Peace and diplomacy shall be the main structure of our foreign policies, and trust shall be the foundation of bilateral cooperation between the Federal Kingdom and the nations of the world. Every nation shall be able to create a diplomatic link with our country, regardless of their ideology, and every foreign subject within the territory of the Federal Kingdom shall be protected from any means of harm, as long as they respect and abide by the Federal Constitution of Samudera Darussalam.

INTRODUCTION
The Federal Kingdom of Samudera Darussalam (Malay: Kerajaan Federal Samudera Darusalam, Persekutuan Kerajaan Samudera Darussalam), previously known as the Commonwealth of Samudera, is a federal constitutional monarchy located in Southeast Asia. Situated between the Indian and the Pacific Ocean, it's one of the world's largest island country, with more than 8,000 islands. The country consists of 11 states, 3 federal territories, and 2 federal cities, and has a total landmass of 1,692,781 km² (653,586.398 mile²). With an estimated population of 246 million as of 2017 census, it's the most populous Austronesian nation as well as one of the world's largest Muslim countries. The island of Java contains more than half of the country's population.
The city of Bandar Raja is declared as the federal capital, while the city of Palembang is declared as the royal and historical capital of Samudera Darussalam.

The country declares Islam as the official religion, while allowing freedom of religion for non-Muslims. The government system is closely modeled on the Westminster parliamentary system and the legal system is based on common law. The head of state is the monarch, known as the Yang di-Pertuan Agung, while the head of the government is the prime minister. The current monarch is HRM King Saifuddin Omar II Sriwijaya, while the current head of government is Prime Minister Datuk Sri Fakhruddin Hidayat.
Ever since it's independence, the country has been taking a neutral stance in it's foreign policies, though recently it pursues a more active role in the international communities. It's a member of the Commonwealth of Nations, Europeia, and the International Anti-Terror Alliance, and is one of the founding members of Non-Aligned Movement and Council of Islamic Cooperation.

Bandar Raja

Bandar Raja is a quiet, lovely city located on the southern part of the island of Kalimantan. The Seruyan River flows through the city, divided the city into two parts. Surrounded by the Tanjung Puting National Reserve to the east and southeast, and the townships of Pembuang, Kota Baru, Kuala Seroja, and Muara Kencana to the north, south and west, Bandar Raja is the designed capital of the Federal Government, with a total population of 231,244 as of December 2017. The idea of a new capital is first proposed by the second monarch of post-independence Samudera Darussalam, HRM King Ibrahim Nuruddin Sriwijaya as a symbol of national prestige, as well as because the previous federal capital, Jakarta, is considered as too crowded for the Federal Government. The plan came to approval at 1978, and the first cornerstone is laid out at 1979. The new city is then named "Bandar Raja", means "The City of the King", to honor the second monarch of Samudera Darussalam who founded it. Bandar Raja hosts many governmental buildings such as the House of Parliament, the Supreme Court of Samudera Darussalam, the Melawati Palace (the official residence and the office of the Prime Minister), and the Bukit Royal Palace Complex (one of the residences of the Monarch and his family), as well as several international representatives, such as the Commonwealth of Nations Office and the headquarters of CIC. Bandar Raja also hosts a number of tourist attractions, such as the Federal Mosque, the Bukit Royal Palace Complex, the Royal Garden, and Tanjung Puting National Reserve which is located nearby. The city is connected to other parts of Samudera Darussalam through the Trans-Kalimantan Highway, the Royal Kalimantan Railway, regional bus service, and a number of regular streets. The Bandar Raja Airport and the Greater Bandar Raja Metro also serve the needs of the capital.
Embassies are initially located only within the districts of Puteri Tujuh and Kampung Aer, but the growing demand for land reserved for embassy uses has caused the federal government to develop new zones for diplomatic uses in the district of Sebatang and the adjacent township of Kota Baru.

Being one of the central districts of the capital, Puteri Tujuh is the location of many places of national and international importance, where most of the federal government buildings are situated. There are 36 slots reserved for foreign embassies and other diplomatic uses in Puteri Tujuh District. There are many important places located near the embassy zone, including the headquarters of CIC, the Palace of Peace (Istana Perdamaian), the House of Parliament, and the Federal Mosque.Kampung Aer District:
Located near the central districts of Bandar Raja, the Kampung Aer District hosts a number of colleges, parks, and government buildings, including the Ministry of Interior Affairs and the Ministry of Education and Culture. The district is well known for its large number of canals, hence the name "Kampung Aer", or the "Water Village" in English. There are 30 slots reserved for foreign embassies and other diplomatic uses in Kampung Aer District. Some of important places that are located near the embassy zone are the Royal Garden and the Medical College of Ibn Sina.Sebatang District:
While not exactly located at the city center, the district of Sebatang still offers various access to many important places and other places of interest, such as several institutes and museums. There are 30 slots reserved in Sebatang District for foreign embassies and other diplomatic uses. Among the important places located near the embassy zone are the Royal Samuderan Institute of Science and the famous tourist sites of the Sriwijaya Square and the Bukit Royal Palace Complex, one of the official residences of the Royal Family that is located above a hill within the embassy zone's vicinity.Kota Baru Township:
Kota Baru is one of the adjacent townships developed to keep the growing population of Bandar Raja in check. Situated between the Tanjung Puting National Reserve and the Bandar Raja's district of Batu Panjang, Kota Baru is considered as having one of the most beautiful sceneries in Bandar Raja due to a number of artificial lakes and gardens that it possessed. There are around 22 slots reserved for foreign embassies and other diplomatic uses. In accordance with the recent constitution passed by the Federal Government of Samudera Darussalam, the National Spelling Act No. 11 who ruled out that the spelling of the national language, Standard Malay, should be in uniform, the government of Kotabaharu hereby declares that the township shall be known as 'Kota Baru' in all documents from this moment onward. The government of Kota Baru recognizes the rights of individual citizens to use the local spellings of Kota Baru in non-official capacity, and the rights to do so will be protected by law.Signed,

Palembang:

Known by many names, such as the Royal Capital, the Second Capital, the City of Srivijaya, the Imperial City, and Kyoto of the South, Palembang is one of the largest and most important city in the country, as its one of the seat of the national government, and where most of the Samuderan Royal Family reside. The city is located in the eastern part of Sumatra and is divided by the Musi River which flowed through the city. According to the 2017 census, the total population of the city of Palembang is roughly 2 million, placing it as the 7th most populated city in Samudera Darussalam. Palembang is also the provincial capital of Sriwijaya and is one of the oldest Samuderan cities.
Along with Yogyakarta and Kuala Lumpur, Palembang is referred as the national capital of culture. Some of the famous places of the city including the Darul Iman Royal Palace, the Ampera Bridge, the Musi Floating Market, the Royal University of Samudera, and the Ranau Island Buddhist Temple. Palembang is served by the Sultan Muhammad Shah I International Airport, the Palembang Metro, and the Plaju International Harbor in the nearby city of Plaju downstream. Palembang is also connected to the rest of the country via the Royal Andalas Railway, the Trans Sumatra-Java Highway, and regional bus service in addition to regular streets.
Consulates will be located in the district of Bandar Sriwijaya, one of the oldest section of the city. The famous sites of Darul Iman Royal Palace, Palembang Grand Mosque, and Kuto Besak Castle is located nearby, only 10 minutes away by walk. There are 22 slots reserved for consular use.
Jakarta:

Jakarta is the largest city of Samudera Darussalam, and is an important trade, industrial, and financial center. Jakarta is located on the north coast of Java, facing Jakarta Bay. As of 2017 census, the population of the city of Jakarta is recorded at roughly 11.3 million, while its metropolitan population stands around 32 million. Jakarta is not a part of any states, rather, it has a special status much like Bandar Raja as a federal city. Among the population, Jakarta is known as the Megapolitan and the Big Durian, due to its sheer size. The name 'Jakarta' itself is a corrupted form of the word 'Jayakarta', the original name of the city.
Owing to its strategic size, Jakarta is an important regional hub in Samudera Darussalam. Jakarta is the location of one of the only three synagogues in Samudera Darussalam, the Beit Knesset Ha-Mizrakh. The city is served by the Cengkareng Airport for domestic flights, the Kabayan International Airport for international flights, the Greater Jakarta Metro, the Jakarta Tramway System, and the Tanjung Priok International Harbor. Some of the famous tourist attractions in the city including the Jakarta International Film Festival (JIFF), the Thousand Islands Marine Nature Reserve, the Old City of Jakarta, and the Ismail Marzuki Cultural Center. The city is connected to the other parts of Samudera Darussalam via the Trans Sumatra-Java Highway, the Royal Java Railway, and regional bus service in addition to regular streets.
Consulates will be located in the district of Kebayoran Baru, one of Jakarta's financial districts and the location of many shopping centers. There are 28 slots reserved for consular use.
Singapore:

Singapore is the financial capital of Samudera Darussalam, and is an important trade and business center in the region due to its strategic location in the middle of the shipping lane route between the South China Sea and the Malacca Strait. Singapore is the 2nd largest city in Samudera Darussalam with a total population of 7.5 million according to the 2017 census. The city is known for its cleanliness and its above national average human development rate, which makes it one of the most livable city in Samudera Darussalam. Singapore is separated from Mainland Malaya by a narrow strait.
According to the Federal Constitution, Singapore holds a special status as a federal territory. Singapore is known as one of the most liberal cities in the country and one with the most diverse population. The Beit Knesset Or Haim, the largest synagogue in Samudera Darussalam, is located in the city. Some of the other famous places in Singapore including the Marina Bay Park, the Chinatown, the Pandawa Theatre, and the Singapore F1 Race Circuit. Singapore is served by the Changi International Airport, the Singapore Subway, the Singapore Tramway System, and the Singapore International Harbor. The Trans-Malaya Highway and regional bus service also connect the city to the other parts of Samudera Darussalam.
Consulates will be placed in either the districts of Changi or Iskandar Shah. The consulates in Changi are located near the Changi International Airport and the Chinatown, while the consulates in Iskandar Shah are located near the Royal Gastronomy College and the Singapore Open University. There are 20 slots reserved for consular purposes in each assigned district.
Kuala Lumpur:

Kuala Lumpur is the state capital of the Malay Federation, and is an important regional hub. With a total population of roughly 3 million as of 2017 census, Kuala Lumpur is the 5th largest city in Samudera Darussalam. Kuala Lumpur has a national reputation as a student city, as it has a large number of universities within its territory. The area of Greater Kuala Lumpur in the Klang Valley is one of the centers of scientific and technological development of the country. The city is also known as the capital of Samuderan sharia economy, since it pioneered the establishment of national sharia banking system.
Along with Yogyakarta and Palembang, Kuala Lumpur is referred as the national capital of culture. Some of the famous tourist attractions in the city including the Umar Khayyam Islamic Arts Museum, the Padang Merdeka Square, the Twin Towers, the KL Malay Cultural Center, and the annually celebrated Thaipusam Festival. Kuala Lumpur is served by the Sultan Abdul Rahman International Airport, the KL MRT, and a port in Klang. The Trans-Malaya Highway, the Royal Malaya Railway, and regional bus service also connect the city to the rest of the country in addition to regular streets.

Manado:

Manado, also spelled as Menado, is the provincial capital of North Sulawesi. A widely known resort city, tourism is the main industry in Manado, closely followed by food processing and fishery. Manado is the second largest city on the island of Sulawesi after Makassar, with a total population of 705,890 as of 2017. Unlike most of Samudera Darussalam, Manado, along with the surrounding Minahasan region has a predominantly non-Muslim population with most belong to the Protestant Christianity. The city is surrounded with hills in most part, except the beachfront part that faces the Bay of Manado.
As a city which depends on tourism as a main source of income, Manado has developed many tourist attractions beside its beaches. Some of the famous tourist attractions are the Bunaken Marine National Park, the Tondano Lake, the annually celebrated Manado International Flower Parade, and the Bukit Kasih Site which features places of worships from almost all religions in Samudera Darussalam, including the synagogue of Beit Knesset Ohel Moshe and the Christ Blessing Statue. Manado is served by the Sam Ratulangi International Airport and the Manado Tramway System. The city is connected to the other parts of the country via regional bus service, the Royal Sulawesi Railway, and the Trans-Sulawesi Highway in addition to regular streets.

Kota Kinabalu:

Kota Kinabalu is the state capital of Sabah, and is an important regional hub. Kota Kinabalu serves as one of major entrance to the island of Kalimantan, and is an important transit route between East Asia and Australia. Situated between mountain ranges and the South China Sea, Kota Kinabalu is the economic center of Sabah and the northern part of Kalimantan. With a total population of 611,850 according to the 2017 census, it's the largest city on the northern part of Kalimantan. Kota Kinabalu main industries are petroleum, manufacturing, and tourism.
Kota Kinabalu is known as one of major tourist destinations in the island of Kalimantan. Some of the famous places in and around the city are including the Sabah State Botanic Garden, Mount Kinabalu, the Liu He Pagoda, the Sutera Harbor, and the Datuk Harun Williams National Park. Kota Kinabalu is served by the Kota Kinabalu International Airport, the Kota Kinabalu Tramway System, and the Kota Kinabalu Seaport. The Trans-Kalimantan Highway, regional bus service, and the Royal Kalimantan Railway also connect the city to the other parts of Samudera Darussalam.

Diplomatic Representation Rules
1. Embassies and consulates are not sovereign territory in itself. The land on which the embassy or the consulate building is built is Samuderan territory. However, the government respect the international law concerning extraterritoriality of the building.
2. Though not formally a member of the WA, Samudera Darussalam abides by Diplomat Protection Act, which governs and guarantee the safe conduct of diplomats across the world. For further detail, see above.
3. Foreign country is allowed to construct a helipad or hub capable of hosting airborne vehicles within the premise of your embassy.
4. Foreign country that applies for diplomatic representation in Samudera Darussalam and wants to bring their own land transportation is expected to bring an eco-friendly transportation, in accordance with the green policy of Samudera Darussalam. If the country is unable or doesn't want to bring one, the Ministry of Foreign Affairs, in cooperation with the Ministry of Transportation will provide private green vehicles for the diplomatic representation or a reserved and secluded place in the public transportation, as the wish of the applicant.
5. The sale and consumption of alcohol and drugs in Samudera Darussalam is heavily discouraged by the Federal Government. Though by the federal law it's not illegal, it requires official permit from the government. However, the regional policy may varies, depends on each state or territory. As of current update, Aceh is the only state and/or territory that bans the sale and consumption of alcohol and drugs, while in the city of Palembang, its heavily restricted.
6. Each security staff at an embassy may only carry one weapon. Only two security staff of a consulate may carry a weapon at any given time, regardless of the total number of that consulate's security staff. Other security staff of consulates may carry non-lethal weapons such as taser guns.
7. No tanks or fighter jets allowed.
8. Foreign animals and plants brought by the diplomatic representation have to pass the medical examination by the government health officials.
