It would probably depend greatly on the circumstances, however the possibility of the issue ever coming up is extremely small. The sovereignty of Dagnia and keeping the territories of our solar system intact are an integral part of our culture and the religion > 80% of the population follows. In addition, the prefectures and local governments right down to the level of city, town and even hamlet or city block are given a great deal of power, so if they did feel the need to be vastly different from the rest of the country, they could likely do it without having to declare full independence.

If for some reason a territory within our solar system were to wish to secede, it would be met with violent opposition and be put down swiftly. What few possessions we have outside would probably be allowed to go.

China has powerful regional governments with complete autonomy with regards to internal affairs, so there isn't much demand for sovereignty in these cases. The two regions are Mongolia and Tibet.

The government remains quiet about basically anything that happens there, as long as they use the phrase "in obedience to" to quote documents from the central government. In other words, as long as they nominally recognize the central government as an administrative superior, it's all good. Even open sovereigntist movements are tolerated, though the Ministry of Foreign Affairs maintains that "there is no cause to extend diplomatic recognition to either Mongolia or Tibet as sovereign states".
