It's very likely that they consider murder to be a form of immorality. In addition, Nova seems to be a Christian state, and there's a school of thought in some religious circles that immorality, as a crime against God, is worse than murder, a crime against man - which is why the former gets you punished eternally, whilst the latter causes you to be punished only the material world. Of course I can't speak for Nova, but this is a real position that some religious people hold, especially those in strongly theocratic states.
