I thought about this for a while, and I realized it's not just my predisposed bias against monarchies (I rescored your nation as a full democracy and you only got 686, still Good) - it's the size of my ranking categories. I made Excellent too narrow. In hindsight, I realized that there were a lot of nations with great civil rights and democratic governments in Good just because they failed a few small categories. Excellent should have been 99 points wide (640-739), like the other categories, and only Perfect should have been the narrow category, since only the best of the best should get that rank.
