INTRODUCTION : KANGKUNGLAND
Background:
Although known to Chinese and Malay sailors as early as the 10th century, Kangkungland was first explored by the Dutch in the 18th century and whom subsequently settled there.
The British assumed control in 1881, developing the island into a naval base overseeing Pacific Ocean trade, and establishing a plantation economy of sugar cane.
Kangkungland remained a strategically important British naval base, and later an air station, playing an important role during World War II for anti-submarine and convoy operations, as well as the collection of signals intelligence.
Independence from the UK was attained in 1950. A stable democracy with regular free elections and a positive human rights record, the country has attracted considerable foreign investment and has one of Southeast Asia's highest per capita incomes.

"This is quite an informative factbook on your nation," praises Dmitry between sips of vodka, "but I do have some wee suggestions for your factbook. You need to 'spice it up' a bit, ya'know? Your factbook is a hell of a descriptive document on your nation for any readers curious about your nation. It's also pretty easy to understand, too, with none of this overly detailed boondoggle that some people like to add in, yeah? But I do think that the appearance of the factbook is its greatest fault. Now, I ain't no artist or anyone great with fancy design and all (that's what my underpaid secretary does). But you do need some extra details n' make it more organized. The color scheme of some of your words is a good start, but it does seem a wee bit 'bizarre,' so-to-speak with which words you chose o change the colors of. For example, using the color blue on:
Official Language:
Bahasa Malayu Kangkung (Official)
English (Official]
National Language:
Bahasa Malayu Kangkung

Makes it harder to understand what's a heading for a different topic in your nation or some piece of information, especially when most of your information is not colored blue. Also, you should try to reformat and reorganize your factbook by boxing certain information up to separate different topics, like separately boxing up information on the environment and geography of your nation, and things on your economy, yeah? Or maybe use spoilers instead to separate different information. Or, maybe if ya feel that all this information in one factbook is too much, just make different factbooks describing different aspects of your nation: one for your nation's geography, one for the economy, one for culture, an' so on n' so forth.
Ah well," Dmitry concludes in a droning tone, swishing his half-full bottle of vodka around, "That's just some of my ideas. I also recommend ya look at some other factbooks. My factbooks ain't the 'golden goose' of factbooks, but ey, blame my secretary."

Demographic profile:
Kangkungland has transitioned from a country of high fertility and high mortality rates in the 1950s and mid-1960s to one with among the lowest population growth rates in the developing world today.
After World War II, Kangkungland’a population began to expand quickly due to increased fertility and a dramatic drop in mortality rates as a result of improved health care and the eradication of malaria. This period of heightened population growth – reaching about 3% a year – was followed by one of the world’s most rapid birth rate declines.
The total fertility rate fell from 6.2 children per women in 1963 to 3.2 in 1972 – largely the result of improved educational attainment, especially among young women, accompanied by later marriage and the adoption of family planning methods. The family planning programs’ success was due to support from the government and eventually the traditionally pronatalist religious communities, which both recognized that controlling population growth was necessary because of Kangkungland's small size and limited resources. The country's fertility rate has consistently been below replacement level since the late 1990s, a rate that is substantially lower than nearby countries in Southeast Asia,just below Singapore

ECONOMY : KANGKUNGLAND
Economy - overview:
Since independence in 1950, Kangkungland has undergone a remarkable economic transformation from a low-income, agriculturally based economy to a diversified, upper middle-income economy with growing industrial, financial, and tourist sectors.
Kangkungland has achieved steady growth over the last several decades, resulting in more equitable income distribution, increased life expectancy, lowered infant mortality, and a much-improved infrastructure.
The economy currently rests on oil and gas, agriculture, tourism, and financial services, but is expanding into fish processing, information and communications technology, and hospitality and property development. Oil palm is grown on about 60% of the cultivated land area and accounts for 6% of export earnings.
Image
The government's development strategy centers on creating vertical and horizontal clusters of development in these sectors.
Kangkungland has attracted more than 20,000 offshore entities, many aimed at commerce in India, Indonesia, and China. Investment in the banking sector alone has reached over $1 billion.
Kangkungland's sound economic policies and prudent banking practices helped to mitigate negative effects of the global financial crisis in 2008-09. GDP grew in the 3-4% per year range in 2010-14, and the country continues to expand its trade and investment outreach around the globe. Growth in the US and Europe fostered goods and services exports, including tourism, while lower oil prices kept inflation low in 2015.

EDUCATION : KANGKUNGLAND
Image
Overview
Education in Kangkungland,from preschool to tertiary level is overseen by the Ministry of Education, which handles the development and administration of state schools funded by government.The ministry also has an advisory and supervisory role in respect of private schools.
The government of Kangkungland provides free education to its citizens from pre-primary to secondary level and heavily subsidizes education at tertiary levels. On January 2015, the government announced that it provide free transportation to (and from) school for primary and secondary school students from families whose monthly income is less than KP1,200 (US$400).
Schooling is compulsory up to the age of 17. The government may take action against parents or guardians who fail to enroll their children to attend school
Kangkungland students consistently rank in the top halfin the world each year for the Oxbridge International O Level, International A and AS level examinations.
The education system in Kangkungland is largely based on the British system since Kangkungland was a former British colony. It consist of a 3+6+5+2 system of formal education. The education system is categorized into 4 main sectors – pre-primary, primary, secondary and tertiary. There is additionally a provision for pre-vocational and vocational education and training for school leavers and students outside of the academic stream.
Pre-primary schools accept children from the age of three.
Children from the age of five to eleven go to primary school. They are admitted in standard 1 and gradually move on to standard 6. Primary education ends with a national examination which is the
Certificate of Primary Education (CPE). Students passing CPE gain admittance to secondary schools,while those with excellent results are offered places at the prestigious National Secondary School. Secondary education is normally a 7-year study, starting from Form I to Form VI.While in Form III students will sit for the Lower Secondary Assessment Form III. Subjects taught vary and when entering Form IV, students are streamlined according to subjects they choose. At the end of the 5th year of study at secondary level, students sit for the Oxbridge School Certificate (OSC) examination. Passing the OSC exam allows them to continue another 2-year study ending with the Higher School Certificate (HSC) exam.
The medium of instruction at all levels is English (except for the Malayu Kangkung Language subject). When entering Form I students have the option to take up foreign language classes such as Arabic, Mandarin,Japanese,French,German,Spanish,Korean and Russian.
The school year consists of thirty nine weeks, divided into 3 terms of thirteen weeks as listed;
*1st Term--12 January to 6 April
*2nd Term--23 April to 20 July
*3rd Term--13 August to 1 November.

Kangkungland National Universiti (Malay:Universiti Kebangsaan Negara Kangkung ; commonly abbreviated as KNU) is a public university in the country's capital Kebunan.
First established in 1931 as a teachers' training college, it is the Kangkungland's oldest functioning institutions of higher learning.
History
The history of KNU dates to 1931 when the university was then known as the Duke of Clarence Training College (DCTC). It was mooted by the the British deputy director of Kangkungland schools, James H. Willowson as a college train local teachers. Named after the Duke of Clarence who had donated £5,000 for the cause, the college was opened on 11 November 1931 by the chief secretary of the Federated Malay States, Sir George Maxwell.
The initial instructional regime required students to complete a three-year course of training where traditional skills and arithmetic were taught. With the adoption of the Education Ordinance 1950 based on the recommendations of the 1949 Education Committee Report, the training course was extended to five years and new subjects were introduced. DCTC also came to be officially known by its Malay name,
Maktab Perguruan Negara Kangkung (English: Kangkungland Teachers College) or MPNK.
In 1961,in conjunction with its 30th year in operation MPNK became co-educational with the admission of the first batch of 150 female students. In 1971, MPNK was upgraded and renamed Institut Pendidikan Kebangsaan Kangkung (English: Kangkungland National Education Institute) or IPKK and new courses were made available leading to a bachelor's degree conferred under the supervision of Kingston College,British Columbia.
IPKK was upgraded to a full university bearing its current name on 1 May 1979 in line with the plans by Kangkungland to increase the number of university graduates in the country.
Campus

KKIK provides a comprehensive and well-balanced training of practical and theoretical. The college offers a broad-based engineering education, with opportunities for specialization and self-directed learning and development.
KKIK is the first of its kind in Kangkungland in many aspects. Firstly, in 1st September 1992, KKIK was formally registered as a Company Limited by Guarantee by the Governments of Kangkungland and the Republic of Indonesia. The Kangkungland Government, through its central agencies-the Economic Planning Unit and Treasury, contributes in defraying the development and operating costs of KKIK, while the Government of the Republic of Indonesia, through the Ministry of Economic Cooperation and the Indonesian Agency for Technical Cooperation, provides grants for the purchase of equipment as well as the necessary technical expertise to initially manage the institute and train local Kangkungites as trainers and skilled technicians.
Secondly, the Board of KKIK consists of representatives not only from Government agencies and public training institutions but from the industry as well. Such a set-up has been deliberately conceived in order to promote public and private sector linkages and cooperation as producers and consumers skills, respectively. This will help ensure a matching of the supply and demand for skills required by the industrializing economy.
Thirdly, KKIK pioneered a learning concept that blends practical skills and knowledge with sound theoretical grounding. This will allow the KKIK graduates to be able to adapt to the world of work with greater competence and flexibility, and will hopefully contribute to the nation's industrialization efforts.
Vision
KKIK is an internationally competitive learning organization delivering high quality technical education, training and services; responsive to global industry demands.
Mission
KKIK is a premier Kangkungland learning organization that provides:

In addition to lecture rooms, laboratories, workshops and studios, KKIK has an art gallery, sports facilities and a student activities' center. Also near the campus is the Al Asfar Mosque for worship and religious activities of the KKIK Muslim community. For implementation of academic and research activities there are seven academic support facilities, namely, the Central Library (with approximately 150,000 books and 1000 journal titles) on campus.
Academics
Admission and Selectivity

Admission to KKIK is conducted through nationwide entrance examination. KKIK is most selective in student admission.The aggregate admission rate in 2015 was around 13%.
Quality and Reputation
Several national, regional, and global surveys have been conducted to assess the quality of KKIK. In a 2001 survey, the top 200 high school students in the national entrance examination indicated KKIK as their first choice. In 2014, Global Accreditation Bureau ranked KKIK 80th in the field of Engineering and IT in the world, the only college in Kangkungland within the top 100 in its field.

FOREIGN VISITORS' GUIDE TO THE REPUBLIC OF KANGKUNGLAND
With reefs and rainforests, highlands and minarets, skyscrapers and sampans, Kangkungland certainly lives up to its slogan: “Kangkungland IS Asia.” One of the world’s great cultural melting pots, Kangkungland is a nation where Chinese joss houses, Hindu temples and gold-domed mosques jostle for space with towering skyscrapers. The British once presided over this fascinating sampling platter of Asian culture, leaving behind a legacy of hill stations, polo fields and high tea.
Image
Kangkungland has something for everyone when it comes to shopping;from US$5 electronics to US$100,000 handbags.
Kangkungland’s supercharged capital, Kebunan, resembles a crystal garden that has grown miraculously in the jungle. Indeed, pockets of virgin rainforest still survive amongst the towering skyscrapers, multi-storey shopping malls and monorail tracks.
Image
Kangkungland's national dish is the simple Sayur kangkung tumis or quick stir fried water spinach.
If you do nothing else, devote a day to sampling Kebunan’s street food; from Chinese noodles and Indian dosas (rice pancakes) to aromatic and spicy Malayu rendang (spicy beef/chicken stew) and seafood.
Image
The Atamtung Mountain Range is Kangkungland's renowned National Park and is only a two-hour drive from the capital.
Away from the cities, untamed nature awaits, in the form of jungles dripping with rare and exotic species and coral reefs thronged by turtles, sharks and tropical fish. Kangkungland’s sole national park as well as wildlife reserves are well-organised and well looked after.
Then there are the islands; tropical paradises such as Huri, Goya and Khumkuok have become almost legendary for fans of swaying palms, sparkling sand and scuba diving on pristine reefs. Kangkungland’s dive sites – particularly those reached on live-aboard safaris – rank amongst the best in the world.
Kangkungland's lush rainforests are inhabited by isolated indigenous tribes, whose traditional way of life is vanishing fast as the modern world encroaches; catch it now before they put up a parking lot.

Kangkungland has no shortage of hotel beds, but in its smaller towns and at popular resorts, it is wise to book in advance, particularly during school and public holidays. Kangkungland is a member of the International Youth Hostel Federation (www.kyha.org.kk), and there are a number of inexpensive youth hostels dotted around the country. Accommodation is in dormitories and most hostels offer meals on-site.
Homestay Accommodation:
The government has an official homestay programme, with accommodation in family homes in rural areas of the country. By far the most atmospheric experience is staying in a tribal longhouse in the country's interior region, but there are strict rules about where and when you can stay, and arrangements must be made with a local guide.
Backpacking hostel:
Image
Kangkungland is a growing popular backpacker destination and backpacker hostels and rest houses are found all over the country. Most offer air conditioning, internet access and lockers for valuables, but rooms often have shared bathrooms and noise can be a problem.
Total foreign arrivals to Kangkungland:
1.3 million (2015)

THE EXECUTIVE COUNCIL OF THE REPUBLIC OF KANGKUNGLAND
The Executive Council of Ministers advises the President of the Republic in the making of major decisions. The constitution of the Republic provides a cabinet under the leadership of the President that must be appointed after each general elections.
A cabinet minister may, or may not be a member of the Kangkungland Parliament.
The Attorney General, who is part of the cabinet, is appointed at the discretion of the President.
The president is elected through universal suffrage. He or she is both the chief of state and head of government, heading the Executive Council, or cabinet.
The executive branch is divided into Ministries, each headed by a minister appointed by the president. The President's appointments are confirmed by the Kangkungland Parliament. In some cases, a minister is responsible for more than one ministry (for example, Environment and Housing may be combined), or a minister may be assisted by one or more ministers of State.Each ministry also has a Secretary General, who is a senior civil servant.
The ministries are responsible for various government-owned entities and corporations, such as universities, and the Kangkungland National Petroleum Corporation. However, some parastatals are the responsibility of the Office of the Presidency, such as the Independent Electoral Commission and the National Civil Service Commission

The Independent Commission for the Eradication of Corruption of the Republic of Kangkungland (English acronym ICEC; Malay:"Suruhanjaya Bebas untuk Pembasmian Rasuah",SBPR) is an independent anti-corruption agency with a broad mandate in the field of preventing and investigating corruption , breaches of
ethics and integrity of public office .

The ICEC's activity is legally based on the 1960 Act on Integrity and Prevention of Corruption (with later amendments).

With the Act, its mandate, working areas, and powers were expanded to include, for example, lobbying oversight and whistleblower protection. In 1991, with the amendments to the Act the powers of the Commission were further strengthened,including power to subpoena financial documents of the public servants, management, and boards of public enterprises for corruption, conflict of interest, or breach of ethics.
Independence
The ICEC meets the requirements for an independent body as defined by the UN Convention against Corruption since it is not subordinate to any other state institution or ministry, and does not receive direct instructions from either the executive or the legislative branches. Parliament determines its budget yearly. The Commission is autonomous in the way it allocates the financial resources. It has power of the law enforcement or
prosecution system and has access to financial and other documents (notwithstanding the confidentiality level), and power to conduct administrative investigations. It has power to issue fines for different violations (sanctions can be appealed to the Court).

Executive team
The Act provides a special procedure for appointment and dismissal of the Commission's executive team consisting of Chief Commissioner and two deputies. They are appointed by the President of the Republic of Kangkungland following an open recruitment procedure and nomination by a special selection board.
The Chief Commissioner's term of office is six years, the deputy's five. They can serve up to two terms in office. Prior to the expiration of the mandate, they can only be dismissed from office by the President of the Republic.

Working areas
The legislation gives ICEC a mandate in the field of preventing and investigating corruption, breaches of ethics and integrity of public office. Its tasks, among others, include:
conducting administrative investigations into allegations of corruption, conflict of interest and illegal lobbying;
protection of whistleblowers ;
monitoring the financial status of high level public officials in the executive, legislature and judiciary through the assets declaration system;
maintaining the central register of lobbyists ;
adopting and coordinating the implementation of the National Anti-Corruption Action Plan;
assisting public institutions in development of integrity plans (methodology to identify and limit corruption risks) and monitoring their implementation;
designing and implementing different anti-corruption preventive measures (awareness raising, training, education, …);
serving as a national focal point for international anti-corruption cooperation on systemic level.

Accountability
Substantive decisions of the ICEC (ruling on corruption, conflict of interest, etc.) are subject to judicial review of the Administrative Courts. Under the law, the ICEC must be the subject to external audit and its reports are submitted to the Parliament and the President. The ICEC is also required to present yearly reports to the Parliament. In addition, by law, decisions (with few exceptions) must be published on the internet and various provisions in the law require the ICEC to publicise its work and its findings.
