3:30 A.M., another day, Ministry of Foreign Affairs | the computer room

An unsettled atmosphere dominated the computer information room in the Ministry of Foreign Affairs, a building exihibiting past glory and gloom on its faded walls, many times plastered over with whitewash, as though to conceal the many shady dealings that cast an irretrievable and mistakable shadow and veil of secrecy over the edifice. A major power problem had just caused the 7090 mainframe computer, which was intalled in the Ministry back in 1965, to give in after serving the Ministry selflessly for the previous 50 years. The engineers tried to supply the computer with renewed power in the wee hours of the morning, since they know trouble will be brewing if the computer wasn't up and in running order when the staff came in this morning.

The card reader seemded to be functioning properly, with the in-feed and sorting working flawlessly and faultlessly, and the connection to the punched card reader controller was definitely working, as the lights flashing on the exterior of the controller informed the engineers.

"Quick," the lead engineer urged, "feed the IPL card in again, with full power on the power supply!"



His associates, or better called his apprentices, judging by the way in which he treats them, which is to say with folly and exploitation, followed his instructions. Time and again he checked the memory dials on the front panel, and they showed the correct reading for the initialization procedure. This computer is horribly outdated, as everybody knew, but it is still being used, as a new mainframe cannot be bought with the budget of the Ministry without some serious financing. Ultimately, it is just a database; very few data-analysis applications were ran on the machine, so it stood up to the test of time well.

If the computer broke, the loss was acceptable. However, all the data on the 42 hard disc drives represent decades of meticulous work. If the data on the hard disc drives were lost, the Minister will hit the roof and probably be asked "to consider his position" -- to resign --, but not before the engineers were gone. Last night, the computer went completely haywire as the Nanking power plant was attacked by a no-warning air raid, which caused the current to fluctuate as the electrical lines were shorted at the origin. The engineer on duty discovered that the hard drives were furously writing into places that they shouldn't be, so he tried to bring the system down, but to no avail. Now that the power problem was over, the computer was unresponsive, and the chief engineer, who rushed to the scene, was flustered trying to check the integrity of the data on the drives.

At last, checking every single circuit board and replacing each destroyed one, they managed to start the computer. Avoiding instructions using the bad circuitry, they got an instruction through to the drives and begun a dump of the data on it. But it was no use, the data was destroyed. The destroyed portions include at least the registry of all the embassies and consulates in China; some of the engineers wanted to check more drives, but the chief engineer didn't want to. This alone was enough to guarantee a dismissal, unless they managed to salvage the destroyed data, which is exactly what he was going to do.

"Minister," the engineer told the boss as he came into office, "due to some technical difficulties last night, we need every embassy to send in the same form that they did when they initially applied, in order to check that our data remains accurate and current."

"Sure," the Minister said, not realizing the full magnitude of the destruction, "let my secretaries know. They will send out the annoucement."

"Yes, Minister," said the engineer, as he presently relays the information to the secretaries, who will make the announcement.

Embassy Locations
All embassies are to be located in Nanking, where the seat of the Central Government is. The Republic of China offers the courtesy of a free selection of chancery location; this means the arriving ambassador, or equivalent head of the embassy, may select any location in the City of Nanking to be the location of his embassy. The government will purchase and modify such building according to the desires of the arriving ambassador. Certain restrictions apply.

Rules and Regulations
1. These rules and regulations are based on the domestic law Diplomacy Act, 1949, which outlines the basic framework in which the Republic of China engages in diplomacy and the rights an duties of diplomats.
2. All diplomats are requested to acknowledge national and local laws wherever they travel in the Republic of China.
3. Rights of diplomats:

Right to enter and leave embassy.
Right to certain immunities (outlined below).
Right to enter and leave and travel within the Republic of China.
Right to the liberties that apply to a citizen of the Republic of China.
Right to litigation in the Republic of China against any citizen thereof (supreme court has original jurisdiction).
Right to commensurate rank, state, and dignity at any government function.

4. Duties of diplomats:

Duty to present credentials to the government of the Republic of China at the earliest possible moment at initial arrival.
Duty to notify the government of the Republic of China when entering the Republic of China after credentials have been presented.
Duty to notify to the government of the Republic of China any aliens entering the embassy.
Duty to obey a head of mission to which a diplomat is accountable.
Duty to obey recognized laws of diplomacy that exist internationally.
Duty to acknowledge the laws of the Republic of China, whether nationally enacted or locally.

5. Embassies and the land immediately adjoining are for all intents and purposes recognized as sovereign territory of the nation being represented by the embassy. The Republic of China will not invade except with permission of the government represented thereby. Consulates are not afforded the same status, but the Republic of China will extend to consulates the same courtesy that she practises with embassies. Extraterritorial sovereignty has legal limits; it does not extend to extraction of national resources found under the embassy ground or to exploitation aquatic or aerial resources found on the embassy. Rivers, creeks, and sewers, as well as other waterways, or any other current or force or life that naturally enter the embassy grounds and exit therefrom remain property of the Republic of China. Thus, it is not permitted to have a mining operation on the embassy grounds, or to harvest wind power, or to prevent the natural passage of animals if any, or to dam a creek if any flowing through the grounds, or to refuse entry to the air space above the embassy to any passing aircraft.
6. The Republic of China restricts any embassy or consulate from performing any function of a judicial character on embassy or consulate land. No embassy or consulate shall be permitted to try or convict any person, especially in criminal proceeding, on embassy or consulate land.
7. The Republic of China reserves the right to issue a passport in the name of a diplomat and request that he/she use it at his/her earliest convenience; the Republic of China also reserves the right to request a mission to return to its original nation at their earliest convenience.
8. The Republic of China reserves the right to regulate importation into territories on land, sea, and air that properly are of the Republic of China.
9. The Republic of China reserves the right to locate and compel any diplomat to return to embassy, only with the permission of the head of mission.
10. The Republic of China reserves the right to communicate with the government represented by the mission directly and without consultation therewith, when the mission is unresponsive or cannot be located or reached.

Additional Rules
1. The Republic of China does not require a cover letter in diplomatic communique format to accompany the form; however, the presence of one will definitely not adversely affect the case.
2. The Republic of China does not entertain embassy requests in any locale other than within the boundaries of Nanking City.
3. The Republic of China does not entertain embassy requests in any locale already occupied by other embassies or government buildings.
4. Weaponry and armour of all kinds shall be inspected visually prior to their importation to the Republic of China; however, if the items are not to leave the embassy or consulate grounds, the Republic of China may elect to waive inspection.
5. The Republic of China respects confidence signified diplomatic envelopes and will refrain from inspecting their contents; however, the dimensions of diplomatic envelopes may be regulated by the Republic of China.
6. The Republic of China recognizes both embassies and legations.

Building size: not less than 1,200 m² in interior floor space; may be divided into several storeys.

The Kingdom of Komneneia is a nation located in the Eastern Mediterranean comprising of the territories of Ellas (Greece), Southern Balkans, Asia Minor and overseas dependencies of Tartaros Islands and Soukotra. We are predominantly a Greek Orthodox Christian nation established on the principles and morals of Eastern Orthodoxy but with a strong culture of religious tolerance and ethnic harmony. As such, we are aiming for a friendlier relations with secular nations, in particular, closer economic, cultural and diplomatic ties with your great nation. We believe that establishing a diplomatic relations with the Republic of China will not only bring us closer to that goal, but will be of great benefit to both the China and Komneneia.
