Greetings and Salutations!

It give me great pleasure to invite each and every one of you to the thirtieth anniversary of Visayan Independence this Friday, December 8th. By then, thirty years will have passed since the day of this nation's secession from what was the Republic of the Philippines in 1987. Then, Juan Diego Cortez was proclaimed President of the Free Visayan Republic--and later, the Confederation that we are today--by acclamation, stepping down in 1993 a winner; it was a testament to his character that three million people attended his funeral in 2011.

I will not lie: those are some big shoes to fill for every single occupant of Malacañan de Cebu. My esteemed predecessor, Jason Paul Benson, once told me after the election that brought me to my first term that "Cortez had set the bar high for every one of his successors." That is how serious I take my responsibilities as President of the New Visayan Islands--especially with this nation approaching its third decade free from the tyrant's grip.

I suspect that the vast majority of you have already received the letter from President Cui regarding the Confederation's 30th Independence Day. That being said, I wish to remind you of some ground rules:

1. We will allow at most a platoon-sized unit to escort your delegation; beyond that, the express consent of the Secretary of Defense will be required.
2. International Law will be observed in all matters; you will all be accorded the protections befitting your status as diplomats.
3. Please limit your security escorts to small arms and less-lethal options; security measures will be taken for your safety, and we will return you to your embassies should the unthinkable happen.
4. All government buildings are non-smoking; while the District of Humabon does not have draconian policies on smoking, do be considerate of non-smokers. If you have to use tobacco products in places that are non-smoking, snuff or chewing tobacco will have to do. Just don't forget to clean up.
5. While most recreational drugs are legal in the District, please limit yourselves to soft drugs. The restrictions placed for tobacco products also apply to marijuana.

With all that said, I would like to give you all hearty greetings as Independence Day looms over the horizon.
