Depends on what you mean by "Conservative" and "Liberal".

There are very few full-fledged conservatives or liberals in the nation. The Majority of the populace is either libertarian or a mix of ideologies.

Even the most extreme Far-right, Alt-right or Far-left parties are still much closer to Libertarianism and/or Anarcho-capitalism than their respective ideologies.

Agartta is conservative in the counter-revolutionary anti-capitalist pro-feudalist sense. It would oppose both the French and Russian revolutions, in support of absolutism a la the French King and the Russian Tsar at the height of their power. Liberalism has not taken root due to the lack of an independent capitalist class, since the primary class division of Agartta is still between the noble landlords and the peasant tenant-farmers. There are some peasant socialist movements, which are combated against, though not with the same intensity as encroaching foreign liberalism is fought (this being the rationale behind closing Agartta as a country). The socialist peasant movements are strongest in the densely populated coastal Crownlands, though there is no particular single region associated with it.

In the realms of Mankind, the core worlds generally tend to be the most cosmopolitan and liberal as the diverse cultures of Mankind mingle in these central locations.

Quite the opposite is true in the monocultural Imperium, the core worlds being a bastion of tradition and conservatism. Any socially liberal ideas here are seen as undesirable, if not downright dangerous, so the more open-minded Sidhae prefer to settle on the fringes of the Imperium. Generally, the further from the core worlds one lives, the less rigid is the adherence to tradition and protocol.

Another reason for the core-worlder conservatism is their isolation from any outsiders. Being a highly-xenophobic civilization, Sidhae view outsiders with deep suspicion and distrust, if not downright hostility. To allow any besides diplomatic dignitaries on the core worlds is next to unthinkable. Hence, it is usually those on the fringes of the Imperium who interact with foreign civilizations more often, and not necessarily always through the use of firearms.

For this reason, Frontier settlements are oftentimes populated by Sidhae whose tolerance of aliens and un-Sidh beliefs borders on treasonous, marking them as rebels and misfits to the majority of their society. Granted, as the Imperium grows and expands, and more settlers from the core worlds come to the former Frontier, the views of the populace tend to become more and more conservative accordingly. The increased presence of Domestic Security, which suppresses dissenting and heretical views, also plays a role.

The South, The Great Plains and Alaska are the most conservative. The West Coast, Hawaii, New England and the rest of the Northeast are the most liberal. The Midwest is where most of the swing states are.

Laridica is the most conservative of Dinake's subdivisions by reputation. While most such divisions have areas as conservative as Laridica, only in Laridica is such conservatism widespread over the entire territory.
The most liberal areas are in the cities of Albion. Unlike Laridica, Albion is not uniformly liberal.

Most of Tuskamo is moderate although there is a rising backing behind conservatism. Denver- in northeast of the Mainland- is the most liberal. Tuskamo-Alaska is among the most conservative along with Wright, which is in southeast of the mainland.

The capital city, Paradise, along with other big cities like Thoringrad and San Andreas, are the most liberal areas in the nation. The suburbs are more "sophisticated," classical conservative neighborhoods, whereas states like Lubberland and Thorland are more populist conservative. Conservatives' ability to stack up large numbers of suburban votes has enabled them to win most recent elections.

In terms of most culturally "liberal" and "conservative" (since politics is not a thing in Chelta):

Most liberal would be the metropolitan cities, especially the "capital", Chelsea, which has a population of 9 million and is fairly cosmopolitan and modern.

Most conservative... pick any remote, rural area far away from any urban centre where the people probably still speak in an incomprehensible archaic local dialect and live in quaint little hamlets and villages and where the community leaders are the local squire and the parish priest (who is probably the local squire's son). I.e. anywhere where they haven't realised the 18th Century ended 200 years ago.

That said, Chelta is a strange place, and even our cosmopolitan, "progressive" metropolises are relatively conservative compared to other similar places around the world, and our conservative rural areas are becoming increasingly liberal and modern due to capitalism and globalisation and the availability of technologies that connect them to the outside world such as the internet and television.

First, liberalism isn't very big here in Prussia, and only parts of the Allenstein Kanton in Westpreußen have a high liberal vote.
Meanwhile, conservatism isn't very big either, and they actually don't control any Kanton at all.

Mostly, Prussia is very nationalistic (almost the whole country), meanwhile the whole Tucheln Kanton votes Fascist.

The conservative vs. liberal dichotomy doesn't fit Kiravian politics or society in any meaningful way. All of our major political groups are conservative by Western standards in one way or another. Even the New Deal Alliance, a grouping of parties with socialist economic policies, is considered socially moderate on the whole and has socially conservative factions.

Some areas are more accepting of modern capitalism than others. Major cities on the Eastern and Western Seaboards, as well as the Tryhstian-speaking enclaves on the southern coast are very economically liberal (that is, pro-market and commerce), while the quasi-feudal southern states are wary of economic modernisation, and much of the rest of the country is ambivalent and interested in various alternative ideas such as distributism, social credit, and economic nationalism, depending on the area. Some extremely remote mountain and forest areas are too poor and isolated to care.

In election days: Generally in the election night: Main cities apear in orange (colour of the liberal party) as more dynamic areas in the country, industrial areas apear in red and cities nearby areas (socialist party colour). While the Countryside Generally is painted blue (Democratic Christian party's colour).

The current ruling coalition is the Socialdemocrats-liberal-greens coalition 93/180. While the Democratic Christian party is the main oposition party with 51/180.

In general conservative parties tend to win in the countryside, were people is normally more socially conservative. Liberal party (libertarian US/ Liberal European meaning) tends to win in the most socially and economically dynamic urban areas. While left wing parties such socialdemocratic party wins generally in the outer part of the cities were most workers live.

Emokoku province is the most liberal, Redneckoku province is the most conservative. Jockoku and Prepkoku also tend towards right-wing politics, while Thugkoku tends more to the left wing. Nerdreich province has only the continued dominance of our Nerdic volk as the political goal, so in practice their politics are where the far right and far left meet in horseshoe theory.

There is no such thing as liberal and conservative areas in Zhouran, due to the fact that a) Zhouran is NOT a Western nation, and b) Zhouranese people are traditionalists in general. However, in regards to how traditionalist a Zhouranese person can be, there are individuals who do hold very conservative (but not fundamentalist-tier like the American Deep South) views and others that hold more-libertarian views, but in general Zhouranese people are traditionalists in a sense that they believe traditions, culture and heritage should be preserved while being socially centre-right/centrist.

If one is to take the terms "Liberal" and "Conservative" in terms of actual ideologies instead of the American political spectrum:

  • The most liberal areas of the Domain include Faal Kruziik Himdah, The Republic of Griffonia, and the Commonwealth of Fillydelphia. All of these areas have a strong tradition of liberal democracies, two of them being the results of historical revolutions, and the other being a historical provincial government whose liberal tradition was strengthened by human immigrants fleeing the authoritarian downturn of the Earth government. As a result, Republicans, and to a lesser extent Democracists, fare well in these states.

  • The most conservative areas of the Domain include the Shire of Trottingham and the Duchy of Hoofington, where the traditions of the old Equestrian government can still be found in their state governments. Royalists generally fare well in these states.

If one is to take the terms "Liberal" and "Conservative" in terms of the American political spectrum with "liberal" meaning center-left and "conservative" meaning center-right:

  • The areas previously referred to as liberal become the most conservative, with the Republicans faring well in these states.

We are generally a very liberal country, it might be most extreme in the Leikaona City Area and Noelani. The most conservative is probably the 'outback' lands in the north of Mauna Pele, although even these are mostly very liberal and just show some more nationalist tendencies.

The most liberal area is probably the area of Port Novoyamijeko, the capital and the Municipality of Sanctfilo.

The most conservative areas are called "the Mountain Belt" or the Municipalities of Northern Mikhail and Novoyrisal, which is surprising, for the Revolution of 1900 began here.

If we are taking the labels to refer to social liberalism and social conservatism, respectively, Palawan and Panay tie for the most socially liberal, while Bohol is the most socially conservative of the provinces of the NVI.
