If not, Did it ever? No.

And reason for ending it? Lotteries are a scam that preferentially victimize those least able to afford it.

Yes, but only during New Year week and Midsummer (late December and mid June)

The prizes are not money, but rather state-produced food supply and electronics, since it is deemed unfair to give out money prizes in our socialist system. If you are really lucky, you will get like five cases of state-produced bottled lemon tea.

Is there a maximum it can go before it can't go any higher?
Do you seriously want more lemon tea? Five cases are enough. Most food supply prizes are five cases maximum. (1 case = 24 bottles) However, the jackpot tends to be a high-end electronics.

A newly-released laptop.

It also works as a way to release the mass-produced goods that are soon to go outdated (like electronics) or simply are oversupplied. The lemon tea seems to be the most common prize and it's 'better than nothing' prize because it is something people can normally afford anyway, despite the popularity of the lemon tea.
