Postby Imperium Sidhicum » Tue Sep 06, 2016 12:25 pm

Full Nation Name: Imperium of Sidhae
Government Type: monarchy/stratocracy
Head of State:the Empress
Head of Government: the Empress
Economic System: planned, limited free enterprise

Are elections held? Yes; most civil officials are elected
Are elections run by independent candidates, or by party candidates? Independent; political parties are illegal
Can individuals or organizations pledge financial support to a politician's campaign? Only the candidate's Clan may grant financial support for political purposes. Since the ideological and political differences between the Clans are insignificant, and Clans do not represent particular interest groups, but citizenry as whole, there is no conflict of interest. Having a member elected to an office is largely a matter of prestige for the candidate's Clan.
Is the military a part of the government? Yes. In fact, military background is a pre-requisite to even be eligible to vote or hold a government office. A good share of the Imperium's worlds are also under direct military administration.
Is the government secular or theocratic? Secular.
Is the legislative body a separate part of the government? No. Members of the executive branch also hold seats on the General Assembly.
Is the Supreme Court a separate part of the government? No. There is no Imperium-wide supreme court, the highest judicial instance being the monarch. The judicial system is subordinate to the Ministry of Justice.
Do you have government agencies? Obviously.
Are politicians subject to the law? Yes, save for the monarch, whose will is the law. Still, there are the Statutes (the vague Sidh equivalent of a constitution) that were set as guidelines for the monarch as well, so even the sovereign cannot arbitrarily overstep his or her authority as defined under Statutes without serious political repercussions.
Does Politicians have privileges? Sidh society is strictly meritocratic - one must work to earn any luxury or privilege, politicians being no exception. So while officials may have certain privileges that invariably come with high status, none of them is granted arbitrarily simply by virtue of holding a certain office.
Is the media state-run? Yes.

Do you have an official police force? Not Imperium-wide, no. Each planet raises it's own independent Urban Security force which acts as the regular day-to-day law enforcement. All Urban Security forces are, however, organized, equipped and trained to a unified standard.
Is your police force militarized? Yes, and heavily so. If anything, Urban Security is more of a well-armed paramilitary gendarmerie than a traditional police force, having it's own armored vehicles and attack aircraft among other things. This is because they would likely be among the first responders in the event of a planetary invasion, needing adequate equipment to hold their ground long enough for the military to muster a proper response.
Do you have a secret police? Yes, though Domestic Security isn't at all that secretive. Unlike Urban Security, which is effectively a set of independent local law enforcement organizations, Domestic Security has an Imperium-wide mandate. Their main duties are mass surveillance, counter-espionage and combating of organized crime and corruption. In this respect, DomSec is analogous to American FBI or NSA, or Russian FSB. Obviously, tracking down political dissidents, enemy sympathizers and other subversives is also an important task. Domestic Security also oversees the Imperium's penal system.
Does your police force undergo sensitivity training? Sensitivity training? Unless you mean instruction in which body parts are the most sensitive to the application of stun sticks and combat boots, no. When it comes to law enforcement, Sidh authorities don't make a habit of engaging in long debates - when they speak, they expect to be obeyed immediately and without further ado. Rather than teaching them to avoid physical force and intimidation, Sidh lawmen are instead taught how to apply force and intimidation most effectively. Sensitivity training becomes unnecessary if everybody knows that the authorities can and will deliver a swift and merciless beatdown to any who fail to cooperate after first warning, making the simple presence of Urban Security a sufficient deterrent.
Do you have the death penalty? Yes. Normally it is reserved for military crimes like desertion or cowardice, and for special circumstances, such as when conventional imprisonment would be impractical or dangerous to implement. However, many penalties applied as part of regular prison discipline often involve the subject's death as coincidental, if not necessarily intended, part of the punishment.
Do you have prisons? Not in the usual sense. The Imperium's penal system is based on labour camps, most crimes carrying varying terms of hard labour as penalty. The closest thing to traditional prisons are detention facilities, where the inmates await judgement or transfer to a labour camp, rarely spending longer than a month in them.
Do you have maximum security prisons? No, the Imperium has only labour camps - the bad camps, the really bad camps, and the totally-fucked-bad labour camps. This latter class is the rough equivalent for maximum security prisons, being sent to which is effectively a protracted death sentence. If backbreaking work, malnutrition, poor sanitation, sadistic guards and violent inmates don't finish the prisoners off on short notice, then the hostile and deadly environment these facilities are invariably located in certainly will. Even for the Domestic Security staff, being assigned to such a camp is in itself a form of punishment, meted out for serious disciplinary infractions.
Are you a police state? Not really. We are a military state.
Do you have security cameras in public places? Yes. Also surveillance drones, microphones, and plenty of other sensors that keep track of what citizens do, speak and even feel.
Do you monitor web searches? Obviously.
Do you tap phone calls? Of course.
Is top-notch security available for purchase by the populace? No. The authorities are generally doing a good enough job to make such purchases necessary, and anyone important enough to need such a degree of protection will be assigned one by the state.
Can civilians arrest criminals? Yes. In fact, it is the duty of every citizen to interfere within his abilities upon seeing a crime in progress. Which tends to make the job for the authorities much easier.
Is vigilantism legal? In principle, yes. While on the more developed worlds, the authorities don't generally appreciate citizens taking matters in their own hands, neither will they intervene if a criminal is caught and given what's coming to him by a mob of angry vigilantes unless he is truly innocent - and with their omnipresent surveillance, the authorities almost always know whether the situation merits their intervention. On the Frontier worlds, vigilantism is a matter of necessity with the limited presence of central authority, so colonists are actively encouraged to form their own militias and enforce the law, this early cadre of vigilantes often later becoming the foundation of the colony's first Urban Security force.
Can criminals be detained indefinitely? Yes. Not that it is widely practiced for economic reasons - the Imperial authorities much rather prefer quickly sentencing any detained offenders, even on trumped-up charges if need be, be done with it and forget about them.
Can criminals be denied legal counsel? It takes someone pretty important to even claim anything as elaborate as a legal counsel in criminal cases. Sidh attorneys work mostly in civil litigations, the accepted practice in criminal law being only detaining a suspect when enough evidence of guilt is accumulated to guarantee an immediate conviction, making legal defense a largely useless luxury.

Is the nation militarized? Yes and heavily so, in fact to the point that civil and military societies have effectively become one and the same. The Imperium is referred to as an army with a state for a reason.
Do you have official armed forces? Obviously.
Is your military up-to-date? It's not just up-to-date, it's the best damn military in the Galaxy in terms of technology and training.
Can military servicemen arrest criminals? Yes. Like all Sidhae, soldiers are in fact obliged to act against crimes in progress, even moreso than civilians. While usually the military defers this task to the appropriate civil authorities, that is not the case on worlds under military administration, where the military also serves in police capacity.
Is the military subject to the law? Yes, the military laws. A soldier charged with wrongdoing cannot be tried in a civil court, and will face a court-martial instead. If the penalty dispensed involves a dishonourable discharge, however, the offender can still be tried as a civilian after being drummed out of the military.
Does the military have its own courts? Yes. Military justice within any given unit is usually dispensed at the discretion of it's commanding officer. More complicated cases are resolved by a court-martial composed of three officers with the appropriate judicial education and training.
Are military courts independent of civilian law? Yes.
Are civilian laws active on military installations? No. Everything and everyone on military premises is subject to military laws regardless of one's status. Civilian contractors consent to being subject to military law for the duration of their employment in their contracts. While contractors and visitors will obviously not be expected to follow certain aspects of military law such as the military regulations, they will still be judged according to military law for any wrongdoings that are also illegal under civil law if the offense is committed on military premises.

Can military equipment and weapons be purchased by civilians? In principle, yes. Most Sidhae cannot afford it, however, nor have any pressing need to own any such weapons.
Can civilians own firearms? Of course. In fact, every Sidh is required by law to master at least basic military skills including the use of firearms. As said before, most have no need to privately own any weapons though.
Are pharmaceutical drugs legal? Of course.
Are non-pharmaceutical drugs legal? Depends on what constitutes a "non-pharmaceutical drug". There's a big difference between a herbal tea and a herbal recreational drug.
Can pharmaceutical drugs be used for non-pharmaceutical reasons? Again, depends on the reason. It is, for example, fully legal to use drugs as precursors to make explosives (assuming they are not later used for illicit purposes), but forbidden to be used for recreational intoxication.
Do you have freedom of speech? Sure. What we don't necessarily have is freedom after speech. On a more serious note, Sidh people do in fact enjoy a considerable degree of freedom to speak their mind, and simply disagreeing with the government policies certainly will not disqualify them from that freedom. It is subversive and seditious speech that is restricted, as in any normal country - incitements to rebellion, riot and commission of crimes, promotion of degenerate and unpatriotic views and ideas, expressions of defeatism and efforts to undermine public confidence in the authorities, promotion of views that sow discord and disunity amongst the populace. Even the so-called "free" nations tend to have a rather low tolerance for such acts, and we are no exception.
Do you have freedom of press? Yes and no. All media is owned by the state, and while the reporters have considerable freedom in picking subjects to write about, including criticism of government policies, sensitive information may at any time be withheld by the outlet under direction from the authorities.
Do you have freedom of thought? Of course, as long as the thinkers keep the un-Sidh and unpatriotic thoughts to themselves. If they don't, that already constitutes sedition.
Do you have freedom of assembly? Yes, unless it involves association with known traitors, criminals, political dissidents or other enemies of the state whose actions have been judged as illegal.
Religious Freedom? No. The practice of obsolete foreign superstitions is one of the few things explicitly unwelcome in the Imperium.
It is legal to offend someone based on race/gender/etc? Of course. As far as Sidhae are concerned between themselves, there is no such thing as race, gender and etc., there's only Sidhae and everyone else, so insulting an outsider over any element of his identity is completely acceptable and legal. Trying the same among one's fellow Sidhae is still legal, but ill-advised - Sidhae tend to be very honour-conscious and do not take kindly to personal insults of any form, and annoying cyborgs designed for war isn't a smart idea in general.
Are protests legal? Yes, provided they do not disrupt public peace and order.
Are sit-ins legal? No, because they tend to be disruptive.
Are strikes legal? No, because they damage the economy and therefore class as economic sabotage, a very serious crime under Imperial law.
Are corporations above the law? No. Business enterprises that could claim to be corporations are all owned by the state, and thus effectively the same thing as the law.
Freedom doesn't mean being able to do as one please, but rather not to do as one doesn't please.

A fool sees religion as the truth. A smart man sees religion as a lie. A ruler sees religion as a useful tool.

The more God in one's mouth, the less in one's heart.

Full Nation Name:
The Arthurian Federation

Government Type:
Direct Directorial Democracy and an Elected Non-Hereditary Principality

Head of State:
Raðmaður Marin II

Head of Government:
Storting (The Federal Council) - a nine-person joint head of government

Economic System:
Nordic Model Mixed Economy

Are elections held?
Yes. Elections are held at the federal and cantonal level, as are referenda for certain laws.

Are elections run by independent candidates, or by party candidates?
Both. Party candidates are more common than independents, but both are represented in parliamentary institutions at the federal and cantonal levels.

Can individuals or organizations pledge financial support to a politician's campaign?
Yes. The maximum donation that any individual or organisation can make is capped at the equivalent of US$60,000.

Is the military a part of the government?
Yes. Forsvaren Makt is under the political authority of the Federal Minister of Defence, but is operationally independent.

Is the government secular or theocratic?
Secular. Technically the government is 'tolerant of all religions' and does not negatively discriminate against them in the name of secularism, but neither does it allow religion to overtly influence its policies.

Is the legislative body a separate part of the government?
Partially. The legislature is independent of most parts of government, but members of the executive are selected from within its ranks. The legislature retains strong political powers against the executive.

Is the Supreme Court a separate part of the government?
Yes. Though administered by cantonal and federal ministries of justice, the judiciary is operationally independent and its decisions cannot be challenged by the other branches of government.

Do you have government agencies?
Yes.

Are politicians subject to the law?
Yes.

Do Politicians have privilegies?
None of significant value. Elected Folkmaður and Landmaður may claim free public transport and are admitted into the Alting's employees' bar. Other than that, there are no special privileges granted to politicians.

Is the media state-run?
No. Tax receipts are partly used to fund various cantonal public television networks, but they are operationally independent of the cantonal or federal governments. There are also multiple private media outlets not subjected to government oversight.

Do you have an official police force?
Yes. Both cantonal and federal Logreglan exist.

Is your police force militarized?
No.

Do you have a secret police?
No.

Does your police force undergo sensitivity training?
Yes. Cantonal and federal Logreglan offer cultural and mental health courses.

Do you have the death penalty?
No.

Do you have prisons?
Yes.

Do you have maximum security prisons?
Yes.

Are you a police state?
No.

Do you have security cameras in public places?
Yes. These are privately-owned and operated by the individual or organisation on whose land they are constructed. The government must get permission of the owners or a judicial warrant to access the footage.

Do you monitor web searches?
Sometimes. The government requires a judicial warrant to do so. This is only granted with prior evidence to back the government's claim and lasts for six months before it must be renewed. Web monitoring is therefore not regularly conducted.

Do you tap phone calls?
Sometimes. The government requires a judicial warrant to do so. This is only granted with prior evidence to back the government's claim and lasts for six months before it must be renewed. Phone tapping is therefore not regularly conducted.

Is top-notch security available for purchase by the populace?
Yes. Depending on cantonal laws, these security firms may or may not be permitted to carry firearms. They are not permitted in any canton to operate military-grade equipment.

Can civilians arrest criminals?
No. Civilians may subdue criminals while waiting for the Logreglan to conduct an official arrest.

Is vigilantism legal?
No.

Can criminals be detained indefinitely?
No.

Can criminals be denied legal counsel?
No. If they cannot afford legal counsel, the criminal is granted a state defence lawyer.

Car Accidents Deaths in the last year:
3.2 per 100,000 of the population. 512 in total.

Number of Homicides in the last year:
0.7 per 100,000 of the population. 112 in total.

Is the nation militarized?
No.

Do you have official armed forces?
Yes.

Is your military up-to-date?
Yes. To the extent that one can define or determine that.

Can military servicemen arrest criminals?
No.

Is the military subject to the law?
Yes.

Does the military have its own courts?
Yes. These courts are only permitted to judge on breaches of military regulations. For breaches of civil or criminal law, even if conducted in military premises, the accused must be judged by a civilian court.

Are military courts independent of civilian law?
No.

Are civilian laws active on military installations?
Yes.

Can military equipment and weapons be purchased by civilians?
No.

Can civilians own firearms?
Sometimes. This depends on the applicable cantonal law. Some cantons allow ownership of semi-automatic low-calibre rifles or shotguns because of their necessity against wild animals, others (such as the city-cantons) have banned firearm ownership outright.

Are pharmaceutical drugs legal?
Sometimes. If the drugs pass clinical trials to meet government standards, they can legally be prescribed by medical professionals.

Are non-pharmaceutical drugs legal?
Sometimes. Drugs such as marijuana are legal and freely available; other drugs are legal only in certain cantons. Some non-pharmaceutical drugs which have been deemed unsafe by the federal government are banned across the country.

Can pharmaceutical drugs be used for non-pharmaceutical reasons?
Sometimes. Technically they can only be prescribed by medical professionals for medical purposes, but certain 'safe' pharmaceutical drugs are traded outside of medical situations. These illegal trades are rarely enforced by the Logreglan. 'Unsafe' pharmaceuticals do not receive such lenient treatment.

Do you have freedom of speech?
Yes. To the extent that one can possess so abstract and ill-defined a concept.

Do you have freedom of the press?
Yes. As with all freedoms, its applicability in Arthuria is on a scale. Freedom of the press is constitutionally-protected, however.

Do you have freedom of thought?
Yes. To the extent that one can possess so abstract and ill-defined a concept. There are constitutional protections for freedom of thought, however.

Do you have freedom of assembly?
Yes. Broadly-speaking, as this is not a binary freedom and nor are most others. There are constitutional protections for freedom of assembly, however.

Religious Freedom?
Yes. So long as the practice of that religion does not breach other constitutional protections.

It is legal to offend someone based on race/gender/etc?
Ambiguous. Hate laws exist to prevent speech being used to incite violence or abuse. When someone is expressing an opinion, however, it becomes difficult to determine where the line between freedom of speech ends and hate begins. It is the job of the courts to decide this on a case-by-case basis.

Are protests legal?
Yes. Criminal damage charges may still be brought against individuals or organisations during protests, however.

Are sit-ins legal?
Yes.

Are strikes legal?
Yes.

Are corporations above the law?
No.

Do you have an official police force? Yes
Is your police force militarized? No. Militarized domestic security forces are limited to special circumstance.
Do you have a secret police? No.

A public defender is assigned to represent the subject to such monitoring (without their knowledge) and is tasked with presenting a litmus case against the court order upon the request of a relevant agency.
Do you tap phone calls? [see prior response]
Is top-notch security available for purchase by the populace? Security companies offer home security systems, but nothing over the top such as a corporate army exists. Property protection is generally trusted to the state police.
Can civilians arrest criminals? Yes, provided they are trained and hold a license in public defense. These can be obtained through a community policing education program at most any police station.
Is vigilantism legal? Active vigilantism is considered a threat to public order. Is the military subject to the law? Yes. The military is subject to national laws in Merriwhether's territories and abroad and judgment for violations will reach an officer of our country regardless of where they are deployed.
Does the military have its own courts? Yes. Military tribunals are common in addressing legal violations of Merriwhethran soldiers and issuing judgments against civilians of foreign countries in violation of our sovereignty. Such offenses include vandalism and trespassing of the properties of our foreign embassies, consulates and legations without diplomatic immunity.

Do you have freedom of assembly? Yes.
Religious Freedom? As religion is excluded from politics, so too are politics excluded from religion in our society.
It is legal to offend someone based on race/gender/etc? Yes. If you cannot tolerate injurious ignorance, particularly humorous as most is intended, then freedom of speech must be a rather inconvenient thing to you...
