Is the right to bear arms guaranteed by law? Yes- to adults who are mentally stable and not violent people.
On a scale of 0 (outlawed) to 5 (unrestricted), what is the tolerance level for gun ownership? 3.5- tolerated, but not as ingrained in the culture as it is in the US
On a scale of 0 (impossible) to 5 (very easy), what is the ease of obtaining a gun? 2- training is needed to own a firearm.

What is the minimum age for gun ownership? 16, but a person must prove they are mature enough to own a gun.
Is a license/permit necessary to obtain or possess guns? Yes- and a license needs a good amount of training to obtain.
Is citizenship necessary to apply for a gun license? Technically yes-- but just about anyone can become a citizen in a matter of hours on Coconut Palm Island (citizenship is even easier to obtain than a gun).
Is a background check (criminal record, mental health) necessary to apply for a gun license? A criminal background check is conducted. Anyone with a violent felony is barred from owning a gun, but this can be appealed. Medically, a doctor with full access to a person's medical records must sign off that they are mentally stable enough to own a gun. Minor things, like marijuana use or mild anxiety, do not disqualify a person. However, mental illnesses causing a person to be violent do. Again, this can be appealed if a person feels they were unfairly disqualified.
Is a third-party character reference necessary to apply for a gun license? No, the above checks are deemed thorough enough.
Are gun licenses denied or revoked for individuals with a history or risk of domestic violence? Only if the person has actually acted in a violent way. Not just for someone "at risk".
Are gun licenses denied or revoked for individuals on a government no-fly list? A no-fly list is not used in our country.
Do prospective gun owners have to pass theoretical or practical gun safety courses? Yes, a stringent one. To get a gun, a person must prove that they can use It! They must also pass a safety class and a class on the use of lethal force (ie when you can or can't shoot someone).

Can civilians possess handguns? Yes
Can civilians possess long guns? Yes
Can civilians possess semi-automatic weapons? Yes
Can civilians possess fully automatic weapons? Yes, with extra training and an even more stringent process.
Which types of guns need to be registered? Each and every gun is registered-- A civilian must get a separate license and pass a shooting test for each gun they own.

Can military personnel carry guns off base? Yes-- military personnel are automatically granted civilian licenses for all guns they use in service.
Can on-duty police officers carry guns? Yes-- they have a large catalog of guns to choose from.
Can off-duty police officers carry guns? Yes-- they can carry their duty gun off-duty.
Is it legal for civilians to openly carry guns in public? Yes
Is it legal for civilians to carry concealed guns in public? Yes
The government treats open and concealed carry equally.

What is the penalty for illegally possessing a gun? Max Sentence: 1 month in jail and/or 500hrs community service. Average sentence: 200 hrs community service and no jail.
What is the penalty for knowingly transferring a gun to an unlicensed individual? Max sentence: Up to 6 months in prison and/or up to 1,000 hours community service. Average sentence: 10 days in jail and 400 hours community service.
What is the penalty for manufacturing an unauthorized gun?An individual and get a license for a gun manufacture. If they don't, the penalty for illegal gun possession applies, and if they sell it, the illegal sale penalty applies.
Can individuals be randomly stopped and searched for illegal guns? No! Random stops are never aloud.
Is there a program where individuals can voluntarily surrender their illegal guns in return for not being prosecuted? Yes-- the police are generally happy to get illegal guns off the street.
What happens to guns that are confiscated or surrendered? They are usually used by the nation's military or police, or resold. If the gun is old, it usually sold to lisenced individuals at a police auction.

How many civilian guns are there per 100 people? Maybe about 40.
What percentage of citizens are licensed gun owners? 30%
On average, how many homicides are committed with guns annually? On average, two per year.
On average, how many deaths occur from guns annually for other reasons (accidents, suicide)? On average, five suicides with a gun and one accidental discharge death per year.

Name of nation: New Frenco Empire
Is the right to bear arms guaranteed by law? Yes if you can handle all the bureaucracy
On a scale of 0 (outlawed) to 5 (unrestricted), what is the tolerance level for gun ownership? 3. The far majority of Imperials are urban-dwellers, so being able to easily get your hands on some machine gun capable of causing untold havoc during the Saturday shopping rush at the nearby mall would make everyone a bit uneasy. However, most things from black powder historical pieces to modified semi-automatic assault weapons are allowed. Things like bolt-action hunting-style rifles, shotguns, low-wattage energy weapons (less-than-lethal laser weapons are very common, and a favored method of defending oneself in the event of a confrontation) and the like don't require any special permit. Handguns and semi-automatics require a Tier I Civilian Weapons Handling Permit. Modified assault weapons and energy weapons over a certain power output (things that can vaporize a human being in a single shot, for instance) require a Tier II. Machine guns, explosives, and anything else deemed "military-grade" require Tier III.
On a scale of 0 (impossible) to 5 (very easy), what is the ease of obtaining a gun? 3. There are a number of hurdles involved, but for a patient, law-abiding, mentally-well individual, they can easily get their hands on a firearm.

What is the minimum age for gun ownership? Youth Development Centers (which serve as both the school and home for the majority of underage Imperial citizens) don't allow weapons on campus, barring most minors from having one. Other than that, no minimum age.
Is a license/permit necessary to obtain or possess guns? Anything deemed a "Tier I" weapon or above, yes.
Is citizenship necessary to apply for a gun license? Yes
Is a background check (criminal record, mental health) necessary to apply for a gun license? Yes
Is a third-party character reference necessary to apply for a gun license? For Tier III only (need references to ensure that the license holder is a business interest or a "responsible" collector).
Are gun licenses denied or revoked for individuals with a history or risk of domestic violence? Anyone with a violent criminal record is expressly forbidden. No exceptions.
Are gun licenses denied or revoked for individuals on a government no-fly list? Yes
Do prospective gun owners have to pass theoretical or practical gun safety courses? Yes

Can civilians possess handguns? Tier I and above, yes.
Can civilians possess long guns? Yes
Can civilians possess semi-automatic weapons? Tier I (Tier II for "assault"-style weapons), yes.
Can civilians possess fully automatic weapons? Only Tier III
Which types of guns need to be registered? "In Regards to Weapons, Section 13, Chapter 4" of the Imperial Law Code requires firearm manufacturers to microchip products for the civilian market, and for retailers to link the microchip to an owner's smart device. The microchip will send messages to the owner and local police if a weapon, say, moves a hundred feet from its "designated resting place". Police will be dispatched if the owner's linked device isn't within a certain distance from the weapon, or if the weapon moves into a "high risk" location.

Can military personnel carry guns off base? Yes
Can on-duty police officers carry guns? Yes
Can off-duty police officers carry guns? Yes
Is it legal for civilians to openly carry guns in public? Yes, but many businesses wouldn't appreciate some jackoff toting around an assault rifle on their property "because he can".
Is it legal for civilians to carry concealed guns in public? Yes

What is the penalty for illegally possessing a gun? Confiscation if guilty party has no violent criminal past. Confiscation and prosecution if they have a history of violence.
What is the penalty for knowingly transferring a gun to an unlicensed individual? Prosecution, criminal recklessness if transfer is to a non-violent offender. Conspiracy if otherwise.
What is the penalty for manufacturing an unauthorized gun? Anyone who does not possess a Weaponsmith's license are subject to criminal charges if they have been discovered creating unauthorized weapons. Depending on context, charges can range from conspiracy to terrorism to treason.
Can individuals be randomly stopped and searched for illegal guns? Police can forgo search warrants if "violent and/or terroristic intent" is suspected. Though, they aren't exactly going to go out looking for guns in-specific.
Is there a program where individuals can voluntarily surrender their illegal guns in return for not being prosecuted? Yes. Additionally, individuals who have "somehow found themselves" in possession of a Tiered firearm or energy weapon can report themselves and receive the appropriate training to get licensed for it without confiscation.
What happens to guns that are confiscated or surrendered? Sometimes, they may be held for a while, and the suspect from whom they were confiscated can retrieve them once they have the appropriate license and pay a fine. Some weapons might be kept by police for training purposes, or, very rarely, some (assuming the weapons match the standards) might be restamped and issued to new officers for field service. Others are re-chipped and put up for sale in government retailers. On occasion, guns might be requisitioned by the Imperial government, where they might see a myriad of uses (rifles and handguns may be given to certified "militia", some guns might become military training tools, some might go to the IIA for shadier reasons, etc). Particularly notorious weapons (such as the rifle used by the infamous "New Roman Sniper" who killed six people (two Imperial Senators, three staffers, and a police officer) and wounded a number of others in 2103) are transferred to museums or exhibits.

How many civilian guns are there per 100 people? 38.6
What percentage of citizens are licensed gun owners? 14%
On average, how many homicides are committed with guns annually? 8 for every 100,000 (most of it gang related).
On average, how many deaths occur from guns annually for other reasons (accidents, suicide)? 11 for every 100,000.

Name of nation: Cult of War
Is the right to bear arms guaranteed by law? Yes. Though guns are not a common weapon compared to say, a hatchet, the Cult of War still finds a way to make sure there are plenty of guns, along with swords, axes, knives, bows, crossbows, and more for its people.
On a scale of 0 (outlawed) to 5 (unrestricted), what is the tolerance level for gun ownership? 5. There are absolutely no restrictions of the ownership of any weapon.
On a scale of 0 (impossible) to 5 (very easy), what is the ease of obtaining a gun? 4. While guns are not restricted in any way, they are not cheap. The wealthy can own many guns, while the poor will likely never get to touch one.

What is the minimum age for gun ownership? None. Bear in mind, were there to be a minimum age set, it would have to be set differently for each species, as there are multiple species of citizens, and each one ages and matures differently.
Is a license/permit necessary to obtain or possess guns? No.
Is citizenship necessary to apply for a gun license? See above.
Is a background check (criminal record, mental health) necessary to apply for a gun license? See above.
Is a third-party character reference necessary to apply for a gun license? See above.
Are gun licenses denied or revoked for individuals with a history or risk of domestic violence? See above.
Are gun licenses denied or revoked for individuals on a government no-fly list? N/A. We don't have airplanes. We also don't have licenses for weapons.
Do prospective gun owners have to pass theoretical or practical gun safety courses? No.

Can civilians possess handguns? Yes.
Can civilians possess long guns? Yes.
Can civilians possess semi-automatic weapons? If they managed to somehow find one. Most of the world does not know how to make those yet.
Can civilians possess fully automatic weapons? If they managed to somehow find one. Most of the world does not know how to make those yet.
Which types of guns need to be registered? None.

Can military personnel carry guns off base? Yes.
Can on-duty police officers carry guns? Yes.
Can off-duty police officers carry guns? Yes.
Is it legal for civilians to openly carry guns in public? Yes.
Is it legal for civilians to carry concealed guns in public? Yes.

What is the penalty for illegally possessing a gun? It is not possible to illegal possess a gun. There are absolutely no restrictions on gun ownership. Theft of a gun still wouldn't be illegal... but that has more to do with theft laws than gun laws. (If you can take it, and survive, it isn't considered theft.)
What is the penalty for knowingly transferring a gun to an unlicensed individual? See above.
What is the penalty for manufacturing an unauthorized gun? There are no "unauthorized guns".
Can individuals be randomly stopped and searched for illegal guns? No, because there are no circumstances in which a weapon of any kind would be considered illegal.
Is there a program where individuals can voluntarily surrender their illegal guns in return for not being prosecuted? See above.
What happens to guns that are confiscated or surrendered? See above.

How many civilian guns are there per 100 people? Approx. 165. Even with guns being a less than common weapon, the wealthy own enough of them to make up for this fact. In general, it is not unusual for there to be more weapons than people, and the population itself is already very high.
What percentage of citizens are licensed gun owners? See above.
On average, how many homicides are committed with guns annually? 3.05% of all homicides. The vast majority of homicides use other, more common weapons. Actual number not posted due to inflation from extraordinarily high population.
On average, how many deaths occur from guns annually for other reasons (accidents, suicide)? 2.01% of all accidents. Less than 1% of all suicides. Suicide is most common in the lower castes, who do not have enough money to afford guns and are too sickly and starving to succeed in stealing guns. Actual numbers not posted due to inflation from extraordinarily high population.

Please note: This is a country where the most advanced gun someone will likely have is a flintlock.

What is the minimum age for gun ownership? Guns cannot be owned by people; the only way you'd get to handle a gun is if you were in a militia, and you can't join one of those until you're 17, and it takes a full 18 months to pass all tests needed to handle live firearms.
Is a license/permit necessary to obtain or possess guns? De facto yes. The only people that use guns are in the various community militias, and those guns are usually kept under lock and key when not going through military-type exercises, and even those people that carry guns have had to go through large amounts of training to access them.
Is citizenship necessary to apply for a gun license? De facto yes. You need to be part of a community, part of a militia, and pass all the requisite training needed to handle a gun.
Is a background check (criminal record, mental health) necessary to apply for a gun license? De facto, yes.
Is a third-party character reference necessary to apply for a gun license? Sort of, yes. You do have to show that you aren't a danger to the community at-large.
Are gun licenses denied or revoked for individuals with a history or risk of domestic violence? Yes.
Are gun licenses denied or revoked for individuals on a government no-fly list? We don't have no-fly lists.
Do prospective gun owners have to pass theoretical or practical gun safety courses? Yes, one must have sufficient training before they can access live rounds.

Can civilians possess handguns? No.
Can civilians possess long guns? No.
Can civilians possess semi-automatic weapons? No.
Can civilians possess fully automatic weapons? No.
Which types of guns need to be registered? All guns in the Great Chotan militias need to be accounted for, so all of them.

Can military personnel carry guns off base? No.
Can on-duty police officers carry guns? No.
Can off-duty police officers carry guns? No.
Is it legal for civilians to openly carry guns in public? No.
Is it legal for civilians to carry concealed guns in public? No.

What is the penalty for illegally possessing a gun? Depends on what communal arbitration decides. Mostly, the punishment would probably be having your ability to access guns revoked the first time. Other, more severe penalties may come later on.
What is the penalty for knowingly transferring a gun to an unlicensed individual? See below.
What is the penalty for manufacturing an unauthorized gun? Generally, it's having to do some sort of dirty work around the community on first offense. If it's a repeat offender, they may end up being detained.
Can individuals be randomly stopped and searched for illegal guns? No. A search warrant is needed for all searches.
Is there a program where individuals can voluntarily surrender their illegal guns in return for not being prosecuted? Yes.
What happens to guns that are confiscated or surrendered? Either taken to our capital and dispersed to militias who may need them, or melted down to nothing.

How many civilian guns are there per 100 people? At most, 1-2.
What percentage of citizens are licensed gun owners? 0%
On average, how many homicides are committed with guns annually? Generally 60-80. Occasionally, someone does figure out a way to access their militia's gun locker and kill someone, but it it isn't very common at all.
On average, how many deaths occur from guns annually for other reasons (accidents, suicide)? Very, very few. 1-2 at most. All guns in Great Chota generally are locked away at a central location when not in use, so it's very hard to access them for that purpose, and our militias are mandated to go through very strict training before they can access a gun.

This place is not a place of honor... no highly esteemed deed is commemorated here... nothing valued is here. What is here was dangerous and repulsive to us.
The danger is in a particular location... it increases towards a center... the center of danger is here... of a particular size and shape, and below us.
The danger is still present, in your time, as it was in ours. The danger is to the body, and it can kill. The form of the danger is an emanation of energy.
The danger is unleashed only if you substantially disturb this place physically. This place is best shunned and left uninhabited.
