOPERATION SIGNED


Sakan, TUTHINA - Prime Minister Pavel Milan spent the last three days here in the capital of Tuthina working on a series of agreements joined together in an omnibus style "Treaty of Cultural & Economic Cooperation". Here are the highlights of what Bohemia is doing:

  • The Economic Tariff by the Bohemian Government which is globally 2.5% on all foreign goods is reduced to 2.0% effective immediately and will be eliminated gradually within 4 years.
  • The 'Bureau of Bohemian-Tuthinan Economic Cooperation' or 'BBTEC' is established within the Bohemian Ministry of Foreign Affairs in order to review regulations & trade and publish reports and recommendations on optimizing economic cooperation. The BBTEC shall also work with the relevant Tuthinan counterpart to promote trading and business between the countries.
  • Tuthinans Citizens will be waived from requiring Visas to visit Bohemia for stays under 90 days, a standard government issued passport will be all that's required.
  • Tuthinan Students may study abroad in Bohemia and are eligible for free tuition undergraduate studies if accepted, Tuthinan Students will just need to receive an 'International Student Card (ISC)' from the Ministry of Foreign Affairs which requires a Passport and a Background Check, the ISC allows Tuthinan students to live and work in Bohemia while they are enrolled at a Bohemian College/University and for up to 2 years after they graduate and at that time they may either return to Tuthina or apply for citizenship.
  • Tuthinan Citizens may apply for an 'International Worker Card (IWC)' with similar requirements to an ISC and lasts 4 years and can be renewed once and allows Tuthinans to live and work in Bohemia without citizenship if they receive a job offer in Bohemia, if the Tuthinan citizen wants to stay past the renewed 8 years they will just need to receive citizenship with Bohemia.
  • Duel Bohemian-Tuthinan Citizenship is now accepted in Bohemia.
  • The Ministry of Foreign Affairs shall sponsor and pay for programs for interested and good academically standing Bohemian Students to study abroad in Tuthina, up to 75 students may apply annually for the all-expenses paid trip, and up to 225 can apply for the reduced cost trip.

The Prime Minister described the signing and deliberations with Chancellor Chen Chia-man of Tuthina as "extremely productive, and with a strong spirit to further our socioeconomic and cultural relationship." The Prime Minister said he also looks forward to working with the Chancellor more in the future.

At a press conference, the Prime Minister also stated Bohemian Foreign Policy once again in hopes to shut down any possible socialist criticism of Tuthinas fairly conservative climate "Bohemia is a open, tolerant, and progressive nation. We do not see stereotypes nor do we base or prohibit thereof the advancement of peoples on ideologies. We are proud to work with a diverse array of nations if it means a better, more prosperous and inclusive climate between Bohemia and the international sphere."

Under Bohemian Law, treaties signed by the government do not require legislative approval but they can be repealed by the legislature or withdrawn, but no significant opposition has arrised and it appears this treaty will remain a law of the land and one to put down in the Prime Minister's foreign policy accomplishments.

ELECTIONS SET FOR THIS WEDNESDAY; COMMUNISTS TAKE LEAD IN POLLS

Vyšehrad, Bohemia - Prime Minister Pavel Milan of the Social Democrats failed to retain government after his 2-year coalition was continuously shaken and finally ended with budget disagreements. The Motion of No Confidence came down to 317-283, with a majority of assembly members not consenting to the current government. As mandated by current law an election must take place three days from now which is set for Wednesday since no other coalition has been able to take form. For the past few decades political involvement and participation has steady increased and spiked in the last decade from voter participation at around 45% two decades ago to the last 2014 election which produced a 64% turnout rate and this election could prove to be a record-setting turnout as rallies are held nationwide sponsored by a diverse array of parties and political organizations who are enthusiastic and ready to have their voices heard.

All eyes are on the controversial Communist Party, which is dominating the polls for the first time in Bohemian History. Most in history read about the violent uprisings and revolutions that brought communism but might Bohemia be susceptible to a peaceful transition? It's time we ask ourselves what would a Communist Bohemia look like, how does it different from international stereotype and is it the modern left for Bohemia?

The Communist Platform carries some distinct, and as expected, radical changes. Here are some of them:

  • Abolition of the House of Lords.
  • Referendum on a New Elected Head of State, Peaceful Abolition and Remembrance of the Monarchy and its Social Activism it Inspired.
  • Nationalization of Banks, Agriculture & Industries. Establish "Workers' Council's" locally and nationally to lead farms, industries, etc.
  • Expand Infrastructure and Transportation. Sharply raise taxes on the rich.
  • Ban Fossil Fuels Usage. Incorporate usage of green and eco-friendly cities.
  • Rename and Reform Government from the 'Empire of the Greater Bohemian Union' to the 'People's Republic of the Greater Bohemian Union'.
  • Reform the Head of Government from the Prime Minister & His Cabinet to a Directorial System of ministers who jointly exercise power and operate on consensus.

Where does the Communist Party stand on Bohemia's EC Membership Proposal & Foreign Policy?

The Secretary of the Communist Party responded "Bohemians have always been more globally oritentated peoples, and while certain liberal democracies are abused by the capitalist systems we do recognize and support them over the alternative of authoritarian regimes which give their people the very little freedom to change and that often take to criticism of the EC. I believe that Bohemia can be a force for good in the EC, and we will not withdraw or alter foreign policy in any significant way as it's been fairly reflective of the people and wishes of this state. We will remain vocal, and we will fight for global solutions to the problems Esquarium faces, and that the promotion of human rights for all shall remain the foundation for our international interactions. Should the polls be right, and we certainly hope so we have no intention to deface or upturn any agreements at this time made by former governments."

It appears the party realizes one of its harshest criticisms is the potential for instability both nationally and internationally but the Secretary insisted in a peaceful and respectful transition of power and former agreements including that of continuing Bohemia's bid for the EC and calling out authoritarian states that often criticize it.

Green Party to Merge with Communists (March 11th)

The Green Party announced after the inclusion of various environmentally friendly provisions in the Communist Primary Platform that it would not be filing as a party and its members in most part will be joining and be merging with the Communist Party. This is another huge capitalization and win for the Communists, as the Green Party was among the select few parties and itself that saw a sharp increase of polling in the last year and rise in enthusiasm. Some argue with the inclusion of the green party that the communist party will have around 50-70% of all youth / young adult voters, making it it's primary base.

COMMUNISTS WIN IN UNEXPECTED LANDSLIDE
COMMUNIST AND SOCIALIST PARTIES WILL BE FORMING A GOVERNING COALITION

Alexandra Růžičková, the next Prime Minister
Vyšehrad, Bohemia - The March 15 election results have finally been made official and the nation receives a shocking occurrence of events. While the Communists were predicted to make notable gains the projections put them at around 140 seats but that was not the case at the ballot box, where they ended up with 202 seats. Tonight's biggest loser was the long-standing governing Social Democrats who were not just kicked down from first place but now occupy the dismal spot as the 4th largest party, they won't be serving in main opposition either as that will still be occupied by the Conservatives who remained as the 2nd largest party. But it wasn't just the Communists that shook the nation, the socialist parties also received an encouraging boost along with some well turn out for the defiant centrists that caused this snap election.

Who is the next Prime Minister? A Public Policy Expert, Activist, and Former Charismatic City Councilwoman.

Communist Party Chairwoman Alexandra Růžičková will be taking the reigns as Prime Minister, the third female to occupy the role as the nation's head of government since its establishment in 1918. She will also be amongst the youngest prime ministers at 44 years old. She's been an activist with the communist party since her college days, she got her bachelor's in Public Administration and her PhD in Public Policy at the University of Přemyslid where she would go on to teach afterward and serve on various think tanks. She remained a prominent activist in leftist causes which drove her to run for city council in Přemyslid (the nation's second largest city), her first bid was met by defeat, but the second time around she won in her district and after 8 years of being a vocal and famous figure not just in her district but the city she ran for the National People's Assembly and rose to the ranks of Parliament and the Party to become Chair. Today, Růžičková is a popular figure in the Komárov coastal region and in the capital here in Vyšehrad - these places also subsequently were where her parties most if not near entire gains came from. Her policy knowledge and in-depth experience with government and her revolutionary yet optimistic tone can even appeal to moderates at times, while Bohemian Communism is less extreme then its international counterparts it is still the farthest left Bohemia has swung and most are accrediting it to Růžičková's powerful rhetoric and relentless campaigning across the country and the tide of youth activism she sprung as a leader of.

Bohemian "Lite" Communism: All the Leftism without Revolution

Revolutionary politics or those calling for upheaval and violent unrest and change of government through non-political means are banned in Bohemia along with certain fascist and ethnic superiority ideologies from serving in government - thus Communism in Bohemia can spark a moderate tone compared to its international counterparts and movements. The party doesn't mention any revolution and refrains from advocating any upheaval by the working class rather it has based its rallying calls around peacefully achieving governance and embracing the leftism of communism and ditching the more militaristic revolutionary attitudes that are commonly associated with it to remain a legal party.

What's the next Governing Coalition look like? Communism vs. Socialism

Communist Party, Socialist Party, Left Party, and the National Healthcare Union will be the four parties in the coalition which brings them at 303 seats of the 301 required. This coalition is not requiring any supply or confidence like the last did which was managed fairly poorly by the Social Democrats.

Some have already argued that the Socialists will keep the Communists at a sensible leftism, and not veer so off into "utopian ideology". It will definitely be interesting to see communists moderated by socialists, and the era of moderate politics has seemed to take the back seat in Bohemia for now.

While the Communists and Socialists can find much more common ground than any other party, they still have some indifferences, but Zoe Mišková, the leader of the Socialists (who will be staying on as Deputy PM) has a good working relationship with Chairwoman and incoming PM Růžičková and this already well-working relationship has given much relief and Bohemians are looking forward to a hopefully much more stable coalition.

Watch for news regarding the PM's cabinet appointments this Weekend and Monday for her first day back on the Assembly floor.

THE EMPRESS AND ROYAL FAMILY RELINQUISH THE THRONE
EMPRESS DELIEVERS AN EMOTIONAL, POWERFUL FAREWELL SPEECH AND REMINDS OF IMPORTANCE OF EQUALITY AND ACCEPTANCE

Empress Klara - National Broadcast 18th March 2017
Vyšehrad, Bohemia - A day after the election results the Empress interupted all broadcasts for 6 minutes with a national message. The speech put many in tears, including the Empress herself which not even her own powerful demeanor could hold back the strong emotions of the rhetoric. While the delievery and time was completely unexpected the peaceful dissolution of the ceremonial monarchy was after the election results yielded monarchic skeptics a near consitutional majority. The new governing Communist Party said in their platform they would ask for such measure be taken by the Empress, who appears to have did so ahead of time before it became an issue or concern.

Prime Minister Alexandra Růžičková tweeted right after the Broadcast "Empress Klara and her predecessors fought and often championed some of the greatest social movements in this country." She shortly later gave a comment to the press outside of her office, "While monarchy is a system of past oppression, imperialism, and undemocratic ideals and shouldn't be a part of Bohemia it is the system and not those who have occupied it, for why we requested this change. Klara is a social activist who has dedicated her life to the people of this nation just like her father did in securing universal single payer healthcare, expansion of education, and vast human and labor rights and protections. Bohemia was extremely lucky but we cannot expect everyone to be good, and any office that is hereditary is exclusively undemocratic and doesn't serve the interests of Bohemians. We should praise Klara and also remember the importance of peacefully dissolving the monarchy. We will be introducing amendments this Monday for reforming our government back to the people."

Who and what will replace Her Majesty?

Bohemia's entire government is ceremonially based around the Monarchy, while her name is on nearly everything she held very little power besides her voice. Renaming of the Court System, Government, Opposition, replacing official seals and logos, and various nearly clerical amendments will need to be made across the country.

Likely a President will be established as the next Head of State, holding similar stature to the ceremonial monarchy but elected rather than hereditary appointment.

FIRST MAJORITY WOMEN CABINET AND FIRST NON-CZECH MAJORITY CABINET

Vyšehrad, Bohemia - The first diverse and socially progressive action was just set by the Communist-Socialist Coalition as the country will see it's first women majority cabinet with 11 women ministers, and 9 men (12-9 if you include the Prime Minister). The dedication and battle of furthering equality and women in government has hit a milestone and their is no doubt in Bohemians minds that this government will adequately represent the interests of Women. Among the 11 women ministers is also a trans women, Mika Khan, who is the Minister for Science, Research, and Space. Minister Khan will be the first transgender minister.

The ethnic diversity is just as strong, and almost representative of the country as a whole. Here is the ethnic breakdown of the cabinet:

    9 CZECH (45% of Cabinet, 45% of Country)
    4 KANNEI (20% of Cabinet, 8% of Country)
    3 ASHKENAZIC JEWISH (15% of Cabinet, 13% of Country)
    3 SLOVAK (15% of Cabinet, 16% of Country)
    1 GERMANIC (5% of Cabinet, ~2% of Country)
The ethnic composition of the cabinet is among the biggest advancements and most progressive in Bohemian History with the last cabinet being nearly 75% Czech. The Government says it intends on being as most representative of the general populace as possible and to further gender, sexual, and ethnic equality. Bohemia is already known for its extensive diversity laws and empowerment, but these milestones are still welcomed and rejoiced as major achievements by most. As the Parliament comes to order tomorrow we will be able to see the ministers and prime minister in action along with various reforms and proposals they will be introducing in the first week of the new government along with the constitutional amendment to bring about a new head of state since the abdication and informal abolition of the constitutional monarchy in Bohemia.

Minister Ling Jiao: Rising Star in Bohemian Politics

Minister Jiao was born in Namor and immigrated to Bohemia in 1991, she served as a private lawyer until 1994 when she joined the National Northern District of Vyšehrad Attorney's Office and got her reputation around prosecuting high-profile corruption, crime, and corporate abuse. She was appointed District Attorney in 2004 and ran successfully for Parliament in 2008. She has been elevated by acclaim as the leader of the "Nobody is above the law" movement in Bohemia, and her record of standing up against politicians and corporations doesn't argue with it. Her appointment as the Minister of Justice was definitely a popular move by the Prime Minister, and some have started to call her the symbolic number two in the Communist party after the Prime Minister in terms of influence, name recognition, and popularity. The radical egalitarian advocacy of Minister Jiao will be a sight to watch in the coming months as the Government sets its reputation.

COMMUNIST PLANS STUNTED BY 2/3 RULE, PM ISSUES WARNING FOR COOPERATION

Vyšehrad, Bohemia - The first parliament under communist rule opened with harsh exchanges, and laid down stark divides across Parliament. Conservative Opposition Leader Jonáš Triska stated "...under no circumstance will they be able to pass their radical constitutional changes." Social Democrats aren't pleased either, and remain largely against moving towards a "People's Republic" due to the parties strong roots and history with the Monarchy which is currently in a abyss with the Empress abdicating. The Head of State and Government needs to be updated soon, but opposition parties have indicated they won't give into communist plans with some not even going to entertain the proposals. 2/3, or 400 seats are needed for constitutional changes. The Communist-Socialist Coalition has 303.

Prime Minister Růžičková issued a swipe back comment to the press saying "We not only won the majority of people and the assembly, we made record swings and turned out the highest number of people seen in decades. These parties of the past are trying to abuse the constitution for their own gains and circumventing our democratically elected government. The majority put us in for a reason, to make changes and reform our broken systems. It's time we stop being a government for the elite and be one for and by the people of this nation. If the assembly will not cooperate then we will use referendums and let the people circumvent these past party elites trying to hold on to power at the expense of our functioning democracy. We will keep all options on the table, and we will not let these incidents alter our stances to bring these reforms to the people. Finally, if these opposition parties continue to refuse to cooperate and be a functioning government of the people they will enjoy a permanent minority status."

While the PM hints at the usage of referendums, they would need to turn out their entire base at the same level as the election to be able to get anything near passage. It's worthy to note that no referendum in Bohemia has received the same turnout as this past election. Either way, the radical Government faces hardship in being able to make the changes required with the departure of the Head of State. More so, cooperation with the government and opposition is nearly impossible as the stark ideologic and political differences linger over any chance of multipartisanship.

The Communists still sit in "Her Majesties Government" and the country is still an Empire. This awkward misplacement and staunch ideological differences between those occupying government and the government structure is making the communists want to prioritize making it hospitable before engaging in legislative agendas. The question is - How do you fundamentally change a government without a revolution, and how far in the Prime Minister willing to go?

Vyšehrad, Bohemia - The Prime Minister is falling up with her comments to utilize referenda to pass her changes to the constitution. Using a undefined loophole it does appear the Communist-Socialist Government will only need 51% voting in affirmative to pass changes as long as turnout is above 50% on individual questions. While constitutional changes by parliament require 66% in approval. The Communist and Socialist Parties won 49.88% of the popular vote and 50.16% of the seats in the lower house, so if they can boost that support by 1% they can make the changes required.
Referendum #043/Binding: Should a President replace the Empress or should the Prime Minister assume the Head of State role?
[ ] President of Bohemia
The President of Bohemia shall be elected by popular vote nationwide, to a term of five years with the possibility of reelection to another term only once. The President of Bohemia shall hold all the powers as the previous Head of State occupied by the Empress with the exception of all royalty/monarchic related duties. The Parliament of Bohemia shall be directed to apply any additional provisions in one Special Sitting of all members for the Presidency, which will require 2/3 a vote. The primary purpose of the President shall be to serve as a soft check on the Government and serve as the Chief Diplomat and Representative of Bohemia and advise and be advised by the Prime Minister.

Referendum #046/Binding: Should the Head of Government be a Parliamentary System or a Directorial System?

The Prime Minister and Ministry shall be abolished, and a governing 'Central Commission' shall be established occupied by at least 7 commissioners and at most 20. All decisions and powers of the former Prime Minister and Ministry shall be split between commissioners equally. All decisions and powers the Prime Minister had or could exercise unilaterally must be undertaken by the full commission. The Central Commission shall allocate assigned governmental ministries to be led by commissioners, such portfolio assignments must be adopted unanimously. All other decisions taken by the Central Commission must be approved by 2/3 of the commissioners. The Chair of the Central Commission shall be the "High Commissioner of the People's Republic", elected by the People's Greater Assembly (Lower House). The Vice Chair of the Central Commission shall be the "Deputy High Commissioner of the People's Republic", also elected by the People's Greater Assembly, and assumes the role of the High Commissioner should s/he become incapacitated, or if the High Commissioner temporarily assigns s/he such. The Central Commission shall also have the following subordinate body but not limited to; The National Defense Commission (NDC) which is Chaired by the High Commissioner, Vice Chaired by the Deputy High Commissioner, and the Central Commission elects one other Commissioner to it. The NDC serves as the Chief of the Bohemian Defense Forces, and all decisions must be made unanimously on major military decisions, however in emergencies and need for instant response the High Commissioner may exercise temporary unilateral action for up to 72 hours, any further extension must be granted by the National Defense Commission whole body. Besides the Chair and Vice Chair, the remaining mandatory 5 and up to 18 more commissioners shall appointed by the High Commissioner on portfolios.

Given our flash polling this afternoon, half of the referendums are slotted to pass or go in the direction of the Communist Government. The only referendums not in favor of the Government in polling are #47 & #50, with #49, #51, #53 being tied. However political analysts are only predicting 2-3 failing likely, and giving the upper hand on those tied to come out in the Government's favor.

Due to the continued lack of a Head of State and the urgency to get the government up and working the Referendums will be next-day, meaning tomorrow Bohemians will be going to the ballot box. The Prime Minister in conjunction with the Education Minister ordered all Universities and Schools closed tomorrow and all Government Employees will receive a paid day off and the PM is urging private businesses to do the same - doing such to encourage civic duty due to the nature and extent of the reforms. The Government will have a national radio interruption broadcast every 2 hours tomorrow, and one TV interruption at noon to encourage voters to get out. Due to the lack of time for some citizens to learn more about the complex questions, the governing coalition launched http://www.OurDecision.bu where supporters can see party stances and support of certain options and the opposition launched http://www.StandUpBohemia.bu. The government also will have a non-partisan resource website regarding the changes, and polling stations will have nonpartisan information packets along with the ballots. Typically the government doesn't go to this extent but given the next-day voting, urgent dissemination of information is crucial. Ballots will be printed and delivered all night and in the morning. Some rural ballot stations may not be able to open until after lunch, but because of such will stay open later. If stations get below 50% turnout or open past 1pm they will stay open for another day.

REFERENDA BRINGS REFORM TO GOVERNMENT STRUCTURE
GENERAL POPULACE GIVES APPROVAL TO DEMOCRATIC & DIRECTORIAL CHANGES

Vyšehrad, Bohemia - 91% of the results are in, and all referenda results have been called.

Here is the summary of the changes Bohemians approved and rejected:

Referendum Changes Approved:
  • Established the 'Presidency' - elected every 5 years by the populace - serves as a soft check against government, advises and is advised by head of government.
  • Established the 'Central Commission' - the Head of Government is now a collective body of Commissioners, a Directorial System.
  • Abolished the 'House of Lords' - the unelected upper house, making Bohemia move from a Bicameral to Unicameral Parliament.
  • Official Title of the Country changed from "Empire" to "People's Republic", and the classification to "Unitary Directorial Parliamentary Republic".
  • Allowing usage of the Central Commission to use Referenda/Plebiscites more often and without legislative approval.
  • Nationalization of Agriculture & Farming for Food Security, Price Stability, and better Farmer Welfare. (This was not binding, and is just a opinion to the government.)
  • Ban further development of fossil fuels and nonrenewable energies in Bohemia.
  • Amended Bohemia's pacifistic constitutional requirements against conflict/war to allow Bohemia to provide greater leeway and support to helping major allies.

Referendum Changes Rejected:
  • Lowering the 2/3 Assembly Requirement for Further Constitutional Changes to 3/5.
  • Establishing Workers' Councils and Nationalizing Industries. (This was not binding, and is just a opinion to the government.)

7 referendums (out of 10) passed just between 51-59% in approval, which has caused opposition forces to challenge the legality of the usage of the 51% popular rule for constitutional changes when in the Assembly it requires 66%. Opposition and Conservatives Leader Jonáš Triska commented "While some of these referenda where democratic and respectful changes some of them took radical stances such as changing the name of our country, and abolishing the long history and cultural values of the House of Lords. A vast majority of these changes didn't even get 60% or more of the vote. If we are going to change such important and constitutional aspects of our country we shouldn't be split down the middle. We are going to be proposing an amendment to require all future constitutional changes require 60% of the vote, and 51% turnout. We will be challenging the changes made today as well in court."

The usage of Referenda to make such radical changes or circumvent the assembly hasn't ever been done before in Bohemia, and founders established the provision which stated the following: "The Assembly may approve by majority vote to hold referenda and public forum to change any established government provisions in all form of government in Bohemia by majority vote and majority of the populace voting." Government Provisions was meant to be broad as laws, regulations, rules, and directives took form rather messy and disorganized across local and national government in the decentralized Kingdom of Bohemia. The founders also wanted the language to be broad to give greater scope for allowing civilian change and input no matter what the name the government gave it, however it fails to take in the count of the very serious nature of the constitution and whether that should remain something that requires more than a majority vote and if it's classified as an "established government provision" which many experts hint the courts will say so.

The Conservatives might have the ability to change the requirement to 60% of the popular vote, but it would require socialists in the government to break away from the communists in voting which they haven't. A few moderate socialists have been vocal on supporting the measure, however it would require nearly all of them breaking the line. Which leads the Conservatives to use the same tool they dreaded - a referendum to make referendums harder to make change. This will likely occur as for one to be started it just needs a simple majority which the few vocally moderate socialists can break line and provide.

As seen with the populace rejecting the lowering of the 2/3 rule, Bohemians tend to favor safeguards and if such referendum increasing the threshold from 51% to 60% for constitutional changes was created it would likely pass given the evidence. The government will have to take in all the constitutional victories it got tonight as it will probably be the only for awhile.

The Central Commission

Bohemia no longer as one leader, it has 9. The previous ministry and prime minister have adjusted accordingly and the Communist-Socialist Coalition elected Alexandra Růžičková to serve as High Commissioner of the People's Republic. She serves as the Chair of the Central Commission, the collective body of Commissioners which establishes Bohemia as a directorial style of government and provides greater decentralization of power at the top. But not to confuse foreign powers, Růžičková has been given authority over foreign affairs and to act as a representative of the Republic. Even the military is split between three commissioners, the three most powerful people in Bohemia, which are: High Commissioner Růžičková, Deputy High Commissioner Mišková, and Commissioner Jiao. Commissioner Jiao is the first immigrant (born in Namor) to serve in a leadership capacity over the military, and it's safe to say she is also the first Kannei to hold collective leadership of the country. We already featured Ling Jiao as a rising star in Bohemian Politics but little did we know just a week later she would become amongst the 3 most powerful Bohemians. See the commission here.

These meetings cover a wide variety of topics, from discussion on the status of government departments, reporting, policy, legislative goals, budgetary affairs, developing collective responses to issues, and ensuring a smooth and productive executive governance over the country.

The Central Commission also has various committees and councils that Commissioners sit on. The National Defense Council is made up of the High Commissioner, Deputy High Commissioner, and one other Commissioner and those three act as the commander-in-chief of the defense forces and head of the defense department. The National Defense Council meets weekly and during any national security issues requiring direction from the government. The various committees include the Human Rights Committee (focuses on expanding and promoting the welfare of Bohemians), the Legal and Judicial Reform Committee (focuses on civil, criminal, and legal reform to benefit the welfare of the "common man"), and the Nationalization Committee (focuses on nationalization efforts, and ensuring smooth private-to-public operations approved by the assembly). The committees also meet weekly. Seeing as all commissioners are apart of a plethora of committees or councils they often have meetings on top of managing their departments and portfolios daily which has already led to some stress and tension at the top of government sources have said. Expansion of the Central Commission to loosen the work load among more persons is likely in the future, and the Commission is approved to have a fairly significant amount.

But with all this structure and work comes progress and deliberations, and the first of which was a 2017 One-Year Plan debated by the Central Commission during its first meeting this Sunday from 14:15 to 18:00. Here are some of the highlights we made note of:

    Domestic
  • Establishing an 'Anti-Corruption & Public Misconduct Committee' - tasked with acting as an ombudsman between the people and government to prevent bribery or payola of government representatives and heads through internal affairs like investigation, tips, and reporting. The Committee will not have any policing powers and merely can recommend charges to the Justice Department and proper Court System.
  • Nationalization of Agriculture, Food, and Farming Affairs - following a very close approval in a non-binding referendum, the government has stated it will move forward with nationalizing agriculture to insure stability in food prices, better welfare of farmers, and safeguarding and promoting the vast agricultural sector of Bohemia.
  • Replace the 0-45% progressive tax system to a 0-75% progressive tax system. Lower incomes will see moderate income tax reductions, middle incomes will see no significant changes, and higher incomes will see large tax increases. Expecting to bring in around $50 billion in additional revenues.
  • Increase spending to match inflation plus +1% in extra funding to: Pensions & Social Security, International Affairs/Aid, and General Government. +2% in extra funding to: Health, Education, Welfare & Income Security, Transportation, General Science, Space and Technology, and Energy, Natural Resources and Environment.
  • Construct a new large Central Commission and Government Complex in Vyšehrad and an additional General Government Complex in Přemyslid for supporting infrastructure due to an expected rise in total public sector employment from 33.25% to 38% after agriculture and government expansions. (40-45% if financial nationalization is put in place, and 50-60% if industrial/large business nationalization is put in place. Both are currently not approved/underway as of yet.)
  • Investigate whether the small far-right Nationalists Coalition Party in Parliament violates the constitutional ban against fascism.
  • Corporate & Business Executive Income Caps and Profit-Sharing Mandates and Various Regulations.
  • Establish a Special Committee on the review of Labour Organizations in Government, and whether they should have permanent representation in government to insure Workers and Human Rights.
  • Continue to promote the welfare of the People's Republic, and expand and modernize Public Services.

    Foreign
  • Promote Fair Trade - All future trade agreements must be with democratic and progressive nations.
  • Promote Bohemian-Namo Relations - The Commission would like to see Namor approved by Parliament to be considered a Major Ally.
  • Promote Bohemian-Aininian Relations - Deputy High Commissioner Miskova stated she'd also like to see greater cooperation and development with Ainin at a similar level of progress with Namor.
  • Promote Bohemian-CENBA Cooperation - Support greater interaction within CENBA, and meet guidelines or suggestions by Headquarters.
  • Promote International Peace & Stability - Refrain from Conflict, Aggression, and continue to seek Diplomatic Solutions.
  • Establish an 'Accord on Engagement' to further put constraints against partaking in conflicts that aren't in the direct national security of Bohemia.
  • Establish a Constitutional Ban on Nuclear Weapons and Chemical Weapons instead of the current Legislative one.

The various broad objectives are some of the many, but not all of the such that Bohemian leadership is pondering and establishing policy towards.

NATIONAL DEFENSE COUNCIL ADDRESSES RAZARIA
BOHEMIA BLOWS OFF RAZARIAN THREATS, OFFERS INTERNATIONAL AID

Vyšehrad, Bohemia - The National Defense Council (the collective commander of the Bohemian Defense Forces and head of the Defense Department) for the first time addressed the series of brutish incoherent and frankly outrageous threats and insults launched at Bohemia by Razaria. The National Defense council comprises of the following people:

  1. High Commissioner | Alexandra Růžičková (CPB) | Chair of the National Defense Council
  2. Deputy High Commissioner | Zoe Mišková (SPB) | Vice Chair of the National Defense Council & Commissioner for Home Affairs
  3. Commissioner | Ling Jiao (CPB) | Member of the National Defense Council & Commissioner for Labor, Social, and Human Rights Affairs

Here is High Commissioner and Chairwoman Růžičková's Remarks:
"Good Morning. Today I am going to be reporting on the NDC's action with regards to Razaria and our intentions regarding the manner and in general the unfolding of events. Razarian state media took to broadcasting a plethora insults towards the government of Bohemia, claiming innocent blood soaked red flags and violent upheaval and national subversion in a incoherent and reckless display. They then started mobilization and a call to arms in some childish and brutish seek for international attention, and full intentions of which will never be known as the whole basis for such comments has been random and not that of any legitimate nation state. We obviously put our military on a readiness just in case they had any objective on following up with their warmongering plea, but at no point did we mobilize our forces or do we intend to, as it simply would be a waste of resources at this time.

Our generals and the NDC have came to the conclusion that Razaria poses no significant threat to Bohemia. Our GDP is more than 17 times that of Razaria, and our military budget is likely around 4-5 times larger than that of Razaria assuming they spend among the highest in Esquarium on it (5-8% of GDP). We are also a developed country as opposed to the developing nature of Razaria which is seen through such poverty of the country, our technology and resources exponentially outway and provide a huge benefit in any sort of aggression.

In this case, Razaria is utilizing a violent, dangerous, and incoherent voice which may seem frightening but any intention to put that voice to action would be very much the opposite. Besides monitoring and watching our Border with Razaria we don't plan to do anything more given the insignificant threat posed.

Razaria commonly says Bohemia is going to invade them and is aggressive, but I can say we do not have any interest in invading them as their is literally no purpose to do such and not to mention we are constitutionally barred from doing that. We also have never invaded another country, or insulted to do such as Razaria did a multitude of times within a span of a week. If the Razarian Government would like to talk they are welcome to Vyšehrad to see we are not a violent peoples and hopefully be non-violent themselves.

If Razarians need Education, Healthcare, or Infrastructure Aid due to their developing status and if this could stop the violent tendencies we would be glad to help.

BOHEMIA TO EC: WE RESPECT YOU, BUT WE CAN'T ACCEPT DICTATION
BOHEMIAN AMBASSADOR OFFERS PLAN TO HOLD MONITORED REFERENDUM ON ACCEPTING/REJECTING RESULTS, BUT EC MEMBERS WANT IT ALL SCRAPED

Vyšehrad, Bohemia - The new Government has been fighting a battle in the Council of Esquarium with the Esquarian Community, trying to hold membership and continue Bohemia's progressive foreign policy but most see the recent referendums as illegitimate on the Council it appears. The Bohemian Government ended up offering to hold an additional referendum to accept or reject the referendums passed and have it be monitored by independent organizations and the community - and have all future major elections and referendums be monitored independently. However, many have stated that just isn't good enough and want all the referendums voided. The Bohemian Ambassador gave the following speech in the Esquarian Council Chambers:

"First off I would like to thank the consideration and efforts certain members have gone to be more understanding or bring solutions to the table regarding this issue that unfortunately risen upon the community. Our country, and our people's respect the ideals of the Esquarian Community and the great progress it has made on a multitude of issues. We will never bare ill will towards an international organization that wishes to expand the freedoms, rights, and prosperity of all. I know this organization and body will do great things, like those that have yet to be created and those who have in the past.

I hope the honorable Lanosian delegation can understand that while we have offered to hold a national referendum on this issue to confirm or deny the results based on concerns of the international community, and have independent observers for such, and all future elections - we however cannot have another government dictate our entire electoral process regarding this issue. We are a nation state, and we do have rights of sovereignty. While our people are ardent xenophiles and committed to internationalist dialogue, we also recognize imperialism and the right for our people to have our own diverse, free, and democratic systems. I must respectfully decline on behalf of the Government, not only is it imperialist, but it simply isn't democratic. Our people created our constitution, and they have elections that have been fair and free for decades upon decades. We strive for a more prosperous, equal, and just society - whether this is in the Esquarian Community or outside of it, our pursuit shall not change.

I will not deny that we still would like to be contributing members of this community, and support the wellbeing of Esquarium and its diverse citizenry. We will not judge or hold ill-will to those who do not have faith in us, we know complicated times can come upon our responsibilities and votes. Do what you believe is the right thing, because that is all we can do.

The Bohemian Delegation will because of such be subject to a censure vote, should this vote succeed we will recognize the council no longer has faith in us and as such will withdraw from the Community. May I stress again, I do not wish to hamper the progress and international relations between our countries - again we bare no ill-will and you are doing what you believe is right and what your community needs."


While proposing an entire referendum on the previous results of our last election is a big step for an independent country to take for pleasing foreign powers, having an entire electoral process written by a foreign nation seems to have crossed the line with the Government with the Ambassador saying it's "imperialist" and "undemocratic". The Ambassador still reiterated Bohemia's respect for the community, despite it's harsh treatment of it and will "bare no ill-will" to those who "Do what [they] believe is the right thing..."

In or outside the Community, the Bohemian Government remains committed to fighting for progressive values internationally, human rights, prosperity, and justice like it has for the decades before it.

COMMISSIONER DOŠEK ROLLS OUT ALL-RENEWABLE 2020 PLAN FEATURING A PUSH TOWARDS TIDAL POWER IN Kč 3 BILLION PROJECT

Vyšehrad, Bohemia - Bohemians finally get some good news with the Commissioner of Infrastructure, Public Transportation, and National Energy, Commissioner Edgar Došek unveiling the government's plan regarding transitioning Bohemia to be fully reliant renewables by 2020. Currently Bohemia is around 70% powered by renewables, and 30% by non-renewables which is predominately coal (77% of Non-Renewable Energies), and Nuclear (20% of Non-Renewable Energeries). The region of Beroun in the North is a huge producer of coal, and with usuage declining in Bohemia for the past couple decades almost 60% of coal produced in Bohemia is exported - however this industry is still driving concerns as environmentalists are opposing selling coal to other nations just for them to use and pollute the same as if Bohemia used it, if not more from lack of the strong emissions standards Bohemia has.

However, Bohemia has been fortunate to be majority renewable powered since 2004 due to the vast usage of hydroelectric power from the nation's numerous large river dams which account for producing 58% of the nation's total energy (88% of the nation's renewable energy). Other renewable sources (as a percentage of national energy) include: On-Shore Wind 4%, Solar 4%, Biomass/Biofuel 2%, Off-Shore Wind 1%, Geothermal 1%.

Closing the gap from 70% to 100% in just 3 years, seems nearly impossible but Commissioner Došek's plans are very ambitious and utilizing a futuristic energy source (and also being very expensive), here is an excerpt from his speech to Parliament on the government's plans:
"Renewable energies are not just better for the environment, public health, and climate of Bohemia and Esquarium as a whole - they also provide much-needed energy security and stability. These energies do not require constant resources extracted from the ground, and one day becomes useless when those resources depleted. These energies are clean, unending, and now affordable and the future of Bohemia.

The Government intends to finally begin the usage of Tidal Power, embracing the future of energy and nature's provided, powerful energy source. We intend to begin constructing 2-5 tidal power stations yearly for the next three years, with the number of total stations around 6-15, producing a total of 4000 MWs of energy which will cost Kč 2.3 billion, with Kč 400 million of that amount going towards expediting and finishing contracts within two years or less and move us to 85% renewable. Also investing another Kč 1 billion into Solar, for around 1000 MWs, moving us to 88.75%. The remaining 11.25% will be provided by the dismantlement of existing non-renewable energy plants and resources, selling them to regulated sources who will enforce emissions controls or for general materials and the surplus of coal exported - and using the funds provided by the listed to provide grants and credits for microgeneration, communal, and municipal renewable energy projects. Overall our 'All-Renewable 2020' Plan will be at a cost of just Kč 3.3 - Kč 3.5 billion to the government. These plans will require a 15-20% increase in the Energy, Natural Resources, and Environmental Budget, which will be completely funded by additional revenues the Government's Budget will bring in."

The Government is making the ambitious push to Tidal Energy, which would account for 15% of the nation's total energy supply (and bring Hydroelectric energies from 58% to 73%) if passed and the MW projections seem to indicate some large projects are intended. Since tidal stream generators are an immature technology, no technology has yet emerged as the clear standard. A large variety of designs have been experimented with, so seeing the government's plans and designs for tidal energy will definitely be of interest and should be unique. The Central Commission voted 8-0-1 to allocate Kč 75 million from the Energy Budget to the newly created Office of Tidal Energy Development & Research (OEDR) to start laying out the groundwork, design and plans for these new power stations. OEDR is expected to hire around 300-500 personnel in the next few months.

Parliament passed the first reading of the 'Renewable Energy Infrastructure Act' (REIA) which includes funding for the Commissioner's plans and additional environmental regulations by a pretty resounding 415-144, with 41 abstaining.

CENCOM BUDGET BARELY PASSES PARLIAMENT AS EXPECTED
DEFENSE BUDGET GETS EXPANDED, HIGH COMMISSIONER CITES CENBA CONTRIBUTION AND RAZARIA AS REASONS WHY

Vyšehrad, Bohemia - Today the Central Commission (CENCOM) by Commissioner Zachariáš Jirecek (Commissioner for Finance & Budgetary Affairs) introduced the 'FY 2017 QT 2 - FY 2018 QT 2' Budget - which had to be expedited and completed in the past just two weeks due to the change in government after the snap election. April 1st is Budget Day in Bohemian Parliament, which involves an entire day of nonstop debate starting at 08:00 and a vote between 23:00-23:30 (A budget must be passed this day or the government will just run on continuous appropriations). Usually a budget is dicussed a full four days instead of one, but given the change of government due to a dissolution of the previous on budget related conflict the parliament voted 398-202 (360 needed) to go ahead and get the budget through today in order to avoid continuous appropriations which due to natural inflation would effectively mean decreases in spending across the board.

Defense: What does the Expansion mean?

The Defense Budget now is at 2% of Bohemia's GDP ($37 Billion), a significant jump from its previous 1.5% of GDP. The Communist-led Government is also making some big switches by removing 35,000 reservists, and enlisting an additional 50,000 active personnel. Making Bohemia's Active Personnel at 175,000 and Reserve Personnel at 115,000. The Government also moved for splitting the current 'Emergencies Unit' which responds to disasters both home and abroad which will now be two separate branches 'Bohemian National Emergency Forces' which will respond to disasters at home, and the 'Bohemian International Emergency Forces' which will respond to disasters abroad and act as a fast aid relief. Bohemia is unique in that it includes its national emergency responders in the military, all serving in reservist roles and activated in disaster.

But it is clear that the Bohemian Defense Forces are seeing a noteworthy expansion from billions going into getting the latest equipment and an expanded active force. Before such, Bohemia has had a relatively small modern military but after these changes it could be classified as a notable regional force - still very far off from a Namor but significantly stronger compared to its direct neighbors.

Bohemia has long been a passive and pacifist state so these changes are causing controversy, to address such the National Defense Council Chair and High Commissioner addressed the Press:
"Good Afternoon, today I wanted to address the changes we are making to our Defense Forces. Bohemians value diplomacy before military, and they strive for a peaceful and non-interventionist world but remaining active in the global scene. I know that, and that's why we have had such policies and been proud that we do not waste billions on a bloated military. As a percentage of the budget, our defense forces only saw a 0.5% increase, nothing significant, because we will not let Defense ever surpass education, welfare, or our health budgets. But we are spending and collecting more so the percentage of the GDP and overall amount is greater.

We are implementing these changes to follow up with the primary purpose of our Bohemian Defense Forces...Defense. While our warmongering neighbor to the North tries to seek assistance we must be vigilant. They pose no threat to us but with the support of fascist forces it would be noteworthy to heighten our military in case of any attempts to break our century long record of peace.

Our inclusion in CENBA also calls for greater cooperation and development, Namor and Ainin contribute immensely to regional and global security and it's only fair Bohemia at least provides 2% of its GDP towards defense purposes so we can contribute and help be active members in preventing war and ensuring a lasting world peace.

Our Defense Forces are a Deterrent. Full stop. They will not be used more than their deterrent status unless foreign actors attempt to infringe on our sovereignty, like it has been."

The High Commissioner seemed rather defensive in the speech, and it would suit the current environment of Bohemia which even despite the vast press on its warmongering neighbor - Bohemians still do not want increases in the military as a majority. It's an unpopular move, but the Communists are more defensive then their Social Democratic government predecessors and it is to be expected.

Namo, Namor - Reporting from our Namo International Office in the Capital of Namor, High Commissioner Růžičková is beginning her multi-day state visit which will include traveling to various locations across the country as well. Once the High Commissioner reached the Executive House she and the President-General of Namor, Antelope Shohai delivered statements both very dedicated and praising of the bilateral relationship between Bohemia and Namor. Both leaders focused on maintaining peace and striving for prosperity, especially through CENBA. Shohai praised CENBA in "...its mission to make the region safe for the values we share." and Růžičková promised greater Bohemian involvement in the alliance: "Bohemia intends on taking a more active role in the CENBA alliance both in exercises and cooperation, especially with Namorese forces, to reinforce the foundations of peace that keep this region together."

From a policy view, it appears the High Commissioner views CENBA as a deterrent as well as the military of both Bohemia and Namor - supporting greater cooperation and exercise not in any militaristic manner but serving as a "think twice" for those who wish to cause conflict in the region. However, the line between stressing the deterrent and a more militaristic behavior can often be foggy, but as of now, it seems that Bohemia is still focusing on its long-standing defensive policy of which Bohemians support.

Růžičková also stated that Bohemia has no greater ally than Namor, in the first of what is expected to be an extensive summit on the development of relations officially: "Bohemia has no greater ally than Namor, and Velkia shall and always remain a safer and more prosperous continent with Namor at the helm." She also expressed content and satisfaction with Namor being the regional power in Velkia.

It was a concern that the High Commissioner might take her speech to a more ideological rant but she remained diplomatic and it was hard to tell Bohemia had even changed much. She wasn't however completely scotch free as she did take to condemning certain rightist ideologies: "Xenophobia, National Conservatism, and Fascist Elements continue to violate the sanctitude of human rights across the globe and the need for unity runs high." But other than that she took to praising the relationship and environmental progress the two nations have made.

PARLIAMENT PASSES ENERGY BILL AND REJECTS AGRICULTURAL NATIONALIZATION
FIRST HUGE BLOW AGAINST THE COMMUNIST-LED GOVERNMENT SPARKS INFIGHTING

Vyšehrad, Bohemia - Parliament voted on final passage of two government sponsored pieces of legislation this friday, the first being the Renewable Energy Infrastructure Act (REIA) which we discussed in this article. The second was the Public Agricultural Welfare and Food Security Act (PAWFSA), which dealt with nationalizing agriculture.

Overall, REIA puts in new environmental standards, secures more public land, and invests around Kč 3.5 billion ($) into the government's All-Renewable 2020 Plan. REIA was passed this morning by a vote of 401-173-26. The bill was popular all the way from the left to the center of political parties. Opposition was mainly only faced by centre-right and right forces, and even they had some dissenters. The tidal power stations promised thousands of jobs and was already a widely popular plan, infrastructure in generally usually carries a high note.

However the major development of the night was the Agricultural Bill the communist government has been planning and expected to pass. Contentious and fiery debate filled up parliament all afternoon debating the pros and cons of the agricultural publicization proposal. But in the end, the communists couldn't get every leftist on board. It is no doubt a far-left plan, and because of such moderate socialists were calling for more regulation but rejected total nationalization, several amendments were proposed by moderates but none passed and the bill was left largely in the form of how the government introduced it. The vote ended up 296-288-16, 5 votes shy of the 301 needed. The Communists finally had to realize that they aren't the only party in the governing coalition, and moderate democratic socialists may be radical to some but not all want complete nationalization.

Agricultural Nationalization was actually favored in one of the non-binding nationwide referendums by 51.8% of Bohemians, however turnout for that referendum was 56% and the communists have been known to rally its sympathizers to the polls especially well so whether that number being as close as it is - is reflective of the 100%, is unknown.

High Commissioner Růžičková is currently abroad in Namor and has declined to comment. It took awhile before we were able to get a statement on behalf of the Central Commission which was delivered by Liu Yandong the Commissioner for Agriculture, Farmers Welfare, and the Environment:
"We are deeply disappointed in the vote today regarding PAWSFA, a bill to provide the long overdue safety network and care for our food producers and grocers. The essentials in life, the needs not wants, especially should not be in the hands of capitalists or capitalism for all that matter. We must and we will fight for a better and fairer Bohemia where those that supply us with food are financially secure and stood up for, and those who transact the foods are fair. We will be consulting with our governing partners in the meantime on how to move forward, and this absolutely is not the end of the fight regarding this matter."


Hardliner Communists Unsettled: Commissioner Kateřina Moravcová Blames Socialists and Warns High Commissioner.

Leader of the "Hardliner" sect of Communists, Commissioner Kateřina Moravcová criticized the other governing coalition parties and even suggested possible sabatoge of the vote and urged her leader and High Commissioner Růžičková to take stronger action:
"This can be expected of social democrats and conservatives but to see some in the socialist and left parties break line on this critical issue goes to say how corrupt even the "left" parties are. Not only did some of them cave into corporate agriculture, but they went against the majority of the people who voted for this and put us in office. Seeing the Socialists couldn't whip 5 more of their members to get this passed either says they were deliberately trying to sabatoge the vote or they have no grasp on their party. Corporate interests continue to corrupt the political system and take advantage of the weak leadership of parties, and I urge the High Commissioner to take a stronger stance to prevent this and on combating those who put special interests over the people."

The Clash between "Hardliners/Radicals" and "Moderates" within the Communist Party is becoming more apparent than ever after a major defeat, and it doesn't help to go about mentioning that both sects nearly split the party 50/50. High Commissioner Alexandra Růžičková and Chairwoman of the Communist Party is the moderate leader, and despite controversy regarding the referendums abroad has been able to perform a very non-hostile and democratic transfer of power, advocating and a keeping a good relationship with the socialists and their leader. However this could change, if the Hardliners ever got to dissatisfied with Alexandra they might try and vote her out of leadership and place on of their own on the political throne.

What's the difference between the Hardliners and Moderates?

The Moderates advocate for change to follow the rule of law and regular democratic procedures, and if certain aspects of communism can't be achieved this way then they are okay with reforming it down to a compromise to get the reforms passed freely. They also support the long-held constitutional provision making advocation of revolution, uprising, or violent disorder illegal. Thus, they do not subscribe to any the revolutionary aspects of communism.

The Hardliners also called Radicals, advocate revolutionary communism, and to achieve such means however possible. They have been under constant legal trouble but given the government is now directed by moderate communists they aren't prosecuted or fear that happening despite the moderates support for the provision they won't use it on their own members. It's rumored they support having the legislature made up of workers unions/representatives sorted by syndicates, dissolving the traditional democratic institutions of Bohemia as corrupted.

    11 - Leaning Moderates
    12 - Neutral/Unknown
    7 - Leaning Hardliners
    84 - Hardliners
Moderates and Leaning Moderates make up 99 of the Communist MPs, while Hardliners and Leaning Hardliners make up 91 of the MPs. To hold leadership the Hardliners would need 11 of the unaffiliated MPs (all of them except one) whereas the Moderates only need 3. Hence, why Alexandra is Chairwoman currently. But a 8 point lead isn't something you can completely be peaceful with, and invites instability for future conflicts.

BREAKING: TERROR ATTACK IN VYŠEHRAD LEAVES 14 DEAD AND 52 INJURED

Vyšehrad, Bohemia -

BREAKING: Today at 6:30pm in Downtown Vyšehrad an explosion went off in Central Square, a place known for its popular cafes, nightlife, and beautiful architecture. Central Square is usually one of the busiest parts in Downtown if not in the city as a whole. A few first responders are always in the Square or nearby and responded immediately, ambulances and further police made it at 6:36pm. Unofficial statements from witnesses have claimed it was a suicide attack, and some claimed they saw the assailant. The attack was centered between a commons area and Cafe Milani. It's estimated 30-40 people were in the cafe, and 30-50 around it and in the commons area. There are 6 confirmed fatalities as of now, and injured are being taken to hospitals and medical sites being established. These are extremely rough numbers and more on the story as it develops.

6:51PM UPDATE: - 9 confirmed killed, 10 critically injured, 30+ Injured. Ongoing fire in Cafe Milani with Firemen responding, some trapped on third floor. Police Commissioner ‎Tomáš Tuhý confirms first responders on site heard a man yell before running towards a crowd and denoting concealed bomb.

6:53PM UPDATE: - High Commissioner to convene an emergency National Defense Council meeting in five minutes. Zoe Mišková, Deputy High Commissioner and Commissioner for Home Affairs has activated the National Police and established a State of Emergency for Vyšehrad.

7:02PM UPDATE: - National Defense Council votes unanimously to activate the Bohemian National Emergency Forces, dispatching around 100 soldiers to aid first responders.

7:06PM UPDATE: - Unconfirmed reports say the attacker shouted anti-communist derogatory terms before detonation. Fire has been extinguished in Cafe Milani. National Police have arrived on the scene. High Commissioner Růžičková just getting back from her trip to Namor has extended the city wide state of energy to nationwide. Confirmed death toll at 13 with 48 injured, casualties expected to rise once police and firemen clear out and get to the higher levels of the cafe which front side has collapsed.

7:12PM UPDATE: - Police Commissioner ‎Tomáš Tuhý to give statement to the press at 7:25. Downtown Vyšehrad has been completely barricaded off by National Police. Military Emergency forces have arrived. Those worrying about loved ones are asked to wait until everyone can be identified until then.

7:15PM UPDATE: - High Commissioner to give national televised statement at 8:00.

7:30PM UPDATE: - Police Commissioner ‎Tomáš Tuhý Statement:
"At roughly 6:30 a man with a concealed bomb rushed into a populated area between Central Square and Cafe Milani and denoted such device. We based on reports of multiple witnesses and our own first responders can conclude this was a terror attack, and we will be shifting towards now aiding the National Police in their investigation and taking over of the case. A fire was caused shortly after and was put out by our brave men and women over at the fire department. It was evident after searching that a few individuals were trapped by the fire on the third story with a combination of the front of the building collapsing caused severe injuries but we were able to rescue those trapped in time. We currently stand at 14 dead, 8 died from outside the cafe, 5 from inside it, and 1 in-route for medical care. We finally have 52 injured in total. A first responder was injured in the attack, and we hope for recovery for all those affected and for this to be brought to justice. Those wanting information on loved ones may some to preset stations where we can help you around downtown and you can call our non-emergency line. For further updates we urge you to get in touch with the National Police."

7:43PM UPDATE: - Mayor of Vyšehrad Statement:
"This heinous and reprehensible attack on the diverse and free people of Vyšehrad is nothing but a inhuman attempt to break the resolve of Vyšehradi to stand strong and united as one community, and as one people's. A terror attack is successful when it strikes and maintains terror in the hearts of those undeserving, we musn't and we shall not give into to the barbarism and division. Now more than ever we must come together and support one another, and be reminiscent of the values that make us Bohemians. While the attacker is gone, what fueled him is not - and justice will be served to prevent this every from happening again."

7:50PM UPDATE: - Sources say High Commissioner will address rumors of this being an anti-communist attack, to confirm or deny. Thousands are lining up to help donate blood as hospitals struggle. Bohemian Jewish Chief Rabbi, Christian Priests, The Archbishop of Vyšehrad, and Imams are planning to come together with joint sermons and services from 830 to midnight outside of the Vyšehrad Cathedral. Almost all MPs and Commissioners have taken to twitter and statements to condemn and call for action.

8:10PM UPDATE: - High Commissioner Růžičková Nationally Televised Statement:
"At 6:30 this afternoon we were faced with a terrorist attack in the heart of our capital city. Men, Women, and Children perished in this cold-blooded barbaric attack that has left 14 Bohemians of all walks of life dead, and many more injured. The ideology and causes that brought this assault will be brought to justice. We have and we prospere in the society we have spent decades building... one built on peace, understanding, caring, and tolerance. Our devolution to the values that make us Bohemian have made us better people, and they have allowed us to do things and see things much more differently, but all the more better. We do not face the terrors and militaristic attitudes that other nations often have to struggle with, and thus these sort of attacks are meant to hit hard and cause an effect that in incomprehensible to our emotions and being. We have lost loved ones, and the pain of that will not go away - but whether you let it control your life and give into what the perpetrator wanted, is our strength. The unconfirmed reports on this being an anti-communist and anti-government motivated attack from the evidence we have, seem to confirm such as of recently. Those on the far right, a very fringe and small fraction of those who exist among us have provoked such cruelness to exist. We must stand high, shoulder to shoulder to fight this together, this scourge, and bring those who have fueled this sort of inhuman display to an end. Investigations will continue to find out what exactly motivated this individual to such a point, but until then we know the ideologies responsible and such a vicious attack on humanity will see response. Let us not only stand together now to bring justice but to care for those who have lost loved ones. We will never forget, and we will never give in."

PARLIAMENT DISSOLVED AFTER TERRORIST ATTACKS CLAIMS LIVES OF 74 MPs AND 137 CIVILIANS; KATEŘINA MORAVCOVÁ NEW HIGH COMMISSIONER

Vyšehrad, Bohemia - After a series of violent bombings by alleged fascist and far right terrorists that claimed 211 lives, including 74 Communist MPs in the largest attack against the government in Bohemian History the now Former High Commissioner Alexandra Růžičková battled with legislative and security defeats decided the government needed a new more assertive face, Kateřina Moravcová, leader of the Hardliner Sect of Communists. It's highly unusual to see the former high commissioner transfer her power to one that her and communist party leadership had icy relations with given the more radical nature of now High Commissioner Moravcová's proposals. Some sources believe that the party may have had an emergency shift in leadership in response to the attack, and ousted the former leader. However, Alexandra is staying on the Commission as the Deputy High Commissioner tasked over Foreign Affairs.

A emotional speech by the High Commissioner and Deputy at the steps of parliament brought 200,000-300,000 in attendance the day of the bombing to layout the response to the attacks and how Bohemia will be moving forward. A mix of the speech involved criticising the current government structure which they claimed was dysfunctional multiple times hinting at bills that recently failed despite gaining popular support. The speech also was a rallying cry against conservative, xenophobic, and isolationist ideologies - with the government vowing to hold those groups that advocate such responsible.

The dysfunction, attacks, and lack of stability has made the communists put away with the moderate leadership, and along with dissolving the parliament temporarily they dismissed coalition partners from the Central Commission claiming the need for a united government to respond to the various problems engulfing the once serene country.

We took some polls regarding these changes as seen below, and the general populace supported the speech given regarding recent attacks which most definitely pushed approval ratings up for the party and leaders. While most communists are strongly favorable towards their party, socialists and other leftists generally are favorable or at least lean favorable to the communist party and only break on a few items - thus, the party has a 52%-44% approval/disapproval rating. The only party to hold above 50% approval currently. Last month they held a 49%-46% approval/disapproval, signalling a 3% rise and support boost mainly coming from the socialist party which is becoming more sympathetic after getting split on whether to merge with the Communists and expel those who caused the Agricultural Nationalization bill to fail.

The Central Commission, now led by HC Kateřina Moravcová, is now fully communist after the dissolution of the coalition and parliament following the violent series of attacks and planned reformations by the government. This is apart of the "United Government" plan echoed by Moravcová. She's been boasting on her party's majority favorability, but exercising a fine line "majority" rule will undoubtedly unease the rest of parliament. Most of new Commissioners are Radicals, again, following Moravcová's rise to power this is not unexpected. No matter what this entire scenario has been a flip flop for the former HC now Deputy HC, Alexandra Růžičková, who has been vocally critical against the radicals in the past and fairly recently. She has not commented beyond her speech on Tuesday. It would be apparent that the Communist Party has had a significant leadership change.

High Commissioner Moravcová Activates Riot Police In Vyšehrad | 21 April 2017

Přemyslid, Bohemia - Editor's Note: Our headquarters was shut down in the capital, Vyšehrad, shortly after Růžičková unveiled her powerful message by National Police under command of Moravcová in the "interest of public order". This consitutional violation forced us to relocate to our Přemyslid office which is Růžičková's home city and now base of operations for the dubbed "Liberation Movement" against the sickening act orchestrated by the current government to gain power.

Former High Commissioner Růžičková & Commissioner Jiao have resigned from the government and have fled along with various now found out surviving MPs of the attack on the Communist HQ along with various generals and executive staff + advisors. They have taken refuge in the Přemyslid Regional Government Building, and are leading a unofficial movement to "liberate" the recent takeover and restore the country.

Former High Commissioner Růžičková illegally but heroically took to utilizing the national broadcast system this morning to say the following:

"Friends, Neighbors, and Citizens of Bohemia. Please take attention now, as I won't be able to speak long.

Kateřina Moravcová removed me from my office during the bombings and forced a party takeover. I was blind and shocked. [She says as she lies, she was going to tell the truth, but stopped the part where she kept silent despite knowing what happened for a short while. But now she is vocal, will that be enough for her to forgive herself?]

She intended to keep me to show stability, and I went along with it because I feared what would happen if a party revolt was publicized just as so many horrible things were occurring. Then, I was approached by Commissioner Jiao, a few surviving moderate MPs of the bombings, a few Generals who pieced the information together and ended up discovering the most violent and disgraceful power grab in Bohemian history led by Moravcová. I have released papers to all major news outlets and media, no doubt the capital will start shutting the ones under its control down but this is the information age and despite her despotic and vicious ways our government still has safety features from her trying to close down the entire free media.

Moravcová killed 211 innocents, believing I would stay quite and not put our country in civil conflict. She was almost right, I have struggled and have not slept for many nights. But tyrants that result to these measures must be stopped through all means. Stay in your homes, pleas -"

Transmission is terminated.

The Transmission was likely terminated early by the Moravcová-led government but not in time for the critical information to be released to nearly every Bohemian like that of the Empress's Abdication. Pravo has received classified information that gives irrefutable evidence that Moravcová staged these attacks, and will be publishing these everywhere we can so the people can decide that as well.

Most of Central Bohemia, home of the capital, and parts surrounding it are being militarized by the Moravcová-led Government which released an immediate statement saying the claims were "disgustingly false" and claimed Růžičková and parts of the government had "succumbed to fascist influence and are trying to defend themselves as they try to put the attacks on the people's party." Central Bohemia and Wenceslaus are the two regions currently militarized by the Moravcová-led Government.

On the opposite side in Komárov, the coastal region and home of Přemyslid is being militarized but not under the Government, under defectors aligning with the Alexandra Růžičková-led Liberation which has grown vastly after the horrific information regarding Moravcová's power grab. The regions of Čelákovice and Olomóc are also presumably under control of Růžičková's Liberation Movement.

Former Commissioner and Ally of Alexandra (Růžičková), Ling Jiao, is the Spokesperson for the Liberation Movement which said the following a few hours later after the broadcast:

"We are establishing a liberating force to remove Kateřina Moravcová and...the Communists from power. We no longer identify with the Communist Party and do not want to hold its name any longer. Moravcová was never a true communist, but she has ruined the party and made it unrepairable. Růžičková outlined our new party, the Syndicalist Party in the Continuing Manifesto, which we just published. We want a return to democracy and rule of law.

We estimate that around 85-90% of the active army has been mobilized, of that we estimate around 66,000-70,000 (61-63%) have defected and our aligned with the liberation, and around 30,000 (27%) have remained loyal to Moravcová. The Air Force and Navy are primarily under our control, but we would like to not resort air-to-ground usage to prevent civilian deaths and deaths overall as much as possible. Those on the other side are still Bohemians, and we will do everything to urge them to drop their arms.

Moravcová needs to end this now, there is no winning from this, she lost already and prolonging it will just cause more pain. We will not stop until proper democracy is restored again. If Moravcová surrenders, she will face a just court of law for her actions. If anyone aligned with Moravcová aids in arresting and transferring Moravcová over they will be exonerated."


Our reporters have been allowed across various bases to confirm such under the Liberation Movement led by the Former High Commissioner, while we do not know the exacts it is clear that the 1st and 3rd Divisions, making up at least 50% of the army have defected led by generals who aligned themselves with Růžičková.

Přemyslid, Bohemia - The Liberation movement led by the Former High Commissioner Růžičková has been aiding in evacuating civilians away from the Čelákovice-Central Bohemian Regional Border (see regional map here) which has now became militarized as the Moravcová-led Government defends the capitol region from the Liberation held southern regions. The Moravcová-led Government has also made some civilian evacuation efforts but hasn't made it a priority as the later.

While Růžičková commands comfortably with nearly 60% of the Army defecting to her after championing a democratic revival as radical communists took control over her party she was met with a powerful moral dilemma of how to move forward as undercover reporting has been laying out that the Moravcová-led Government is instituting drafts and bringing party loyalists into higher ranks of the remaining 30% of the military that has stood with the government. While Central Bohemia and Wenceslaus are struggling but remaining under control over the central government the outer regions of Olomóc and Beroun are conservative and centrist strongholds which aren't enthused with either side of the conflict but generally have been willing to work with Růžičková despite her being a leftist because she has chosen to reinstate the parliament and rule of law should she retake the capital.

Outside of the official two groups are unofficial civilian militias spawning across the country aligning with the two sides and starting their own local conflicts, Růžičková has already condemned unofficial activity stating civilians need to remain home and not get caught up in the conflict and better leave it towards the respective militaries but it is her side that is the most vocal and prominent, leftists, centrists, and rightists off all kinds have united under a liberation banner and doing their own rioting in fighting against Moravcová sympathizers. Some experts argue that the instability and the unraveling of events may spawn spin-off groups, especially the conservative minority in Bohemia which just sees two communists fighting each other one claiming to be democratic and one a dictator. As civilians take a more prominent role in aggression it may turn communities lawless, which again the Moravcová government has been fairly silent on as it relies on unofficial support and disorder to make up for its vast deficiency against the defectors aligned with Růžičková which want a clean liberation without casualties - which has proven to be more fantasy like for Růžičková now.

Lužnice Passing Firefight

Yesterday on the border of Čelákovice and Central Bohemia at the Lužnice River Passing firefights ensued the area as Moravcová government soldiers and armored vehicles engaged a Liberation Encampment. It lasted a few hours and was the first civil conflict exchange in Bohemian History. At first, the Liberation was pushed back out of the area but reinforcements arrived a few hours later and have regained lost ground and stand on separate sides of the river dividing the two regions. Occasional crossfire continues.

Vyšehrad Turmoil - 800 Arrested, 11 Dead

It's an understatement to say the people of Vyšehrad, the nation's capital, are extremely displeased with now becoming the home of the Moravcová-led Government. The city is a powerhouse for free-hearted liberal leftists and often votes socialist and communist but is staunchly against the authoritarian nature of the government despite its leftist ideology. Central Square, home of many government buildings, cultural life, museums, and cafes has been completely shut down after a series of riots. This marks the first time the entire Central Square has been closed off to the public, occasionally in past unrests parts of it were but never the entire district. Nightlife parties and gatherings in the eastside districts turned into pro-liberation riots as well the day after the conflict spewed out which left over 400 arrested and 6-7 killed, mostly by police. A curfew has been instituted at the complained "early hour" of 20:00 (8 pm). Those who go out past such time need to be sanctioned by the police, or an emergency requires you to break it. Already Moravcová had to replace the Police Commissioner and a few police majors over their opposition to follow orders. Overall since the beginning of Růžičková's announcement on Friday around 800 have been arrested on public disorder charges just over this weekend, and 11 have been killed (9 by police, 2 by other Rioters). Among those arrested includes three of our undercover reporters, which we recognize for their heroic and unyielding bravery in bringing us this information.

Polling Analysis

The broadcast, subsequent actions by Moravcová, and the formation of the Liberation all seem to have worked out for the Former High Commissioner who by our polling has around 70% of the total population convinced that Moravcová orchestrated the attack. However, those who believe she didn't are almost extremely relentless in protecting her both metaphorically and physically - and believe they are right. Our polling was somewhat limited and not as to standards we would like due to the ongoing conflict and censorship of media under the Moravcová government "temporarily" as well, so the margin of error is twice that of its usual, 2.5%, now 5%.

Alexandra has reached her highest favorability ratings of her life in this weekend as she leads a movement to restore democracy. Her Syndicalist Party is also one of the fastest growing, with 15% of the populace already saying they are members or strongly support it. The only party to beat these ratings was the Communist Party early last month, however, it since then has been reduced to just Moravcová supporters and lost its big tent left appeal.

Bohemian Syndicalism: A Liked Revision and Růžičková's Future

Alexandra Růžičková said it all in her speech, the communist party name and the communism, in general, are done in Bohemia - forever associated with the largest terrorist attack and the first armed civil conflict. She, however, was leading a party she knew would have to change, coming out with her Continuing Manifesto which she has been working on for years of her own ideology and views and how to forge a perfect non-radical yet powerful leftist vision. Instead of nationalizing industries and corporations under the government, she proposes letting workers unions and elected workers reps lead the corporate boards of essential companies and sectors, taking the government almost entirely out of the process once it is legislated - one thing that might just be enough to woo over other leftists. Socialists and Leftists activist and figures have already come out mostly in support of this, much more than her days of trying to push forward sector-wide nationalizations. Economically, Bohemian Syndicalism is a lite step down from Communism but the Social and Political aspects are much bigger steps down and represent the modern day left and even centre-left social democrats. Basic Equality, Freedoms, and Democracy. Růžičková after this conflict, wherever it goes, isn't likely going to be able to keep those high approval ratings despite her changing and bringing about a unanimous alternative she was a part of a failed experiment that ended in the country's first civil war. Whether or not you believe Růžičková was the hero, she was definitely the fool as well - after all, she was our leader and she was suppose to keep us safe.

Přemyslid, Bohemia - High Commissioner Moravcová (disputed) has been emboldened along with other communists sympathetic to her cause after an array of international support was received. After realizing the potential for aid from allies to her cause and CENBA's declaration not to allow foreign interference she stated she'd like to pull Bohemia out of CENBA soon and has started plans regarding it. CENBA remains a strong majority of support in the public eye and was approved by referendum with 59% of Bohemians voting in favor of membership. This follows another path of going against the public opinion with Moravcová, who maintains a nationwide approval of 21% (35% in territory under her control). High Commissioner Růžičková (disputed), who now has also claimed the office of High Commissioner (which she held before Moravcová's rise to power as we all know), this move is suggested by experts as an attempt to delegitimize Moravcová. She opposed claiming the title initially as she didn't want the liberation to be a restitution of her government but a return of parliament, rule of law, and democracy. However, the need for structure and a legitimate figure has become paramount as other nations throw their support at Moravcová, and the need to possibly call on CENBA's assistance or at the very least nullify any attempts by Moravcová to withdraw Bohemia from it by claiming she is not a legitimate government.

Run down of foreign stances on the Bohemian Civil Conflict:

    Pro-Růžičková
    • Namor (Unofficial) - Růžičková had her state trip to Namo just couple weeks before the civil conflict where she further strengthened the Alliance with both the President-General and Růžičková strongly expressing support for one another. Ling Jiao, who is the president of the Association for Bohemian-Namorese Relations (ABNR), the strongest advocacy group for Namor in Bohemia has been the #2 of Růžičková for awhile. This leads us to believe while Namor has not publicly said they are for Růžičková, its almost certain they are unofficially.
    • Other CENBA Nations (Unofficial) - Růžičková is likely unofficially supported by other CENBA nations, most noteworthy, Ainin - which has called for an immediate cessation of hostilities but hasn't publically supported Růžičková over Moravcová but reiterated that foreign intervention will not be allowed especially supporting Moravcová. Růžičková has long been an ally of CENBA, and in Namo she stated she planned to increase Bohemia's involvement, participation, and contributions to the alliance. Because of this, Ainin, and CENBA has a whole is believed to be pro-Růžičková unofficially.

    • Alemannia (Official) - Popular Commissariat for Revolutionary Affairs and the Popular Commissariat for Foreign Affairs: Moravcová has "complete support and backing of their revolutionary brothers and sisters in Alemannia".
    • Austrosia (Unofficial) - Austrosian Chairman of the Congress of Trade Unions has assigned blame to Růžičková, and rejects the widely supported conclusion that Moravcová was behind the bombings. While officially they only talked down upon Růžičková and called for peace and not officially supporting Moravcová, its widely believed they are.
    • Kaona (Official) - President and First Secretary of the Communist Party of Kaona: "Kaona may be willing to aid High Commissar Moravcová with military means to suppress social fascism and reactionarism." and "Alexandra Růžičková, preaches a form of "syndicalism" that amounts to nothing more than a form of social fascism."
    • Cortoguay (Official) - Premier Arturo Peralta's speech today.

Conflict Updates
While border firefights are common daily displacing hundreds and pulling Bohemia further away from its developed status, three important battles happened since last week resulting in bringing the death toll of the civil conflict to date to be 551, those injured at 765. 64 out of the 551 deaths have been civilian, 11.6% of all deaths, which has been praised as being relatively low considering it's an internal conflict by some and by others, it's being harshly condemned as horrific loss of life.

Northern Offensive - Liberation Win
Liberation forces operating the first series of battles and a significant simultaneous push from multiple locations out of Křivoklát where the first assaults from North of Central Bohemia instead of the Liberation powerhouse in the South. While the Křivoklát, Beroun, and Olomóc Regions border Central Bohemia in the North and East and are a part of the Liberation governed areas they are largely left unintended by military forces on both sides as they are the smallest regions in terms of population and tend to have difficult terrain, however, the Liberation changed that up in a surprise volley of attacks.

Partition: Moravcová's Government Offers First Alternative Instead Of Continued War
Moravcová rejected any means of surrender and up until now was going to fight it to the last breath. However, her military power is significantly faltering against Růžičková's and proves questionable how long she will be able to sustain herself especially after two significant blows in the South and North and only some minor gains in the Southeast. She gave the following statement during the annunciation of the plan.
"Růžičková along with other agents in the government have already poisoned the minds of most Bohemians outside of the hard working men and women in the central regions that refuse to listen to the anti-communist rhetoric accusing us of the crimes against humanity that the fascists commit. Bohemia has never been more divided, and the Communist Party has never been more prevalent. But I do concede one thing, that not all of Bohemia is ready to come to truths with the people's ideology. Those who do not support us... are violent to suppress our voices and embolden corporate and political entities to serve as detriments against our ability to collectively rise up. Růžičková's vision to try and find unity between corporate slavery and communal people's republic is impossible. Many departments in the central regions have long voted for the communists and support us to this day. Even if we fail as this revolution and we are overtaken that does not diminish the fact that we are here and will continue to revolt and fight for our rights and power to be free. That is why we end our fight for an entire communist Bohemia, and now for a free central Bohemia. Such radical opposites cannot exist under the same roof, and the only way to find peace internally is for the independence of Central Bohemia."

Her plan calls for the bottom half of Wenceslaus, Central Bohemia, and parts of Northern Čelákovice to be independent in exchange for a 50-year declaration of peace. A notable feature is that Vyšehrad, the capital, would be returned - likely due to the massive conflicts and riots, Moravcová has had to deal with given the very liberal populace. Růžičková and the Liberation have not commented and the deal is quite unique... while dividing Bohemia when it looks like it's possible to win seems the worst of possible scenarios, however, already 9 days in and there has been almost 551 dead, and 765 injured. That's 146 casualties per day. Most say it would take a couple months, and given the average casualties per day that would be upwards of 7,200 by the time this conflict dissipates. However, those figures are if no other countries intervene and given the international interest, it could be much more than that. Peace in exchange for a near permanent division? Is Moravcová right, is unity not possible anymore given such radical differences?
