LOCKBOURNE, ALEXIANDRA - In what has been described as "a watershed moment for Alexiandran foreign policy", delegates from the International Sovereign Coalition are due to meet for the first time this afternoon. Two representatives from each of the organisation's member-states are expected to attend the meeting, which is being held in Lockbourne's historic Spear House. Items on the agenda for today's session include the threat of state-sponsored terrorism, the establishment of an economic development fund, and the question of whether or not ISC members are obliged to lower tariffs on goods from fellow member nations. Alexiandran Secretary of Foreign Affairs Josephine Mayor arrived at Spear House early this morning, ahead of her first face-to-face meeting with foreign dignitaries since her appointment earlier this month. President Lysander Corleone, in a televised address to members of his Republican Party, stated that he was "anticipating great things" from the conference.

Delegates from Great Carlistan and Bulanesia were observed arriving at the complex at around noon today, preceded by a convoy of armoured police vehicles. Spear House itself is under heavy guard from the 3rd Marine Infantry Regiment, amid terror fears prompted by the discovery of an explosives cache south of Lockbourne on Wednesday. Despite the visible military presence, Home Secretary Douglas Gordon told the International Free News Association that he had "not been led to expect any terrorist activity", and that "the Republic's Marines are more than capable of providing an adequate security presence."

The first sitting of the International Sovereign Assembly, the ISC's governing body, represents the end of Alexiandra's self-imposed policy of international isolation. President Corleone has been keen to distance himself from the so-called "stay out, stay safe" ideology adopted by the previous administration of ex-Liberal Party leader Joseph Hamilton. A spokesperson for the President stated that "Mr Corleone is absolutely delighted to see our country return to the world stage".

Redport, Great Carlistan – It was long due when regarded from afar. The parliament has declared the passing of a third Army Bill, resolving to enlarge the Carlistinian ground forces by almost half the current man power.

A representative of the Ministry of Defence stated earlier that “reforms were long awaited” and “necessary to increase the ground forces to a substantial amount”. The substantial amount shall be consisting of the current forces in addition to another two infantry corps, a regiment of self-propelled artillery pieces and rocket systems, the orders of which have already been confirmed by the Ministry.

While the large amount of weapon deliveries, hand in hand with an as of yet unconfirmed number of local shipments, have spawned light international criticism, the Chancellor's office is unconcerned: “It is of utmost importance to ascertain that any and all attacks on the Empire yield a large threat to any aggressor. The new laws are merely defensive in nature.”

Defensive? An interesting idea, seeing as the Empire has managed to beat back quite a number of so-called “aggressors” utilising an almost entirely sea-based military. What the new land troops are for and how the international community will react remain to be seen.

LOCKBOURNE, ALEXIANDRA - In a historic ruling this morning, the eleven Justices of Alexiandra’s Supreme Court voted 8-3 in favour of upholding the national ban on capital punishment. The Court’s majority opinion, believed to have been authored by Chief Justice Marcus Mundell, cited a need to observe the principle of stare decisis – standing by a previous ruling – as well as the “shifting moral consciousness of Alexiandrans” as its primary justifications.

The current case, which was first referred to the Supreme Court in October 2015, concerns the right of local authorities in the city of Carpathia to execute a convicted murderer: 26-year-old David Brennan. A previous ruling, entitled Jonah v. Carpathia City Council (1979) outlawed capital punishment indirectly by preventing the supply of lethal drugs to local authorities. In September 2015, however, the advent of a new lethal injection drug – marketed as “VicTor” – allowed prosecutors in Carpathia to advocate the death penalty.

Mr Brennan, convicted in 2014 of deliberately murdering his 22-year-old girlfriend Saffi Webb with a kitchen knife, launched an appeal on the basis of Jonah v. Carpathia City Council. An online petition in his favour attracted over 5,000 signatures, prompting the Supreme Court to hear his case in a decision that invited criticism from conservative publications like The New Sovereign and the Lockbourne Tribune.

Since Jonah v. Carpathia City Council in 1979, there has been just one execution in Alexiandra – that of serial killer Jannek Welvit – in 1980. This execution circumvented the Supreme Court’s embargo on lethal drugs by depleting the last known stockpile of deadly chemicals in the National Prosecution Service’s arsenal. Today’s ruling formally criminalises such circumvention by banning all forms of execution outright.

Reaction from across the country was generally positive, with Amnesty International's Alexiandran branch praising what it called "a brave and progressive decision" and Leader of the Opposition David Ruth congratulating the Court on its "forward thinking and decision to prioritise humanity over deterrence". Reception on social media was more mixed, with one Twitter user decrying what he called "the Supreme Court's flagrant support for a convicted felon".
