Overview:
To become a government bureaucrat in Kingdom of Kwunjin, one must satisfy all follow conditions:

1)Must be educated in the Kingdom for at least 10 years
2)Must graduated from a public university or an accredited private university in the kingdom of kwunjin, your major does not matter.
3)Pass* the Royal Bureaucracy Competitive Essay Examination(Total of 5 essays-One essay on Public Law, one essay on Politics, One essay on World Affairs, One essay on Economy, and One essay on Ethics and Governance)
4) Passing the test is not enough, all who passed the first examination stage must proceed to interview stage and 60% will be eliminated.
5) Those who survived examination and interview stage inaugurated as a bureaucrat and take an oath to serve the people of Kwunjin, to protect Kwunjin's interest, to uphold the Constitution, and be loyal to the King. If they break one of the rule, they will be hanged.

Once selected, the job is life tenured and have high salary to prevent corruption. For this reason the examination is competitive with pass rate of 2.4%

You can take the test as many times as you want. Hamilton Michael Huun was famous for failing the test 34 times before finally getting accepted. He was 57 when he was accepted and served 10 years as a mid-level bureaucrat.

The average bureaucrats took the test 3 times before finally passing. It is the most challenging profession in the Kingdom.

*definition of pass is having B+ average on all 5 essays. Each essay will be assigned a grade(graded by 4 graders): A, B, C, or D. The average score for 2009 is C-. In 2009, 95% of all accepted Bureaucrats scored A-, other 5% score B+.

In order to become a Senior Administrative Official like a Common Judge, Member of Assembly, one must:
1) Be a Citizen of the Empire (which is a much harder process here as every person must earn it individually through four years of service)
2) Win the election to their position by popular vote

In Order to become a Senator or Supreme Court Judge, one must:
1) Be a Patrician (A Member of an Elite Group of Citizen's, who have performed great acts for the Empire and have been rewarded with this status, they include titans of industry, war heroes, great artists, writers, philosophers and painters, and other notable people, every year the Patricians vote on a single worthy Citizen's Family to be bestowed with the rank of Patrician)
2) Have Political or Legal Experience
3) Win a popular election by the citizenry

Bureaucratic Positions are minimal, since the government frowns on all but limited forms of bureaucracy, these are generally hired or volunteer workers (Administration is ironically a form of civil service), bureaucrats who take payment are generally well provided for with an annual salary that puts them in the upper middle class (50,000 ISD per annum). In order to apply for a bureaucratic position one generally must:
1) Have a management or other service degree; other degrees will be accepted based on relevance, more degrees obviously increases chance
2) Pass a test on bureaucracy and service
3) Have a cheerful and helpful disposition
4) Hate unnecessary bureaucratic ribbons

Our civil service is open friendly and efficient, thing never get lost in red tape, or stone-walled. Though minimal it does it's job well.

A number of news reports have emerged alleging that a disproportionate number of our civil servants seem to be named Rostefantonastic. At first glance, it appears to be the only name in the capital phone book. However, that only indicates that a lot of Rostelfantonasics have phones, not necessarily that they work for the government.

Accusations of nepotism are judged to be unfounded since many of the Rostelefantonastics deny being related at all. It might just be a very common name wherever they come from.

Concerns have also been raised about the fact that most government offices seem to be in suburban mini-malls next to BunsMaster bakeries. Inquiries into possible connections between the Rostelefantonastic family and the BunsMaster Corporation have failed to turn up any evidence and the report has subsequently been lost behind a filing cabinet.

Administration in Rejistania? Let's see the criteria, an applicant has to fulfill to be employed:

* Must be related to someone in the administration to get the positions where efficiency happens
* Must have finished advanced school (if criterium 1 applies this can be ignored)
* Must be literate in Rejistanian
* Must be numerate (have an at least acceptable understanding of maths)
* Must be literate in at least one local language if the job requires contact with the public
* Must be at least somewhat skilled in the use of the prehistoric SI computers and OSes
* (for persons of the preferred gender of a higher up: must be good-looking and must not be prude. This criteria can be lifted by the partner of said higher up )

The requirements for Vetalian civil service are fairly simple:

1. Be a citizen of Vetalia, naturalized or native.
2. Pass the appropriate civil service examination for your desired rank.

The difficulty of the exams increases steadily; from a GED-equivalent exam at entry-level to a post-doctoral level exam at the Proconsular level. The exams are administered independently of the government and are graded both anonymously and by computer. On average, the top 10% of any examination group are referred upward each year, with an unlimited number of retakes permitted provided the test-taker can afford it (starting at around 50 rubles for the lowest-level exam and as high as 1,500 rubles for the Proconsular examination). These referral percentages and prices change depending on the need for additional replacements for higher levels.

In theory, any civil servant with sufficient effort, study, and patience can rise to the very top, although penetrating the upper levels of the civil service is difficult since these positions are held for a long period of time. To hold any public office, you must be at least 25 (this varies depending on what office you are running for. You also have to be a natural born Munich citizen.
