it's not banned at all, but isn't popular at all due to internet access being a luxury and only bharathi films and series being shown on tv.

Anime is legal and easy to access because of good income of the poor and of the plebeians. Tagalogs are fine with it but since they're more Conservative than usual countries today, they don't like people cosplaying. Also hentai is legal.

Though anime is generally popular among any given series' target groups (typically children, teens, young adults) and other... enthusiasts, it does not enjoy a cultural space beyond that of other animated television shows. No single series is culturally dominant or popular.

Well, it makes its own anime, but mostly it is used either for propaganda purposes, or simply for portraying Commonwealth States, and/or Provinces and Autonomies in a silly way- something like hetalia. Other genres of anime are rarely drawin in Commonwealth, however.

In the Capital city, we held a referendum whether Anime should be banned. We weren't surprised when 90% of the votes said 'NO'. Even the elderly voted as well. So this proves that Anime is quite popular, and beneficial to the Tagalog economy.

Anime is discouraged since it decreases the sexual function of the human male and facilitates the sexual attention from real humans to fictional images and media. That is why no government funds are used to support any anime media industry or conventions.
