IC: The Vice-Protector of Gloria Regis, Dr. Servilia Aemlianus, has introduced and had accepted a new proposal for living arrangements for women in Gloria Regis. It is hoped that this will encourage women to prosper and be safe, encourage men to give up patriarchal control over society and also encourage many positive interactions with other countries. It should be clear that the reforms proposed as this part of the Cultural Revolution are entirely voluntary.
Preamble: Inspired by the brave people of Esperantujo 2, the Council of Guardians has proposed to the Assembly that they should consider mandating a radical and exciting shift to policy about lifestyle that will help move our Cultural Revolution forward.
Lesbianism in Esperantujo 2 is a fascinating document, a look at life in another country that has inspired a new movement and political proposal that may change the lives of citizens in Gloria Regis for the better. The Assembly has generally agreed that this should become publicly funded and that a joint committee of the Council of Guardians and the Assembly will oversee its welfare.
General Proposal: This is a modification of the Esperantujo concept more suitable to the people of Gloria Regis.
1. Qualifications: The minimum age for joining is 13, but most women join much later, after leaving school. Candidates' sexual orientation is independently tested, in the Women’s Health Center in Heraclea. Women who join must be accepting of female sexual fluidity—the notion that women may at any time choose their own sexual inclinations.
2. Locations: The Comunes' main centers will be in Heraclea, Iphigenia and at Isis-Urania University Campus, because these cities have the best rail, road and air access.
3. Men: Men will allowed into the centers only for the purposes of procreation. We have no truck with artificial insemination. Even the least lesbian woman on the review committee has accepted that that the natural way is more biologically sound. The men are not allowed to enter the center from the station at the upper or ground levels. They have to use the underground entrance. Would-be mothers have to post an announcement that they are expecting a male visitor. If women, particularly when pregnant, like to be in the nude when indoors, and the announcement serves to warn them to put on clothes, as well as celebrating a new stage in the couple's relationship. This relationship is never an exclusive one.
4. Children: Male children are not subject to the restrictions on adult men. They are regarded as honorary females. The boys may remain in the Commune until their 13th birthday, when they must leave. Some, but not all of them go to live with their natural fathers. There will be an arrangement with the School Students Union to find suitable accomodation. When these boys grow into adults, women find them very desirable romantic partners. Because they have spent so long in the company of women, they are believed to be particularly sensitive to women's desires.
Daughters are allowed to stay until they reach 21. They also often attain eminence outside the collective.
The maximum number of children permitted is four per couple.
5. Education: The centers have their own schools, for children aged 5 to 7. At age 8 they go to outside schools.
