Establishment of Diplomatic Missions in Hashirajima

---

Pursuant to the Diplomatic and Consular Relations Act 2001, the Commander-in-Chief of Hashirajima has granted Ministry of Foreign Affairs the authority to permit the establishment of diplomatic missions in Hashirajima, and to establish diplomatic missions in foreign nations.

Prospective diplomatic missions will be granted permission to establish their embassy in Musashi District. Located to the east of the domestic administrative sector in the neighbouring Yamato district, Musashi District boast an unobstructed and awe-inspiring sea view out towards the Seto Inland Sea. Embassies will be located along the recently overhauled Kichisaburou Avenue, which runs along the district waterfront with a junction to the city-state's main East-West thoroughfare.

All applications (form attached below) must be completed in full, and submitted to Ministry of Foreign Affairs. Due notice will be given once the application has been considered by the Office of Embassy Protocol, MFA.

Before submitting your application, please take note of the following Laws and Regulations:

• The number of diplomatic staff is limited to 15.
• The number of security personnel is limited to 15.
• The number of service staff is limited to 25.

• Firearms permitted are handguns, SMGs, and riot shotguns not more than five pieces.
• The total number firearms permitted is limited to 20.
• Melee weapons (e.g. swords, daggers) are permitted on a case-by-case basis.
• Non-lethal weapons (e.g. tasers) are permitted.
• In accordance to the Arms Regulation Act 1995, all import of weapons must be declared in full detail and receive prior permit.

• The total number of vehicles permitted is five.
• All vehicles must abide by the regulations set out for vehicles of civilian use, except the clauses on ballistic protection.
• Armed vehicles are not permitted.
• Aircraft are not permitted.
• Limousines are not permitted.

• Import of animal and plant products must be declared, and are governed by the Animal, Bird, and Plant Importation Act 2009
• Domestic animals are permitted on a case-by-case basis.
• Illicit drugs are not permitted, pursuant to the Misuse of Drugs Act 1983.
• Import of therapeutic products for personal medical use is permitted, but must be declared.
• Import of alcohol and tobacco are permitted for personal use. Please note the relevant laws and regulations on no-smoking zones.

Please also note that due to land constraints and urban development considerations, consular posts (generally defined as diplomatic posts subordinate to a foreign nation's embassy in the country) are not permitted in Hashirajima at this point in time.

However, we wish to inform you that this Office have identified several issues in your application. While your application for an embassy has been tentatively accepted after deliberation by the Ministry of Foreign Affairs, it has been put on hold in order to resolve the issues issues that cropped up:

1. Your application for the use of the Type 1 Ho-Ki as embassy vehicle has been denied by the Transport Department, due to regulations regarding non-military use of tracked vehicles. The Department advises that a wheeled vehicle should be used instead.
2. As no technological transfer agreements exists as of yet, we would not be able to manufacture the Type 21 radar requested. In addition, military specification radars are prohibited in residential and commercial zones due to their high energy output. However, we wish to reassure you that we have more than adequate radar coverage by our own domestic network, and we also cooperate with the JSDF radar units that cover the Seto Inland Sea region. As such, there is no need for added radar coverage.

As such, we are seek clarification regarding the above-mentioned points. The embassy may be established as soon as these points are resolved.
