Overview

Nanban-Ha, officially the Empire of Nanban-Ha, is a dominant power since the beginning of the 11th century. With a total land area of 38,121,186 square kilometres and a population of 186.7 millions of permanent residents which must be added over 81.3 million non-permanent residents of various nationalities and ethnics groups, it ranks as the seventieth most densely populated country in the Aeropenian region. The country is not ideally located since it is curve around the North Pole and that most of it coast is difficult to access.
During more than ten thousands years, the country was the epicenter of a dynamic commercial and cultural life independent from both the Dork Empire and the Federation of Tovarya. Many times, the country was threatened to be occupied by multiples waves of invaders, but each time, the proud people of Nanban-Ha managed to overcome adversity and unified to defeat their ennemies. His ships cross seas and oceans, surfing the sea lanes that people had never walked before. They were the first to cross the North Ice Sea, to discover what lies beyond volcano chains, toxic clouds and corals of the Northern Reef. Technological progress, the courage of his sailors and his privateers, the initiative and the financial and commercial inventiveness was to ensure the Nanbans millennia of prosperity and wealth despite its relative isolation of the conflicts of the other nations of the region .
From the 11th century, the expansion of Morvan family influence completely changed the balance of power. Challenging the old status-quo which had previously governed power relations within the Nanban, the Morvan family challenge the political anarchy to the point where governing institutions were quickly made inoperative. During the 12th century, social and political conflicts at the hearts of the Nanban society drifts onto latent forms of civil war. After six centuries, the defenders of the old order were overwhelmed and the country conquered for the first time in its History.
On 4 June 1786, Marc I was granted the title Emperor of the Nanbans (L'Empereur des Nanbans) by the State Sénat and was crowned on 2 August 1786, signifying the birth of the Empire. In a matter of a few years, it achieved military supremacy in mainland Aeropenia through notable victories in the War of the North against Tovarya, Arkanya, Chorussia, and other allied nations, notably at the Battle of Saint-Chamond in 1802. Nanban dominance was reaffirmed during the War of the Farancya, at the Battle of Augemans in 1804 and the Battle of Chateaudin in 1811.
A series of wars, known collectively as the Devolution Wars, extended Nanban influence to much of Northern Aeropenian and into Fransconia. At its height in 1815, the Empire ruled over 70 million subjects, maintained an extensive military presence in Tovary and Arkanya, and counted Chorussia and Lusatinia as nominal allies. Early Nanban victories exported many ideological features of the Nanban culture throughout Aeropenia: the introduction of the Nanban Code throughout the continent increased legal equality, established jury systems and legalised divorce, and seigneurial dues and seigneurial justice were abolished, as were aristocratic privileges in all places except Polnya. Nanban's defeat in 1821 marked a stop to the extension of Empire.
In the middle of the 19th century, the Empire goes through a succession crisis which leads to the dethronement of the Emperor Jean VII in 1853. Several "false emperors" (“faux empereurs”) take power until 1873, when Prince Gabriel, the heir to the throne, initiate the "Restoration War" and regains control of the country.
Nicknamed the "Door of the North", Nanban is a significant financial and trade center in the region of Aeropenia. It has one of the highest Financial Development Index score and is ranked as the one of the world's most competitive and most dynamic economic entity in the Region Competitiveness Yearly Database. The currency used in local trade is the Franc, but international trade, particularly are based on the NS Dollar (for 56 % of the total volume of exchange).
Nanban-Ha is renowned for its deep natural harbours, which provides international cargo ships ready access, its skyline, with a very high density of skyscrapers, and its airport infrastructure. Over 85% of the population makes use of well-developed public transportation. Seasonal air pollution with origins from neighbouring industrial areas of "Outer Territories", which adopts high emissions standards, has resulted in a very low level of atmospheric particulates.
Nanban-Ha is a stratovolcanic archipelago of 6,852 islands. The five largest are Noemia, Seratu, Olandie, Balgiona and Iltalya, which make up about seventy-seven percent of Nanban's land area. The country is divided into several departements. The population of 268 millions is one of the regional's largest. Nanban-Ha inhabitants make up 78.5% of Nanbans total population. Approximately 67 million people live in neighboring countries such as Tovarya, Chorussia and Lusatinia. The Greater Nanban Area, which includes overseas departments and territories, is the second-region's largest overseas body with over 59 million residents.




Recent Evolutions & Expansion


During the 1970s, Nanban-Ha faced economic crisis and allowed new immigrants (mostly from the outside of Aeropenia) to permanently settle in France with their families and to acquire Nanban citizenship. It resulted in hundreds of thousands of migrants (especially in the larger cities) living in subsidised public housing and suffering from very high unemployment rates. Simultaneously Nanbans authorities struggle to support assimilation of this population. While they were expected to adhere to Nanban traditional values and cultural norms, they were maintain isolated from large sectors of the population and were forced to retain their distinctive cultures and traditions.
Today, the government is currently under significant pressure from a new generation of leader coming from the imperial family itself on the strategy to adopt towards the new economic and political orientation imposed by the globalization and open market. Following the publication of the "Renewed Constitutional Acts of the Empire" (“Actes constitutionels renouvelés de l´Empire”, the Empire of Nanban-Ha began to develop several ambitious projects to reform its economical system and job market, while taking a stand to protect its resources and its ecological heritage, especially the Northern Highlands, its fauna and flora. For the time being, few policies change have began to be implemented.

Embassies & Permanent Diplomatic Representations of the Empire of Nanban-Ha

According to the "Art of diplomacy" of Emmanuelle Duverger, a diplomatic mission is a group of people from one state or an international inter-governmental organisation present in another state to represent the sending state/organisation officially in the receiving state. In practice, a diplomatic mission usually denotes the resident mission, namely the office of a country's diplomatic representatives in the capital city of another country. As well as being a diplomatic mission to the country in which it is situated, it may also be a non-resident permanent mission to one or more other countries. There are thus resident and non-resident embassies.
A permanent diplomatic mission, commonly refer by the term "embassy" is a section of a building in which the work of the diplomatic mission is carried out, but, strictly speaking, it is the diplomatic delegation itself that is the embassy, while the office space and the diplomatic work done is called the Chancery. Therefore, the Embassy is in the Chancelry. The head of the mission is known as an Ambassador, or High Commissioner.



Rules of Embassies & Permanent Diplomatic Representations of the Protectorate of Nanban-Ha


Before starting anything, it is necessary for any nation to apply to the competent authorities, namely the Minister of Foreign Affairs of the Empire of Nanban-Ha, to present a letter of credence (Lettres de créance) or credentials. This is the instrument by which a head of state exercises his or her power to appoint ("accredit") ambassadors and ministers to foreign countries. The letter of credence is signed by the sending head of state and is addressed to the receiving head of state. Whitout this credentials, no answer will be given to your request. The credentials that do not meet minimal diplomatic language will also be ignored.

ECONOMICAL & TRADES OPPORTUNITIES


Currently, Nanban-Ha is restraining trade between Nihon-Ha Empire and other countries through methods such as tariffs on imported goods, restrictive quotas, and a variety of other government regulations designed to protect the internal Nihon Islands Market. The official position from the Nanban-Ha government on this matter is that "fair competition between imports and goods and services produced domestically is a necessity in our contemporary world economy" (State of the Empire, Prime-Minister Ashiro Togaru). However, the internal market Nanban-Ha remains largely open to competition and do not restrict imports from, or exports to, other countries. Certainly, like many other countries, the Protectorate of Nanban-Ha still impose some protectionist policies that are intended to support local employment, such as applying tariffs to imports or subsidies to exports. But the Government has no intention to restrict free trade or to limit exports of natural resources.
Since its transformation into a protectorate under the just rule of the Empire of Nihon-Ha, Nanban-Ha wishe to become a vital economic platform of the Empire economy allowing both to build strong relationships with other nations while ensuring solid and relative dynamic trade relationships. As a newcomer to the community of nations, the Protectorate hopes to take part in the economic, cultural and political, both through the establishment of relations with other states and within the World Assembly.
Because of its low market influence and a protectionist orientation of its domestic policy, the Protectorate plans currently only limited relations with its neighbors:
- Three banks are authorized by the government of the Protectorate to establish business relations with foreign countries: Commercial Bank of Nanban-Ha (CBN), Bank of Nanban-Ha and Nanban-Ha Commercial Bank (NBC). Significant restrictions are placed on their flexibility to avoid excessive financial deregulation on the domestic market (limited participation in joint venture, limited flexibility and investment around 50 million dollar NS)
- The Protectorate is interested in any proposal for ratification of a trade agreement to ensure an outlet to its internal market production, which consist in a considerable amount of surplus of its fishing industry, its local crafts (furniture, luxury, decorative object, art, etc.) and other goods.
