Planet Jini is definitely a Tier 9 civilization, but beyond that is a whole realm of speculation. So far, we have never encountered a society far more advanced than our own, or with the descibed abilities of tiers 10 through 12 on the universal scale. I mean, creating new universes that's been thought of for thousands of years in the pulp fiction of Jini culture, but never remotely accomplished. While theoretical physics points to the possible existence of other universes, we've never ventured outside this one. And the Jini have never traveled beyond the local super cluster.

And faster than light travel isn't possible. You could get to another location faster than light by creating a wormhole, but you aren't going at a speed faster than light. You're only creating a hole through the fabric of space time to travel through. No object can travel across known space at a speed faster than light. The Jini can travel across vast distances using Stargate technology, but these are simply artificial wormholes, and anywhere farther away than the Andromeda Galaxy we have never visited. While this concept is interesting, not only are some of these tiers of advancement physically impossible, but most civilizations never make it past tier 5, the development of atomic weapons. Nuclear bombs are a universal piece of technology, much like the wheel, and nuclear warfare all too easily can break out and either set a civilization back, destroy the civilization, or render an entire species extinct. [The Allied Andromeda Systems]

Nation: The Commonwealth of The Allied Andromeda Systems
Tier 11: The Technology The Allied Andromeda Systems (AAS for short) possesses is truly beyond any comprehension. Many of our devices utilize transdimensional technology, able to pull energy that leeches into the void from different dimensions, as well as cutting through into different dimensions as well. Our "submarines" can dive into a different dimension and attack from there to add to that. Cybernetic enhancement and sometimes biological modification are very popular throughout the AAS. Our most powerful weapon (The Super battleship-Class Polymorization Cannon) can destroy a galaxy by "deleting" its supermassive black hole. We also utilize stargates, which use 7 or 8 chevrons to connect to a specific stargate via an transdimensional tunnel (we also happen to use these for long-range FTL travel). These stargates are what allowed the AAS to expand it's influence so quickly. We also have the ability to create entire galaxies from nothing. All of our handheld weapons utilize hardlight bullets, as they cleave through both energy shields (no frequency) and physical shields (as hot as light). Our ships' shields are known as electrogravity shields, which create an inpenetrable barrier around the hull (which is nigh-invulnerable, being made out of Klein)

Level 4: While we don't have "magic", per say, we do possess some acute physic abilities and the ability to directly affect our local field of spacetime, such as slowing objects down or altering their path. Most however aren't born with this, as not only does only one species in The AAS have these abilities, they usually aren't born with them, as the genes required to activate them are inactivate. Those who wish to use their powers must look into the Untempered Schism, a crack in spacetime, allowing them to see all of time and space itself. This in turn forces their genes to activate, granting them these abilites.

Type 10: We have spread our influence over a large number of galaxies in the local group, however we are extremely well known, even known by civilizations outside of the Virgo supercluster. The AAS exists in many galaxies. Those galaxies are: Andromeda (our home), Triangulum, Pegasus, Mutter's Spiral (known as The Milky Way/Milky Way by Humans), The Large Magellanic Cloud, The Small Magellanic Cloud, and the artificial Destiny dwarf galaxy. A lot of this is due to the stargates, which allow entire fleets or squads to travel to anywhere in the universe, as long there is a stargate present.

Tier:12 - The UEIA's technology is developed by the transapient and archailect intelligences that govern and inhabit it, - essentially meaning they are theoretically incomprehensible to human cognitive abilities, in that the human brain neither has the memory capabilities to store the details of how even a simple device operates, nor possesses the cognitive abilities to read or write such memories in the first place. All a human would see would be a bolt of plasma flying at a target, from a pistol, then the target being vaporized. Our higher-end technologies can travel to and destroy universes, create matter and energy from nothing, warp the fabric of space and time, travel time, and traverse 10 billion lightyears in 30 minutes at 175 trillion times the speed of light. We also have crazy self-replication powers that let us totally inhabit a galaxy in ten years, and our weapons systems get so advanced we can make all the stars in a galaxy go nova by shooting them with conical beams of tachyons from a solar-system sized weapon. The superintelligences can also participate in actions that are indeed alien and inexplicable to human-level minds.

Type: 11. We encompass essentially all of three quaters of a fourth of the Laniakea supercluster, and beyond. (the other fourth being owned by exactly 3 other nations with which we are in a multinational organization / body.) This means we reach over 12 billion lightyears from our home planet of Earth, encompassing 40 million galaxies, of which almost each and every celestial body within them is colonized by us. We have begun reaching out to other universes.
