GOVERNMENT

The Federal Republic of Zeppy is a federal presidential constitutional democratic republic, established in March 19, 1890 by the Federal Constitution of Zeppy. It shares sovereignty over Zeppy with the 12 Cantons.

The federal government has three separate and equal branches: the legislative, the executive and the judicial. The seat of the federal government is the City of Gibraltar.


THE LEGISLATIVE BRANCH
The Congress of Zeppy is the legislative branch of the federal government. It is bicameral, consisting of the Senate and the House of Representatives. The consent of both Chambers is required to pass any legislation, which then may only become law by being signed by the President; if the President vetoes such legislation, however, both Chambers of Congress must then re-pass the legislation, but by a two-thirds majority of each Chamber, in order to make such legislation law without the need for the President's signature. Congress has the power to regulate intercantonal commerce, raise revenue, maintain naval and military forces, declare war, create money, establish post offices and roads, promote progress of science by issuing patents and many other powers authorized by the Federal Constitution of Zeppy.

Senate
The Senate of Zeppy consists of 108 members, and serves for a maximum of three-six year terms. Each Canton has nine members, regardless of population, and are elected by Single transferable voting. The Senate has must give consent to many important Presidential appointments, including Judges, Attorneys and Members of the Cabinet and must give two-thirds consent to ratify treaties. The Senate has the right to try any important federal official by a two-thirds majority for major crimes, after the impeachment of the federal official by the House of Representatives. Any citizen of The Federal Republic of Zeppy who is entitled to vote, is at least 30 years of age and resides in the Canton they represent is eligible to become a member of the Senate of Zeppy. Any member of the Senate can be recalled if the Parliament of the Canton in which they represents passes a resolution for a recall election.

The Chancellor of the Senate of Zeppy is directly elected by the members of the Senate at the beginning of each Congressional session. The Chancellor of the Senate is usually the Leader of the majority party in the Senate, and presides over the plenary assembly of the Senate, guides and controls debates in the Senate, is responsible for ensuring the democratic functioning of the Senate, maintains order and security in the assembly and for enforcing the Rules of the Senate, and represents the Senate at both the national and the international level.

House of Representatives
The House of Representatives of Zeppy consist of 395 members, each of whom represents a federal constituency (district), serves for a maximum of nine-two year terms, and are elected by Instant runoff voting. House of Representatives seats are apportioned among the Cantons by population after every 10 years, according to the statistics authorized by the Census. All bills introduce for the purpose of raising revenue or taxation (appropriation bills) must start in the House of Representatives. The House of Representative has the right to impeach most federal official by simple majority for major crimes. Any citizen of The Federal Republic of Zeppy who is entitled to vote, is at least 25 years of age and resides in the Canton they represent is eligible to become a member of the House of Representative of Zeppy. Any member of the House of Representative can be recalled if the Parliament of the Canton in which they represents passes a resolution for a recall election.

The Speaker of the House of Representatives of Zeppy is directly elected by the members of the House of Representatives at the beginning of each Congressional session. The Speaker of the House of Representatives is usually the Leader of the majority party in the House of Representatives, and presides over the plenary assembly of the House of Representatives, guides and controls debates in the House of Representatives, is responsible for ensuring the democratic functioning of the House of Representatives, maintains order and security in the assembly and for enforcing the Rules of the House of Representatives, and represents the House of Representatives at both the national and the international level.

THE EXECUTIVE BRANCH
The executive branch consists of the President, the Vice-President and the Cabinet. The President may sign legislation passed by Congress into law or may veto it, preventing it from becoming law unless two-thirds of both houses of Congress vote to override the veto. The President may, with consent of the Senate of Zeppy, make treaties with foreign nations. The executive branch enforces the law of the Federal Republic.

President
The executive power in the federal government is vested in the President of the Federal Republic of Zeppy. The President is the head of state and government, as well as the military commander-in-chief and chief diplomat. The President is elected by Runoff voting for a maximum of two-four year terms. The President may be impeached by a majority in the House of Representatives and removed from office by a two-thirds majority in the Senate. The President has the power to pardon criminals convicted of offenses against the federal government, enact executive orders, and appoint Justices, Cabinet members and other important federal officials with the consent of the Senate. Any citizen of The Federal Republic of Zeppy who is entitled to vote and is at least 35 years of age is eligible to become the President of Zeppy. The President of Zeppy can be recalled if two-thirds of the Parliaments of the Cantons passes a resolution for a recall election.

Vice-President
The Vice-President is the second-highest executive official in the federal government. As such, the Vice-President becomes President upon the death, resignation, or removal of the President. The Vice-President is nominated by the President and then presented to both Chambers of Congress for confirmation or rejection by a simple majority. The Vice-President will then hold that office until the end of the term of the President who appointed them. Under the Federal Constitution, the Vice-President works as the liaison between the executive and legislative branch and advises the President on legislative manners. As such, the Vice-President participates in Question Time, when the Vice-President answers various Questions of the Congress on behalf of the President and pushing for the President's legislative agenda through negotiations with Congress. Also, the Vice President is allowed to vote in the Senate, but only when necessary to break a tie vote.

Cabinet
The Cabinet consists of 7 senior officials who head the seven Departments of the Federal Republic and advise the President on executive manners. Members of the Cabinet are nominated by the President and then presented to the Senate for confirmation or rejection by a simple majority. Members of the Cabinet serve at the pleasure of the President.

THE JUDICIAL BRANCH
The Supreme Court of Zeppy is the highest court in the federal court system. The court deals with matters pertaining to the federal government, disputes between Cantons, and interpretation of the Federal Constitution of Zeppy, and can declare legislation or executive action made at any level of the government as unconstitutional, nullifying the law and creating precedent for future law and decisions. Below the Supreme Court are the courts of appeals, and below them in turn are the district courts, which are the general trial courts for federal law.

Supreme Court Justices
The Supreme Court is comprised of 13 members, each appointed by the President with the two-thirds majority consent of the Senate. The Chief Justice of Zeppy is the head of the Supreme Court, and the other twelve members are the Associate Justices of Zeppy. The Supreme Court Justices hold office until they reach the age of 75. A judge who commits an offense while in office may be impeached in the same way as the President or other officials of the federal government.

The Chief Justice of Zeppy is one of the justices in the Supreme Court. They are the head of the Zepese federal court system and of the Supreme Court of Zeppy. The Chief Justice leads the business of the Supreme Court and presides over the Senate during an impeachment trial of the President or Vice-President.

CANTONS
In the Federal Republic of Zeppy, the federal government shares sovereignty of Zeppy with 12 Cantons. Unlike the federal government, the Cantonal government uses the parliamentary democratic system, and therefore has no cut-clear separation between the legislative and executive branch. However, the Canton has a separate judicial branch similar in structure of that of the federal judicial branch. No Canton has codified constitutions and instead functions under the concept of parliamentary sovereignty.

The Canton are allowed to secede from the Federation if: 1) the Parliament of the Canton adopts a resolution on secession from the Federal Republic of Zeppy by a three-fourths majority and 2) the people of the Canton approves, by a legal referendum, the same resolution on secession from the Federal Republic of Zeppy passed by the Parliament of the Canton.

Legislative Branches of the Cantons
The legislative branches of the Canton are called the Parliaments of the Canton. All the Cantons have unicameral legislatures. Members of the Parliaments of the Cantons are elected by Mixed-member proportional voting for unlimited four year terms. Parliament nominates and holds the Governments of the Canton (the Premier and Ministry) accountable and can adopt a constructive motion of non-confidence or defeat a motion of confidence (appropriation bills) to force the Government to resign, unless the Governor/Monarch dissolves Parliament within thirty days. Any Member of Parliament of the Cantons can be recalled if 30% of the voters of an electoral riding sign a petition for the recall election.

Executive Branches of the Cantons
The executive branches of the Cantons consist of the Governors of the Canton (Cantonal republics) or the Monarchies of the Cantons (Cantonal monarchies), and the Government of the Cantons (the Premier and Ministry).

The Governors of the Cantons of the six Cantonal republics (Catalonia, Vasconia, Valencia, Andalusia, Latium, Acadia) are the heads of state of the Cantons and are directly elected by universal suffrage for unlimited six year terms by First-past-the-post voting. The Monarchies of the Cantons of the six Cantonal monarchies (Aragon, Murcia, Sicily-Sardinia, Israel, Greece and Tunisia) are the heads of states of the Canton and are hereditary by primogeniture for life. The Governors/Monarchies are largely a constitutionally ceremonial office, but the Governor/Monarchy does exercise certain limited powers with absolute discretion. The Governors/Monarchies must remain non-partisan, and renounce all affiliation with a political party or organization when taking office. The Governors/Monarchies appoints the Premiers and the Ministries of the Canton, after the nomination of the Parliaments of the Canton, and accepts their resignations. The Governors/Monarchies convenes and dissolves the Parliament of the Canton and this is exercised on the advice of the Premier. The Governors/Monarchies signs bill onto law after the approval of the Parliament and may have the extreme prerogative to decline to sign into law a bill until it has been approved by a referendum.

The Government of the Cantons consists of the Premier and Ministry. The Premier of the Cantons are the heads of government of the Cantons and are appointed by the Governor/Monarch after being nominated by the Parliament of the Canton, usually are the leaders of the majority party or coalition in the Parliament of the Cantons, and are required to be a member of Parliament of the Cantons upon being appointed as Premier. The Ministry of the Cantons are appointed by the Governor/Monarch with the advice of the Premier, are usually members of the majority party or coalition in Parliament, and are required to be members of Parliament of the Cantons upon being appointed to the Ministry.

Judicial Branches of the Cantons
The judicial branches of the Canton consist of the High Court of the Cantons. Unlike the Supreme Court, the High Courts of the Cantons are precluded from review acts from the Parliaments of the Cantons, unless such review is specifically provided for by statute, because of an emphasis on parliamentary supremacy in the Cantons. The High Court compromises of 9 members who are elected by the Merit plan method, in which the Parliaments of the Cantons independently elect the Judges by a two-third vote and are then appointed by the Governor/Monarch of the Cantons. After which, in the next cantonal parliamentary election after their appointment by the Governor/Monarch, the Judge must stand in a "retention referendum". If a majority votes against retention, the Justices is removed from office, and the process starts anew. If the majority votes in favor of retention, the Justices is permitted to serve for a life-term. The High Court is led by the Lord Justices of the Cantons, while the rest of the members are called Puisne Justices of the Cantons.

PROVINCES
In addition to the Cantons, the Federal Republic of Zeppy is divided into 57 Provinces. They are used as electoral districts, school districts, special districts, postal addresses, phone codes, and as geographical referents. No Province is divided between two or more Cantons. The Parliaments of the Cantons legislates Charters of Autonomy of the Provinces to establish the denomination of the Provinces according to its historical identity as representations of the linguistic communities of Zeppy, the limits of their territories, the name and organization of the institutions of government and the rights the Provinces enjoy. The Provinces use the presidential-parliamentary system.

The legislative branches of the cantons are called the Assemblies of the Provinces. All the provinces have unicameral legislatures. Members of the Parliament of the Cantons are elected by D'Hondt method Party-list proportional representation voting for unlimited four year terms. The Assemblies holds the Government of the Province (the Provost and Advisory) accountable and can adopt a motion of non-confidence or defeat a motion of confidence (appropriation bills) to force the Government to resign, unless the Mayor dissolves the Assembly within thirty days.

The executive branches of the Provinces consist of the Mayor of the Provinces, and the Government of the Provinces (the Provost and Advisory).

The Mayors of the Provinces are the heads of state and the heads of government of the Provinces and are independently elected by the Parliaments of the Cantons for unlimited four year terms. The Mayor nominates a candidate for Provost who is then submitted to the Assembly of the Province for approval before the Mayor appoints the nominee as Provost. The Mayor appoints the Provost but the Mayor cannot dismiss the Provost, since only the Assembly of the Provinces has the power to dismiss the Government of the Province; the Mayor is forced to nominate and appoint a Provost who can command the support of a majority in the Assembly. The Mayor names and dismisses the members of the Advisory of the Province, with the agreement of the Provost. The Mayor promulgates laws and the Mayor has a very limited form of veto: when presented with a law, the Mayor can request another reading of it by the Assembly, but only once per law. The Mayor may dissolve the Assembly of the Province, with the agreement of the Provost.

The Government of the Province consists of the Provost and Advisory. The Provost of the Provinces are the heads of government of the Provinces and are appointed by the Mayor after being approved by the Assemblies of the Province, usually are the leaders of the majority party or coalition in the Assemblies of the Provinces, and are required to be a member of the Assemblies of the Province upon being elected the Provost. The Advisory of the Province are appointed by the Mayor with the agreement of the Provost, are usually members of the majority party or coalition in the Assembly, and are required to be members of Assemblies of the Provinces upon being appointed to the Advisory.

MUNICIPALITIES
Municipalities are the smallest political division in The Federal Republic of Zeppy, numbering 3,956. Each Canton defines their responsibilities, which may be services such as education, medical and social services, public transportation, and tax collection.

Government of the Municipalities
Municipalities are governed by the Councils of the Municipalities. The Councils acts as the executive branches of the Governments of Municipalities, which typically consist of five to fifteen Councilors of the Municipalities, depending on the size and population of the Municipalities, and are elected by universal suffrage by Cumulative voting for unlimited two year terms.

The legislatures of the Municipalities consist of the House of Commons. The House of Commons are the eligible citizens of the Municipalities that meet on the first day of every month in the open air or at Municipal Hall to decide on laws and expenditures by the Council. Everyone can debate a question. Voting is accomplished by those in favor of a motion raising their hands.

POLITICS

The foundation of the political infrastructure in the Federal Republic of Zeppy is the Federal Election Act of 1901 and the Seventh Amendment of the Federal Constitution of Zeppy, which expanded suffrage to all citizens of the Federal Republic of Zeppy over the age of twenty-one that have not been convicted of a jail term of more than one year of imprisonment. Since 1949, all the cantons have allowed citizens over the age of eighteen to vote in the cantonal elections, over the age of sixteen to vote in provincial elections and over the age of fourteen to vote in municipal elections. Elections are usually held every two years in the federal level and four years in the cantonal and provincial level. Closed primary elections, conducted by the federal and cantonal government son behalf of the parties, are the means by which a political party nominates candidates for the following general election. The Federal Republic of Zeppy has a multi-party system due to the usage of proportional voting systems, electoral fusion and the occasional formation of coalitions by parties to govern effectively.

POLITICAL CULTURE
Zepese political culture puts emphasis on the Declaration of Independence of Zeppy, the Federal Constitution of Zeppy, the Bill of Rights of Zeppy, and the Motto of Zeppy.

The motto of the Federal Republic of Zeppy represents the core tenets of Zeppy:
  • Liberty: The freedom of language, speech, religion, association, privacy, assembly and commerce
  • Peace: Non-interventionist policy in foreign affairs while maintaining free trade
  • Justice: Equality of opportunity and fairness between individuals through capitalism
POLITICAL PARTIES
The Federal Election Act of 1901 created a system in which political parties are acknowledged and funded. In Zeppy, only five parties are recognized in both the federal and cantonal level.

Conservative Party (Conservative)
The Conservative Party of Zeppy (Conservatives) is a centre-right party in Zeppy. The Conservatives generally advocates social conservatism, fiscal conservatism, neoconservatism, nationalism, paleoconservatism and corporatism. The Conservatives are made up of factions of conservatives, right libertarians, and Christian democrats.

Currently, the Conservatives hold the Zepese Vice-Presidency, are the minority in the Zepese Senate (12 seats), form a coalition (minority-member) in the Zepese House of Representatives with the Liberal Party of Zeppy (95 seats), and form a majority, minority and two (majority-member; minority-member) coalitions with the Libertarian Party of Zeppy and the Liberal Party of Zeppy in the Cantonal Governments.

Green Party (Green)
The Green Party of Zeppy (Greens) is a left-wing party in Zeppy. It generally advocates democratic socialism, social democracy, state socialism and environmentalism. The Greens are made up of democratic socialists, social democrats, communists, left- libertarians, progressives, and anarchists.

Currently, the Greens form a coalition (minority-member) in the Zepese Senate with the Labor Party of Zeppy (7 seats), the minority in the Zepese House of Representatives (23 seats), and form a majority and coalition (minority-member) with the Labour Party of Zeppy of the Cantonal Governments.

The Labour Party of Zeppy (Labour) is a centre-left party in Zeppy. It generally advocates social democracy, social capitalism and democratic socialism. Labour is made up of social democrats, social liberals, progressives, left-libertarians and democratic socialists.

ENVIRONMENT

The Federal Republic of Zeppy is a country of seven main islands with a thousand smaller islands. The main islands, running from west to east, are France, Tyrrhenia, Iberia, Achaea, Libya, Italy and Levant. Together, they are known as the Archipelago of Zeppy.

GEOGRAPHY
The Federal Republic of Zeppy is an island nation comprising of a stratovolcanic archipelago of seven islands extending along the Southwestern Area of the Persian Tricycle Riders. In total, Zeppy's territory is 596,120 km2, of which 593,029 km2 is land and 3,091 km2 is water. The coast line of Zeppy is 35,711.2 km2 and the coastline to area ratio is 60.218 m/km2.

The terrain in Zeppy is mostly rugged and mountainous. 55% of Zeppy is mountainous, with mountain ranges running through all the main islands. 25% of Zeppy is filled with dense jungles and forests. These features has made it difficult for the Zepese people to farm.

Zeppy is located in the Eastern Islands Ring of Fire, causing Zeppy to suffer from earthquakes and volcanic eruptions. The highest point in Zeppy is Mount Osborne (4,500 m), located in the State of Catalonia. The lowest point in Zeppy is the Hispania Desert (-20 m) located in the State of Andalusia. The largest river in Zeppy is the Iberia (956 km), which starts in the Canton of Vasconia, and ends in the State of Andalusia.

CLIMATE
Zeppy belongs to the temperate zone with four distinct seasons, but its climate varies from subtropical in the north to cool temperate in the south. The climate is also affected by the seasonal winds that blow from the continent to the ocean in winters and vice versa in summers.

Zeppy is generally a rainy country with high humidity, except in the dry southwest of Iberia.

PROTECTION
While the Federal Government is not deeply involved in environmental protection laws, the Zepese Secretary of Interior, who heads the Zepese Department of the Interior, is in charge of enforcing all federal environmental, agricultural and animal welfare laws. The States, especially the States of Aragon and Tunisia, are renown for their stringent environmental laws.

ECONOMY

The Federal Republic of Zeppy is known for its thriving market economy. Co-operative and family-owned enterprises, which now represents 65% of the whole economy, is specially predominant in industry and commerce, and dominate the private sector of mass-produced goods, which dominated by arms industries, nanotechnology research institutes, software, computer hardware, automobiles and naval industry, while individual enterprises engage in contests of creativity and control several niche markets of computer games, movies and other non-free electronic goods, while others delve into arts.

ECONOMIC DATA
The Federal Republic of Zeppy has an increasing estimated GDP of $263,003 billion and an estimated nominal GDP per capita of $45,244 per year, which massive consuming power is elevated due to the distributionism economic practices promoted by the private sector itself rather than by government intrusion. The majority of personal income is spent into recreational activities, due to the Zepese citizenry being avid consumerists of military hardware, cars, furniture, entertainment, recreational drugs and arts.

FEDERAL BANK
The Federal Bank of Zeppy is the central bank of the Federal Republic of Zeppy. It is responsible for the Zepese monetary policy (stability and full employment), for issuing the Zepro (the Federal Credit of Zeppy) banknotes/coins and providing deposit insurance.

The Federal Bank of Zeppy (Zepese Federal Bank / ZFB) is a federal corporation chartered by the Congress of Zeppy, constituted under Federal Reserve Banking Act of 1899. It is administered by the Zepese Department of the Treasury, legally obligated to inform the Zepese Congress, the Zepese Secretary of the Treasury, and the Zepese President on its business every month. The Federal Republic owns 20% stock of the Federal Bank and the Cantons or Cantonal Banks owns 60% stock of the Federal Bank, and 20% stock of the Federal Bank is sold on the Zepese Stock Exchange.

The Managing Director of the Federal Bank of Zeppy is the head of the Federal Bank. The Managing Director of the Federal Bank is appointed by the President of Zeppy, with the consent of the Senate of Zeppy, for a maximum of two-six year terms.

The main government organ of the Federal Bank is the National Reserve Commission of Zeppy. It compromises of the Managing Director of the Federal Bank of Zeppy and the 12 Managing Directors of the Cantonal Banks of Zeppy. It is adjourned the first Friday of every month and is charged under law with overseeing open market operations and giving recommendations to the legislative and executive branches on monetary matters.

CURRENCY
The currency of the Federal Republic of Zeppy is officially called the Federal Credit of Zeppy (Symbol: Ƶ), but are affectionately called the Zepro. The Zepro is printed by the Mint of the Federal Republic. The Zepro is divided into 100 cents.

The coins are in Ƶ2, Ƶ1, Ƶ0.50, Ƶ0.20, Ƶ0.10, and Ƶ0.05 denominations. After the abolishment of the Ƶ0.02 and Ƶ0.01 denominations, cash transactions are rounded to the nearest five cents by law. The notes are issued in Ƶ500, Ƶ200, Ƶ100, Ƶ50, Ƶ20, Ƶ10 and Ƶ5 denominations. Each banknote has its own colour and is dedicated to a past important official and architecture of Zeppy.

STOCK EXCHANGE
The Zepese Stock Exchange (ZSE) is a stock exchange located in the 12 Commerce Street in the City of Gibraltar, in the Canton of Latium. The Zepese Stock Exchange is federally chartered corporation constituted under Federal Reserve Banking Act of 1899 and is owned by the Federal Bank, the Cantonal Banks and many other private organizations. It is administrated by the Zepese Department of Commerce and Labour.

Its is headed by the Managing Director of the Zepese Stock Exchange who is appointed by the President of Zeppy, with the consent of the Senate of Zeppy, for a maximum of two-six years terms, and reports bi-annually to the Zepese Secretary of Commerce and Labour.

REGULATION
One of the main section of the Zepese economy that is regulated is the financial section. Federal financial regulations are enforced by the Zepese Department of the Treasury, headed by the Zepese Secretary of the Treasury. Federal labor laws are enforced and economic growth is promoted by the Zepese Department of Commerce and Labour, headed by the Zepese Secretary of Commerce and Labour.

The Federal Trade Commission of Zeppy (ZFTC) is the main financial regulator in Zeppy. It is made up of the heads of the four regulatory agencies of the Department of the Treasury of Zeppy and is headed by the Chair of the Federal Trade Commission of Zeppy. MILITARY

The Zeppy Defence Forces (ZDF) are the overall unified military forces of the Federal Republic of Zeppy. The Zeppy Defence Forces consist of the Zepese Army, the Zepese Navy and the Zepese Air Force.

CIVILIAN CONTROL
The Federal Republic of Zeppy has a strong tradition of civilian control of the military. While the President is the overall head of the military, the Zepese Department of Defence, a federal executive department, is the principal organ by which military policy is carried out.

The Department of Defence is headed by the Zepese Secretary of Defence, who is a civilian and a member of the Cabinet, who also serves as the President's second-in-command of the military. All of the three branches of the Zepese Defence Forces are under the direction of the Department of Defence.

To coordinate military action, both the President and Secretary of Defence are advised by a four-member Joint Chiefs of Staff, which includes the head of each of the service branches, led by the Chair of the Joint Chiefs of Staff.

the bolded answers do not answer my question the top two questions are based off your pictures and i didn't want statistics that you made up on the spot i wanted yo know why the pictures look like a rapist and a depressed woman.

also i was not questioning the fact that there is a Target on your planes i want to know why the emblem of your air force is a target

The statistics were not "made up on the spot" but were data gathered by the Federal Census Bureau from the Ministries of Justice of the Cantons.

In the first picture, the man is simply smiling as he just met, was shaking the hand and was talking to then Premier of Latium and current President Jefferson (he was cropped out the original picture) during then 2007 Presidential Campaign. We believe this may be a incorrect cultural interpretation upon the picture by your nation's official. Happiness and shock does not equate to rape.

In the second picture, the woman was listening to one of then Premier of Latium and current President Jefferson's famously boring, over detailed, and long-winded speeches during the same 2007 Presidential Campaign. The woman showed expression of boredom towards future President Jefferon's speech but at the same time, she payed full attention. She was also about to raise her hand to ask a question after his speech was done. Again, we believe this may be a incorrect cultural interpretation upon the picture by your nation's official. Boredom does not equate to depression.

The Roundel of the Zepese Air Force originally comes from the Cockade that the original Zepese Independence Warriors used to identify themselves during the Zepese War of Independence, and the Roundel is used to honor their victories during the Zepese War of Independence.

Under Amendment Eighteen of The Federal Constitution of The Federal Republic of Zeppy, "everyone has the right to education [;] Education shall be free, at least in the elementary and fundamental stages" and states that the regulation and funding of the Zepese educational system is a Cantonal issue with minor Federal funding and control.

As such, The Federal Republic of Zeppy uses a decentralized competitive voucher system in education, with a long history of private subsidized schooling.

The education is usually provided by subsidized private schools and public charter schools, depending on the Canton. Each school, public or private (which can be run for profit but are usually religious/owned by churches or other non-profit private parties) are independent and operate with a board of trustees. Thus, all schools have a high degree of autonomy with local parent and teacher involvement, and occasionally student involvement (Democratic schools), in decision making.

The Liberal Party of Zeppy is consider the true national centrist party, but it has factions.

The faction in power in the Liberals is called Free Republican Alliance, and is led by President Jefferson. It is consider the most right wing faction in all of the Liberals, especially since Jefferson was a former Conservative and Social Credit MP of Latium before switching to the Liberals.
