The Ministry of Foreign Relations has briefed me on the history, demography, and polity of your country, and it is apparent that yours is an upstanding nation, one worthy of the respect and affection of all nations. It is also obvious that your nation takes the promotion and protection of human rights very seriously, which is an encouraging sign. Regrettably, Veraguas's human rights record has long been problematic, and that is putting it charitably. But my administration is working energetically and earnestly to remedy abuses. I have recently enacted a Law on Probity to root out graft, bribery, nepotism, and corruption of all kinds. The security forces will be retrained from scratch to respect human rights. Police officers and military personnel accused of abusing citizens will be investigated and punished.

We have been embroiled in an ugly and unpleasant war with subversives and terrorists for decades. Naturally, gross violations of human rights abuses have abounded. To my regret, many of these abuses have been committed by Veraguan police and soldiers, the very people who are supposed to be defending ordinary citizens and protecting their rights. It is impossible to keep one's hands fully clean when dealing with guerrillas who think nothing of using children and elderly people, disguising themselves as civilians, and resorting to other distasteful tactics. On behalf of the people of Veraguas, I extend my most cordial greetings. The Ministry of Foreign Relations has briefed me on the history, demography, and polity of your country, and it is apparent that yours is an upstanding nation, one worthy of the respect and affection of all nations. It is also obvious that your nation takes the promotion and protection of human rights very seriously, which is an encouraging sign. Regrettably, Veraguas's human rights record has long been problematic, and that is putting it charitably. But my administration is working energetically and earnestly to remedy abuses. I have recently enacted a Law on Probity to root out graft, bribery, nepotism, and corruption of all kinds. The security forces will be retrained from scratch to respect human rights. Police officers and military personnel accused of abusing citizens will be investigated and punished.

We have been embroiled in an ugly and unpleasant war with subversives and terrorists for decades. Naturally, gross violations of human rights abuses have abounded. To my regret, many of these abuses have been committed by Veraguan police and soldiers, the very people who are supposed to be defending ordinary citizens and protecting their rights. It is impossible to keep one's hands fully clean when dealing with guerrillas who think nothing of using children and elderly people, disguising themselves as civilians, and resorting to other distasteful tactics. The communist cancer has caused inestimable damage to my country.

I hope that our imperfect human rights record will not preclude the establishment of diplomatic relations. My government wants to broaden its international contacts and establish relations with as many countries as possible, Marxist-Leninist regimes excepted. As a sign of the importance I place on establishing diplomatic relations, I have designated Licenciado Benjamín S. Ramnarine as my prospective ambassador. Lic. Ramnarine is one of Veraguas's ablest and most universally respected diplomats, and he enjoys my full confidence.
