Does the head of state hold executive authority? Yes
Is the head of government elected democratically? No
Is the legislature elected democratically? The Plebian Assembly is, the Senate is not.
Is the legislature independent? In theory, but both the Assembly and Senate usually vote however the Empress wishes.
Are all hereditary titles abolished? No.
On a scale of 1-5, 1 being a confederation of entirely sovereign entities and 5 being a unitary state, how centralized is power in your nation? 4
Are all non-criminal adult citizens allowed to vote? No

Ethnic minorities who are citizens have the same rights as other citizens but have no protections against discrimination or abuse. Women have the same legal rights as men, mostly, but social attitudes can be very conservative and strict.
