The Confederation of the New Visayan Islands is located in the Philippine Islands and composed of the Visayan Islands and the islands of the Southern Tagalog Region (viz. Mindoro, Marinduque, Romblon, and Palawan). Seceding from the Republic of the Philippines in 1987 and emerging from the Civil War of 1988, the Confederation enjoyed a period contemporary historians would nickname "The Visayan Renaissance" beginning after Typhoon Mike left devastation in its wake in 1990 all the way to the aftermath of September 11th, 2001.
With a population of 90 million, the Confederation rode out the numerous crises that plagued the previous decade and emerged as a contender, even with a fascist kingdom to the north and a communist state to the south; consequently, the Visayan Confederation actively maintains a position of armed neutrality.
All this being said, the Confederation Department of Foreign Affairs has seen fit to launch the Embassy Program of the NVI. We look forward to establishing diplomatic relations with all who choose to do so, but a word of caution: we did not, do not, and will not have anything to do with any nation-state of a totalitarian persuasion.

Confederation of the New Visayan Islands
The Diplomatic Quarter of Budlaan District, Cebu City, DH has been designated for the construction of foreign embassies. Budlaan District is a middle class residential district and home to the Academia Caebuana, one of the NVI's most prestigious universities. Lots have been prepared for this purpose, and the standards for establishing an embassy are as follows:
- If you are a totalitarian nation-state, don't bother with the rest of the list; your application will be denied outright. The Confederation refuses to recognize any nation-state that explicitly or implicitly sanctions institutionalized crimes against humanity and/or other violations of established international law, treaty, and custom as a matter of policy. In extremely limited circumstances, this will extend to the use of sanctions against particular individuals in a country that would otherwise be a borderline case.
- No more than 50 personnel can be assigned to the embassy. This limit covers diplomatic, service, and security personnel; the nation applying may adjust the number as appropriate provided the 50-man limit has not been exceeded.
- Weapons are restricted to small arms, melee weapons that can be wielded one-handed, less-lethal weaponry such as tasers and mace, and one crew-served direct fire weapon; whether or not these weapons are exclusive to security personnel ultimately depends on the country applying, but take note: all NVI embassy personnel, regardless of role, are issued M1911A1 pistols for self-defense.
- All embassies are limited to ten ground vehicles and one civilian rotary-wing aircraft.
- Only two armored vehicles are allowed per embassy; these vehicles must be unarmed and count toward the ten-vehicle limit.
- All plants, foods, beverages, drugs, and animals must be entered into customs and may be denied entry for any reason.
- All personnel must be vaccinated unless compelling reasons dictate otherwise.
- While not a member of the World Assembly, the Confederation will comply with international laws concerning diplomatic personnel, among them being the Vienna Convention on Diplomatic Relations, Vienna Convention on Consular Relations, and the Protection of Diplomats Convention.
- The Confederation recognizes embassies as places of asylum.
- The Confederation reserves the right to terminate those embassies found abandoned. A monthly audit will take place to check if embassies are still staffed.
- Due to the COVID-19 pandemic, all Visayan Missions that will be sent out will undergo a fourteen-day quarantine prior to deployment; upon deployment, the Mission may undergo an additional quarantine lasting for fourteen days or longer depending on the receiving country's policies. In addition, missions coming from places with COVID-19 cases will undergo the same fourteen-day quarantine.
The Diplomatic Quarter of Pulpogan District, Consolacion, DH, was established as the Diplomatic Quarter of Budlaan District has become close to capacity. Pulpogan District is a middle class residential district and home to the Coptic Catholic Cathedral of Consolacion, the headquarters of the Coptic Eparchy of Consolacion, one of four Eastern Catholic eparchies ministering to the Catholic faithful of both their own rites (Alexandrian, in this case) and the Latin rite.
