If the rifle can't be mass produced, it's a poor infantry rifle. Good infantry rifles are not good rifles, though. They are mediocre rifles. They are made to cheap and rapidly producible, not accurate or particularly well-built. Infantry rifle sights are generally made for producibility rather than accuracy (consider the AK's terrible sights) and the materials chosen are generally poorly finished and designed for rapid production.

Of course, M16 can be produced faster and provide more firepower per unit production time than any bolt-action ever designed. The M1 Garand stocks alone could be produced at a rate of 1 man-minute per stock. I don't know what G98 is, but let's be generous and say it's about half that, which means your rifles are being produced in about half the time.

A Holland & Holland double rifle is a good example of a good rifle. Accurate, strong action, and very well made, with two barrels to boot. These rifles are also $100,000 or more.
