From East to West from starting point. The letter depends, if it's national, is for example A-3, if is only of a Great Region is IT-2 in Italy. For regions is LAZ-21 in Lazio, and for provinces is ALIC-13 in Alicante.

Do roads have speed limits: Some roads do. In cities, it average 35 mph, in moderately trafficked rural roads and highways, 60-80 mph, and on “Regional Routes” (smaller versions of highways), there usually are none.

Does your nation have numbered roads: Number streets exist in many cities, and numbered highways also exist.
If so, what system do the numbers follow: Numbered streets just go in ascending numerical order, and highways/routes also usually do, with some exceptions- usually the exceptions follow no clear order.

Consume alcohol: No
Smoke: Depends on the region
Eat: Yes
Texting: Technically no, but this is hard to enforce
Phone calls: If done through a car phone
