Vault 93, as with most other Vaults, is essentially one giant bomb shelter designed to house 1,000 people and conduct cruel experiments on them during nuclear apocalypse.

We have large bomb shelters in every major population center. They are buried up to a kilometer deep, and are intended to protect the population in the event of nuclear war. Since we do not use nuclear weapons in war, if our anti-missile defenses fail we expect widespread devastation of the nation, hence why these shelters were built.

Basically a second, more spartan city underground to match the above ground one. They are designed to withstand nuclear attacks and were built due to the gargantuan nuclear stockpiles of the world powers and the danger of orbital bombardment.

There are a grand total of three bunker complexes situated two kilometers underground. They are located under Kakuji and two other major population centers. Each bunker complex are capable of tanking any disaster that may happen (aside from planet-busting disasters).

The three complexes have hundreds of years worth of supplies, they're powered by geothermal and nuclear power (ironic) and have train networks that connect them.

There are also many farms in the complexes, allowing for fresh food to be consumed with the supplies serving as an emergency backup.

Each bunker is capable of supporting a maximum capacity of 100 million people so should a nuclear winter, volcanic winter, etc be on the horizon, government officials and imperial family members are guaranteed a space in the Kakuji complex. For everybody else it's a first come first serve for the remaining spaces in the three bunkers.

Our nation does not specifically construct "bomb shelters", as we prefer to build inside of mountains and underground. The surface is simply too inhospitable. As such, we're protected from bombardment by default and most of our cities are bomb shelters by their basic design.

They were built because of fear during the Cold War. These days, they're just musuems because of how much they cost to maintain and because of the fact that we don't have a military any more.

In Ban Pho, there is a communal bomb shelter in every larger city, designed to house at least 200 people for 4 days. Special instruction papers are handed out to regular households in order to instruct them on how to act in a case of emergency and in every paper there is a map guiding the way to the nearest bomb shelter.

There is at least one nuclear shelter in each county, which are mainly embedded into the mountains, although there is pretty much no need for these nuclear shelters as Amapa is a neutral nation, but if the worst happens, they are always there and ready. There are many conventional shelters in the southern counties which the population can enter in the event of a major storm or tornado although most peoples homes are strong enough to survive major storms and weak tornadoes. Almost all of the shelters in the country are linked together via underground tunnels.

Starting in the 1940's during WW2, bomb shelters were constructed in various locations. After the war and with the fear of total atomic annihilation, the government began a project to construct special fallout shelters that were able to be self sustaining and be able to last hundreds of years. needless to say not many of these original shelters were built due to high costs at the time.

Now, there is the p[ossibility to re-starting this "vault" program in order to shelter a good portion of the population in the case of a nuclear or biological attack. With improvements in modern-day technology, the idea of a self sustaining shelter is not a far fetched idea anymore, and many believe that these will start being built again in secret under orders from the Regent herself.

We have lots of bomb shelters under our cities, though, and they're more up-to-date. Considering how bad our relations with the United States and People's Republic of China are at the moment, we need a way of protecting our citizens if nuclear war ever breaks out between us.

The federal government has a standing subsidy program to "doomsday prepper businesses" that help citizens build emergency kits, contracts with local cities to build public nuclear shelters, and train citizens in basic emergency response.
It is a standing law that everone in every household must recieve first responder certification in the form of a CERT program that is taught once a week for every week of the eleventh school year for a total of 40 hours of instruction. So every teenager and young person in my nation knows the basics of preparedness and the 40 hours includes 4 hours of weapons safety and marksmanship and 2 hours of general self-defense.
Plus every public building: police station, school, train station, library etc. in the country has a reinforced basement shelter that is rated to support three times the building's maximum occupancy for 72 hours.

After the tension ceased in the early 1980s the shelters fell into disrepair. The Imperial Government also maintains a network of large communal shelters stocked with over a year of food and fuel. As of 2015, there are about 12.4 billion places, capable of covering 120% of the nation's population.

Our nation has invested in building over 500,000 bunkers in case of nuclear strike. This has had a effect on our economy unfortunately but we will be the ones laughing when no one in our country dies in nuclear war.

We have bomb shelters, both nuclear and conventional. BUT, said shelters are private, they belong to the rich, so they can keep themselves and their families safe in case of bombing. Although some private security firms give you a right to use its bomb shelter if you regularly pay them for said right.

We really don't need bomb shelters, but some people are just little paranoid.
