All my citizens are treated equally under the law that I have made in my dictatorship, Ownership is legal but renting-out is not, and there is no slavery. Indentured servitude is a thing if one citizen falls in debt and another citizen agrees to pay for that debt and the first citizen agrees to become an indentured servant for a time or be reassigned to poorer housing (their civil rights are still protected though).
