In the Second Roman Empire, abortion since 1840 is PROHIBITED in all regions of the country, but in 1998 a bill created by Senator Marcelo Rossi in which women victims of rape have the right to abortion up to 3 weeks, where the fetus already have advanced systems and feel some kind of pains.

This bill was approved by 196 of the 361 senators, most of them liberal and went live a year later in 1999.

Despite the law, there are very few rare rape in the empire (the latter being in 2014) which made only a small portion of women abort. According to the latest census of 2015, only 12,102 women have aborted in the last 15 years, which is less than 2% of the population.

Why does this seem to be such an issue in our societies? It's puzzling.

Abortion, and the related 'paper abortion', are perfectly legitimate and obviously legal medical/juristic procedures. It's covered by standard healthcare and welfare insurance(s). Current attitudes favour a pro-woman stance, i.e. abortion is basically entirely the decision of the woman. Some exception may include the woman being in circumstances or under conditions that impair judgement (mental/medical issues/diseases, being under extreme stress/duress, being misinformed, etc), in which case her relatives and/or physician may intervene. The only prerequisite for abortion is that it's done entirely voluntarily, that is that no pressure from external parties, coercion, misinformation, or similar are involved. After the voluntary aspect is confirmed there's a short period of counseling, which includes offering alternative options (e.g. carrying to term and offering the child for adoption) and warnings about potential consequences, after which a date for the procedure is decided on. Unless there's a necessity for an earlier procedure, like health issues (i.e. the woman's life/health being endangered), the date is usually set about a week after the counseling, to give everyone involved one last chance to rethink and reconsider, and any potential legal issues to be resolved as well. After that the procedure is performed.

A 'paper abortion' is technically available to any partner, but is usually reserved for men to 'legally' abort a child, but essentially renouncing it. The parent, as mentioned typically the man, waives his or her right to any benefits related to having a child, e.g. tax reduction, lesser chance to be conscripted, public financial aid, preference for employment (given same qualifications a parent has always an advantage over a non-parent), and so forth. Women who use a 'paper abortion' typically carry the child to term and then immediately give it over for adoption, but they receive a one-time financial reimbursement for the pregnancy.
