Okay, so in other words neutral countries are not allowed to join? Because there is no exemption in the military requirements

Neutral nations are welcome but joining The League does partner you with other members of The League. The charter clearly states this is a "Strategic Economic and Military Partnership". Our delegation's issue isn't your neutrality it's the possibility of voting into The League a self proclaimed belligerent nation.
