Abortion laws vary from state to state with most giving full access to abortion and only a few having many restrictions on abortion. Federally abortion is allowed at anytime and doesn't need parental approval, however this only applies to federal lands, military bases, districts, and territories. It does not apply to the states and republics, however the states must be allow abortion to be legal while the republics do not.

Abortion is legal at all stages of pregnancy and for any reason in the Arthurian Federation. Arthuria is unusual in that no law governs abortion (though multiple medical regulations ensure that they meet minimum safety and sanitary conditions). The only legal reference, and the document used to justify its legality, is a 1045 A.R. (1955 AD) ruling by the Federal Constitutional Court striking down the cantonal governments' restrictions on the procedure. Since the date of that case, the Federal Government has not enacted any follow-up legislation. The matter has ceased to be of major concern in Arthurian politics and only one party represented in the Folkting - the Christian Democrat Party - is explicitly pro-life (two others, the Conservative Party and the Federal Union, have allowed their members a free vote on the issue in the past).

Arthuria had numerous cantonal abortion laws from between 1000 A.R. (1910 AD) to 1045 A.R. (1955 AD). These differed only slightly from one another and were amongst the most liberal for their time. Abortion was generally permitted up to the beginning of the third trimester (defined as the twenty-eighth week of pregnancy), but the following restrictions were in place:

• The procedure could only take place in cases of maternal danger (both physical and mental), fetal deformities, rape, incest or socioeconomic status;
• The mother was obliged to undergo a week of 'advisory sessions' which instructed her on the abortion process, the arguments for and against, the legal framework, and allowed her to ask questions;
• The mother had to wait a full week between the last of these 'advisory sessions' and making the final decision; and
• The procedure had to take place at a registered and licensed clinic.

These laws were introduced solely to counter the high rate of death that had been noted in unregulated abortions across Arthuria in the previous few years. Their application and enforcement varied between cantons, however, and safety could not be guaranteed. Many unregistered clinics remained in operation.

By 1044 A.R. (1954 AD), many doctors were performing illegal abortions in contravention of the requirements laid down by the cantonal laws. These were, by this time, considered safe and had high survival rates compared to unregistered clinics. However, as they constituted illegal procedures they were often taken to court. In many cases, the lay judges refrained from sentencing the accused, appealing to the broadness of some of the restrictions. In one situation, that of Dr. Grunald Sarsgard, the accused was acquitted but a retrial was demanded by the Cantonal Judicial Court of Steinhald. Sarsgard instead appealed to the Federal Judicial Court, which referred his case to the Federal Constitutional Court.

The Federal Constitutional Court's decision affected not only Sarsgard's case but the entirety of the Arthuria's abortion law. It determined that "forcing a woman to carry a foetus to term unless she meets often arbitrary and sometimes prohibitive requirements unrelated to her aspirations or priorities" essentially transferred her capacity to reproduce from her own control and into that of the state. In particular, the requirement to attend registered clinics (which were themselves obliged to authorise all individual procedures through a three-doctor board) was deemed to be a barrier to local access. Together, they ruled, these findings were in contravention of Article 2 (Paragraphs 1 and 2) of the Federal Basic Law which guaranteed the right to personal freedom and security. Furthermore, the Court asserted that those same rights did not extend to unborn foetuses, citing that personhood as inferred by the rights of the Federal Basic Law required a level of independence impossible for them. The Federal Constitutional Court's ruling was delivered in 1045 A.R. (1955 AD) and immediately made all cantonal abortion laws null and void.

As no further laws have been passed regarding abortion, either at the federal or cantonal level, the procedure must be assumed to be legal without condition. The procedure itself therefore falls under the regulations guiding all medical procedures and is included as part of the observations of a nation-wide healthcare inspectorate. Funding for abortion procedures is legislated for in Arthuria's healthcare laws, which take its costs out of individuals' Federal Social Insurance Plan accounts (specifically either their Healthcare Investment Account or their Urgent Medical Investment Account). Like all medical procedures, if the individual cannot cover the costs from their FSIP accounts then their cantonal ministry of health will intervene to pay the difference. Access is now fairly universal, with one-third of hospitals providing services for two-thirds of all abortions (the rest are provided by healthcare clinics). As of 1106 A.R. (2016 AD), 339 abortions are carried out per 1000 live births every year in Arthuria.

All human females seeking an abortion must have the entire procedure explained to them, normally through videos, though they can opt for a spoken explanation if desired.
This is not exclusive to abortion: the law of explanation covers all surgical procedures of any kind, and is also required for non-humans seeking vetrinary or other surgery.

However, abortion rates remain low, below 10% of pregnancies terminated, as the government provides generous benefits to mothers for each foal, and contraceptives are distributed freely by the state health system.
