c) The criminals that apply for this punishment didn't do anything that bad. Franky this is the punishment for something like tax evasion for a long time. If they did they'd be flogged or executed.

It is gender neutral, so both men and women can. We do not capture child POW, that is too cruel even by our standards. We don't want the other country to think we're savages and restart the war. Any enemy soldier or citizen who does a crime fitting will be arrested and put into forced labor camps until they pay off their debt (criminal) or the war is over (POW).
