Your Nations' Legislature.

Postby Amuaplye » Wed Feb 03, 2016 4:56 pm

Our Legislature is unicamerical, it is called the House of Deputies, which has 300 seats. All of the seats are vacant as of right now. Everyone but the Prime Minister, and leaders of political parties forcibly resigns from their duties in Parliament, until the next election, this normally happens 1-2 months before the election, and the political parties elect a new leader, then the election season starts, until all of the seats are occupied, and the seats are tallied. The party with the most seats win, and become the Leader of the House of Deputies.
I'm a dude.

China has a standing electoral college (the National Assembly) with some extended powers and a unicameral legislature (the Legislative Yuan).

The National Assembly is charged with the task of electing the President and Vice President, both of whom are elected separately to terms of six years; before this term expires, the National Assembly may choose to dismiss them at any time, though dismissal requires a super-majority of two-thirds, while election only requires a majority. If a candidate cannot acquire a majority during the election, a run-off is held; if after two run-off elections still no majority emerges, the two top contenders engage in a third run-off, in which the candidate with a plurality is elected. The National Assembly itself is elected by single non-transferable vote in electoral districts, to term of six years; the election for the National Assembly happens roughly four months before the presidential and vice-presidential elections are to happen. The National Assembly can also alter the Constitution and resolve to alter national territories (ceding or annexing territory), though both of which also require a super-majority of two-thirds in favour.

Image

The Legislative Yuan is the standing legislature that makes all laws, including statute, appropriations, declarations of war and peace, ratification of treaties, and amnesties. Members of the Legislative Yuan are elected on provincial tickets on the basis of population (with a guaranteed five seats for any province), to terms of three years. The composition of the Legislative Yuan is far more important than the National Assembly, as the Legislative Yuan had the power to confirm the appointment of the executive Prime Minister by the ceremonial President. By constitutional convention, Prime Ministers resign on the day on which the last session of the Legislative Yuan ends (after which elections are to take place), and await renewed confirmation. During the interim (end of December to 1st of February), the Prime Minister remains in office, though only in an acting capacity, until either his government is confirmed or a new Prime Minister appointed.

The three largest parties are as follows:
Social Democratic Party — 282
Civic Party (KMT) — 281
Democratic Socialist Party — 104
These three form the governing coalition
Democratic Party — 52
Communist Party — 47
Socialist Party — 45
Liberal Party — 28
Federal Party — 19
These five form the official opposition
New Nationalist Party — 12
Democratic Rights Party — 10
Green Party — 9
Not Your Business — 3
Not Party — 1
Commupoverty Party — 1
Pirate Party — 1
Marijuana Party — 1
Same Party — 1
Society of Locals — 1
Sex Party — 1
Kids' Party — 1
Affiliation of Independents — 31

The Affiliation of Independents is, legally speaking, a party, but it is only registered for sake of accessing the benefits of administrative support for parliamentary parties, which can only be accessed by a group larger than 3 members. It has no official party policies.

Our legislature is bicameral. The upper house is called the Senate and has 100 seats, 2 per state, and the lower house is called the House of Representatives and has 435 seats. We hold elections every 2 years into a presidential term.

The federal legislature is the Imperial Council (Reichsrat); it is bicameral. The upper house is called the House of Lords and the lower house is called the House of Deputies (Abgeordnetenhaus). The lower, representative house is elected from mixed member proportional representation, and the upper house is by appointment.
Currently the Reichsrat is ruled by a coalition government of the Social Democratic Party of Auzkhia and the Imperial Liberal Party.

Gandoor's legislature is the Forum of the Democratic Republic of Gandoor (usually just called the Forum). It is a one chamber legislature with a total of 1000 members. Since Gandoor has 8 yons (administrative divisions), each yon has exactly 125 people representing them. Despite being legally identical to a yon in all but name, the Gandoor City Capital District does not have any representation in the Forum.

Members of the Forum can serve for a maximum of three terms of four years.

The Forum is dominated by the two main political parties of Gandoor, the Gandoor Communist Party (despite the name, a democratic socialist party, not a communist one), which has 444 seats and the New Democratic Party, which has 523 seats.

The remaining seats are filled by the People's Party of Gandoor, which has 22 seats, and the Gandoor Freedom Group, which has 11 seats.

In terms of lawmaking (given its roots as an absolute dyarchy), technically speaking, only the Kanamekami, Yakumokami, and Suzumikami are invested with the power to issue and revoke edicts. Such a power does have its limitations in both theory and practice -- the issuance or revocation of a law or edict must only proceed with the express consent of all three kami; the kami themselves have been expected to explain their approval or disapproval of laws that they and/or the public think are important, using whichever medium of expression is convenient; and for the more important or controversial ones, a Taiyou (which functions like the French Estates-General, and is comprised of elected representatives from all major cities as well as the major Budhist temples) is convened.
Authoritarianism kills all. Never forget that.

The Parliamentum of Old Tyrannia, sometimes nostalgically referred to as the Senatus although the Tyrannian Senate was actually abolished in the 19th century under Emperor Scipio IV's reforms, is a bicameral body consisting of the upper house, the House of Nobles (Concilium Nobilis, alternatively translated as House of Peers or House of Lords) and the House of Representatives (Concilium Plebis, literally "House of Plebeians" or "House of Commoners"). The upper house is made up of high-ranking nobles, Princes of the Imperial House, representatives elected from amongst the ranks of the lower nobility and an unlimited number of imperial appointees. The lower house is elected by proportional representation. All Tyrannian citizens older than 21 may vote. The Prime Minister of Old Tyrannia (Caput Imperii) is customarily the leader of the largest party or coalition in the House of Representatives.

The Council of Representatives is the de facto legislative branch of the Kingdom. The Council is composed of 53 seats, one seat for each province of Jeltronia. Members of the Council are appointed by the King, although the present norm is for the province to hold 'elections' to express their desire choice to the King. The main duty of the Council of Representative is to help the King draft laws. the Council of Representatives can also pass their own resolutions, expressing their 'sense' over a particular subject, matter or event, though the resolution is taken as the sense of the majority of the representatives themselves, and not of the King.

Main article: Gaeltyn of the Royal Isles of Shalotte

The Gaeltyn consists of 20 members called Tyrrns, who are each elected to represent one the 20 major settlements of Shalotte and their surrounding areas every five years. Shalottes have universal suffrage from the age of 15, and traditionally has very high voter turnout.

Once the local elections have appointed the Tyrrns, the Gaeltyn then elects one of their own number to serve as Mon'gaeltyn. While any Tyrrn can campaign to become the Mon'gaeltyn, tradition holds that the Tyrrn of the largest settlement - Alauna, the capital - is invariably elected to the role. Historically the Domnaeni would appoint her preferred candidate, but in modern times she always appoints the candidate elected by the Tyrrns.

Bills can be brought to the Gaeltyn by any Shalotte, and the members of the Gaeltyn will then debate, amend, and vote on the bill before seeking Domnaeni approval to enact it into law. The Mon'gaeltyn has a deciding vote in the event of a tie.

The Mon'gaeltyn also serves as the 'voice' of the Gaeltyn, acting as the liaison between the Gaeltyn and both the Domnaeni and the people of Shalotte (except in local affairs, where the appropriate Tyrrn for that area has jurisdiction). In more recent times, this has included speaking to the outside world regarding foreign affairs.

We have a tricameral parliamentary system with a House of Delegates (400 members), Forum (100 members) and Board of Executives (4 members that include the President, Prime minister, Premier, and Secretary General). The Board of Executives isn't seen as a cabinet or a single decision-making body but as a branch of government like the others. They all perform "checks and balances" although the forum is seen as having the most power partly because they're appointed by the Board of Executive whereas the House of Delegates is elected by the people. The House of Delegates then appoints members of the Forum to serve on the Board of Executives. It sounds complicated but it's very simple in practice.

We have a bicameral Parliament, with a 2197-member House of Commons (elected via national party list) and a 507-member Senate (elected via District-wide lists).

Effectively, the Prime Minister and Cabinet are members of the House of Commons, with the Senate serving as an organ of sober second thought.

Elections are held yearly, the first Sunday in October.

The United Republic has a 101 seat National Assembly.

Seats are allocated using an Open list PR system. Party members elect the party list in internal STV votes, and then all citizens over 18 are eligible to vote in legislative elections (held every two years). 1 seat is allocated for approximately every 1% of the vote, and party members are allocated based on the list. For example if a party wins about 20% they will appoint numbers 1 to 20 on their list to sit in the house. This decides 100 of the 101 seats.

These 100 MPs then vote for who amongst them will be speaker. The winner then takes up the 101st Speakers seat, and the next person on the party list from his / her party takes his / her vacated seat. In this way if the hypothetical party with 20% got the speaker appointed from their party, he / she would become speaker and number 21 on the party list would take his her seat.

The Current National Assembly

The officially impartial Speaker is Brenda Lautallio of the People's Party (PP). As Speaker she can break a deadlock in the vote (just under 51, thus 50, for or against a vote).

The Deliberative is the Parliament of the Imperial Republic. It's not technically a Legislature, as all laws are actually created through Imperial Edicts, but it does propose edicts. It is firmly tertiary in power, behind the Cabinet which is second in power to the Emperor himself.

The Deliberative is divided into an upper house, the Senate, which is selected from the aristocracy and retired bureaucrats, and a lower house, the Popular Assembly, which is democratically elected. The Senate has sole jurisdiction on giving advice related to the military and faith and is generally the more powerful house. The Popular Assembly is generally not viewed as trustworthy or legitimate. The usual opinion of noble and commoner alike is that it is just the mouthpiece of the rich merchants of the Republic; this reflects a general view that all supposed democracies are in fact plutocracies. Since the Deliberative derives most of its ability from social authority rather than legal powers, this means the Senate is the only part that really matters.

Lower level democratic legislatures tend to be more positively regarded, in large part because they are small and transparent enough that any corruption or lobbying would be rapidly exposed to the public. Since transparency on the part of the central government is suicidal, this means that any central legislature will inevitably become corrupt. In addition, they are balanced out by an appointed executive (Mayor, Governor, ect.) selected from the professional bureaucracy. Direct democracy, where implemented, is also generally seen as effective in accurately communicating the interests of the populace. However, it only works in small communities and cannot be used to administrate a state.

Tourists flock to Basphere every year to witness the oddness of our government. As a law backfired on the government to try to restrict the king's powers, a loophole has been exploited as to fire every member of the legislature and replace them with pigs, furfilling the responsibility of 'having an occupier for every member seat'. Most of the pigs are named after the politicans in the same seat before the change and as the king controls the money, wages were cut to 1 Tiron to furfill a 'paying wage'.

The legislature of Oakwall is called the Court of Sovereigns, which is composed of 101 members elected using the d"Hondt method for apportioning seats using state-wide lists. Currently, there are 5 parties with representation in the Court: the People's Party, the National Party, the Socialist Party, the Conservative Party, and the Unity Front. The People's Party and the National Party have been the leading parties in recent years. The President of the Court is elected by the Court and is the nominal head of state. The Court also elects the Chairman of the Executive Board and gives the Board confidence.
