They are only 1 point of being a ordinary/average CAFRI classification.

It would be nicer to add how ALL people are treated, other than that I think it is good :)

That nation had a lot of non citizen civilians with no rights.

They are encouraged to remember that Constellation law applies uniformly and that each aerostat has its own laws that must be observed. Foreign nationals receive no special treatment in regards to law enforcement, and are not entitled to consular assistance, translation services, or other aide, although generally consular aide and translation service are permitted as a matter of courtesy. Further note that the Constellation does not monitor or care about the legalities of your home state in regards to your activities within or exports from the Constellation and offers no assistance in that regard.

The Gendarmerie Nationale is in charge of all federal policing and common defense of the Constellation. Each aerostat is technically required to have its own arrangements regarding law enforcement and local militias, but in practice the majority of aerostats raise a single militia that they place within the Gendarmerie command structure.
Do police require warrants? After a fashion. An isolated team of judicial AIs monitor the panopticon to determine if law enforcement intervention is mandated. The same AIs have the authority to authorize physical search and seizure if needed.
Do police require probable cause? The judicial AIs are required to assess any information from the panopticon against a standard of 60% probability of conviction before authorizing an action and alerting law enforcement.
Is torture allowed? Torture is forbidden in the Constellation constitution, although we imagine our definition of torture is rather different than yours.
Is the judiciary an independent branch of government? Yes, and is internally independent. Judicial AIs in charge of monitoring the panopticon and directing law enforcement are independent of and isolated from the AIs that will administer the trial phase. A final isolated AI will impose a sentence based upon the conviction and findings of fact by the jury that are submitted to it.
