The Commonwealth is actually Tier 11, and Type 11, always Level 9 because we can never figure out how to create life. Note, the Commonwealth (only 10 nations make up the Commonwealth in NS, RP wise there are an infinite amount of nations in an infintely growing Imperial Senate) as a whole is Tier 11, Level 9 and Type 11. We expanded by incorpating our counterparts in other universes/dimensions, and we could become Tier 12, and Type 12, if we didnt have this much randomness going on between all our leaders and the Monarchy.

For the numbers you provided, your power comparator should be 10.714 for the lower tier values, and 1.36 for the higher Tier and Type values you provided.

Negative numbers should not be possible as to get a negative value your Magic Level would need to be higher than 12 or else your Tier would need to be higher than 13, neither of which is possible on this scale.

Special Notes about your civilization: Due to the defensive military doctrines of Luxcentra, FTL travel has not been a priority for funding. FTL travel and the mechanics have been discovered, but knowledge of implementation is lacking and no prototypes--let alone blueprints--exist. We're Tier 9, thanks to megastructure building capabilities, our planetary shields, and our weapons systems. But in day-to-day civilian life and in an overall sense, we're closer to a tier 8 civilization.

Special Notes about your civilization: The Interworld Diplomatic Association is less a nation and more a loose political forum organized to further the interests of various human civilizations across the galaxy. FTL technology remains unattainable, meaning that the exchange of information (scientific research, news, money, people) is limited to the speed of light, and the exchange of physical goods is even slower. This requires that nearly every star system be almost entirely autonomous, gathering its own resources and governing its own affairs. However, the scientific and engineering advancement of mankind has hardly been slow. Megastructures clutter the galaxy, drawing nearly all available energy and useful matter out of stars and into vast arrays of storage vaults and batteries, and even vaster arrays of biological habitats and digital worlds. Most people are not biological humans, but rather digital uploads or unique synthetic minds that live in virtual worlds of trillions times more people than the galaxy could support were they all biological. Even so, quadrillions more flesh and blood people live alongside them, usually on the outside of solar collectors or on ancient world-cities such as Earth and her nearest neighbors. These biologicals, are usually grown synthetically and almost always include augmentations supported by extensive gene tailoring and machine implants in the brain, bones, lungs, and bloodstream.
