Vault 93, as with every other Vault (except for the 7 control Vaults, and the unfinished ones), has a designated social experiment done on an ignorant population. Advertised as huge fallout shelters that were luxurious, futuristic, and had the comfort of home, most Vaults were actually meant to conduct cruel experiments on it's inhabitants, ranging from radiation, cloning, cyrogenics, rapid mutation via the Forced Evolutionary Virus, and much more. Vault 93's experiment, which is rather tame compared to most others, was testing the hypothetical direct democracy, with referendums and public debates on almost every decision.

Human experimentation is one way Valgora "executes" dangerous criminals. The medical experimentation can be extremely brutal; however, we don't have to resort to animal testing. Obviously, the medical experimentation is done against the person's will, but maybe they should have thought twice before raping or murdering a person. All test subjects are kept alive until: death by illness, death by experimental drug, death by experiment surgical procedure, death due to other complications, etc.

Once fully tested and approved, patches are rolled out to the rest of the human population. These patches are mandatory.

We also keep a population of test subjects for every other species of interest.

Animal testing is considered unreliable, and therefore, a waste of time. They do not have the same DNA as the target species, so it's sort of like testing a PC app on an Apple. Even though the two are similar, it is unreasonable to expect the same code to work the same way across platforms. The same principle applies to cross-species experimentation, so we avoid it.

Experimentation on Decepticons is not really necessary since a properly-educated coder (or for physical things, an engineer) can figure out what's going to do what in a more mathematical fashion. That, however, doesn't stop Decepticon citizens from trying out new patches and physical upgrades on themselves (whether or not they have the education needed to do it right on the first try). Fortunately, the Debugging Centers are good at rolling back changes that didn't work out so well. It does, however, advise that everyone make a copy of their original coding before changing things around. As long as the mis-patched person is still sane enough to tell where their backup copy is, having one makes a rollback a very simple operation. Physical mistakes are harder to fix, but on the positive side, the person who made the mistake can do the work himself as long as he still has the manual for his original body design.

All human experimentation in New Birgland is done with the full consent of those experimented upon. All experiments on live subjects, be it human or animal, are required to be humane. Examples of common human experiments are drug trials, psychological trials, and sociological experiments.

In the Eternal Empire, we consider this practice necessary for medical development and understanding human physiology. However, this has proven difficult from time to time, as test subjects are often inferior in genome to the Ephyral race. We have then since permitted human experimentation on all life-sentence prisoners, slaves owned by the state and other such individuals.

Human experimentation has been sanctioned by both the crown and the Imperial government, and receives funding from the Pyramid of Organic and Biotic Science to be used by the Directorate of Experimentation. These experiments range from human behaviour under sensual deprivation, sensual over-stimulation, pain thresholds, reaction to medical drugs, reaction to biological and chemical weaponry and other, more classified experiments. For the purpose of mean averages and accuracy, the Directorate tests on both sexes, and a range of ages from young to elderly. If it can be helped, the life of a test subject is prolonged to advance tests, but if the extending of lifespan will prove to affect the results of the test, the subject will be terminated.

The earliest known case of human experimentation in Ephyra comes from the days of the High Empire, with surgeons and physicians dissecting living individuals to learn about how the body works. Though few of the Imperial populace are aware of exactly what goes on, most are aware that some form of experimentation exists. For security reasons, information regarding the tests are withheld by the Imperial Ministry of National Information and the Imperial Commissariat of Information, to be leaked neither to the populace nor other nations. Whilst other nations suspect our involvement in legalised human experimentation, none have found enough evidence to condemn, and it would not matter if they did. Ephyra has been condemned many times, but has survived due to the fact of self-sustenance. We do not need other nations, we do not depend on other nations, so when those nations try to condemn us and sanction us, it is words lost to the wind and footprints covered by the ocean.

The experimentation is almost always done against the individual's will, as the array of tests lined up can be agonising. This does not even require sadistic operators, as slaves are not even considered human, and prisoners to be forfeit of rights. So in short, we test upon those who have no other purpose than to serve the empire or who have betrayed it. Suffice to say, the knowledge gained from our experiments is invaluable and vast, and remains a closely guarded secret of the Directorate and its associate Pyramid of Influence.

All experimentation must be conducted with the express consent of the individual to be experimented on. The same goes for our sentient turtle and mushroom populations. With explicit consent, there is no regulations in regards to what can then be done to them. They committed the worst of crimes, so they deserve no right to a dignified execution.

On the other hand, for those who committed less heinous crimes but are up for execution either due to the excessive strain they would put on the prison system (sick and unhealthy people) or the uselessness of a jail term, we do not condone human experimentation on them. Most of those experiments were or are conducted by the Dushan Armed Forces or affiliated Organizations and Institutions. They are not limited but include Brainwashing, Augmentation, Genetic Enhancement and bionic augmentation. Some Pharmaneutical Corporations and other Groups have been as well involved in such practices.

Efforts to limit, restrict or entirely abolish those practices - who are often conducted or carried out in secret or outside of existing legal parameters - are undergoing with only limited sucesses, due the involvement of powerful and influential interests in those matters.
