If The Emperor is unable to lead, then the council of advisors will continue handling day-to-day affairs as they would otherwise, and any major decisions will be handled by council vote. If The Emperor dies, or is permanently unable to serve, the first considered is his spouse. If they are deemed unfit to rule, the next considered are his children. If none are of age or deemed fit to rule, then one of the advisors is chosen, if the they are deemed fit. The line of ascendency continues pretty far down the line of government.

In Yakus, the Prime Minister would be the first person to be declared Acting President should the President be unable to carry out their duties for a small period of time. In these circumstances, the Deputy Prime Minister would then become Acting Prime Minister.

If the President know beforehand that he will be unable to carry out his duties temporarily, he can contact the Parliament of Yakus and appoint someone to take over as Acting President; normally, this would be the Speaker of the House of Representatives.

Usually, if the President is unable to lead, it is permanent, given the only plausible factors of incapacitation from duties in Chzeng is death, or physical/mental incapacitation from an accident (usually orchestrated if anything). Regardless, even if the incapacitation is temporary, a power struggle will be set off, with yet another debacle with dozens dead and the best and most ruthless emerging as the new interim authority before new elections are held. Legally, the emergency presidential succession line still applies, but usually they'll be busy killing each other for it to be truly implemented in such an event.
