The commissar is there to ensure that American citizens don't renege on their agreement for social welfare by denouncing the great charity of the CPC with Rude Slander or whatever. If you do, you get evicted or sent to Wyoming to mine uranium I guess. I'd be fine if it were D.C. calling the shots for Rude Slander, but not Beijing. The PRC doesn't have enough rules based lawyerism to keep its commissars in check so it's chock full of toxic leaders and kleptocrats whereas D.C. is chock full of rules lawyers to keep the less morally scrupulous people down. Mostly.
The only problem is America might not have a million spare rules lawyers to be commissars for each apartment flat. So maybe a Federal Commissar for each county instead IDK.
