Special Notes about your civilization: Rayet Raeder is a strange and odd person. according to our data about her, she was actually never exist and anomaly in her timeline. She always die in same time before the Third World War start. after she dead, she able to observe time in her Spiritiual being and 'spawn' again in 1933 at time where hitler rise becomes fuhrer of germany (she always repeating it and we dont know how many times she repeatingit).

Special Notes about your civilization: Averages are average for a reason and highly skilled mages with potentially 1000's of years of training and research would fall somewhere between level 9 and 11. Intelligent magical constructs or clones (listed as tier 8 if they were non magical) are not unheard of as is immortality for exceptional mages (tier 10 tech if non magical). Gravity and time magic is also used by highly exceptional mages for various purposes (tier 11 if it was non magical).
Any Improvement Suggestions for the Index?
The magic system ratings are all over the place. I would view reading and or controlling another's mind as well as viewing of the future as a far higher level than mere fireballs and portals. I would also view rending a world, let alone creating new planets, as significantly greater than summoning an army.

Special Notes about your civilization: Currently doing research to reach Tier 9 and eventually the rest of the tiers. There is one species within Sivio that utilizes Level 4 magic, but they are part of the 1% of the entire population, including colonies and outposts. On top of that, we keep them limited to avoid them taking over the nation.

Nation: The Glorious Winged States of Rainengrad.
Technology Tier: VI - Rainengradian spaceships enter and re-enter the planetary atmosphere on a daily basis for construction of space stations all over the solar system, but since travel speeds are slow only some stations around the main planet and its moon have been completed.
Arcane Tier: III - The Rainengradian population is mostly composed of arcane inepts, but among them live some arcane users that mostly use their precognitive habilities on everyday life, some of them becoming successful businessmen, strategists or government officials for their insight into future events. They usually hide their powers from the common people, however, and Tiers I to II usually gather on groups while the third Tier even hides itself from the other ones.
Influence Tier: V - Rainengrad certainly has many powerful allies and influences many nations, having a big military force that makes it a force to be reckoned with, which is why most nations try not to provoke this one and agree on everything it says. Rainengrad uses this to it's favor and influences the decisions of others, usually threatening those who don't. However, threats are rarely true and the bulk of Rainengradian military is usually stationed home.
Special notes about this civilization: Due to constant scientific advancement, these tiers are always subject to change. Influence and Tech Tiers are expected to ascend one tier in some years.

Special Notes about your civilization: We haven't reached space flight yet, but we are highly developed in biotechnology and agricultural sciences so we have much higher than average agricultural quality and output. We also have scientists working on new ways to power everything usinh renewable and clean energy as well as doctors working on all sorts of medical innovations. The biologists and social scientists seem to working on something too.... And good computers, of course, we need good computers.

Like, 95% of the populace doesn't have magic and the ones that do can predict the future through dreams, sense someone's true emotional state by touch, call spirits by a series of rituals, and heal wounds through some complicated spells. And of course, telekinesis by the power of the mind and focus. Magic is something you learn, not born with here which is why there's quite a lot of them here.

Any Improvement Suggestions for the Index? Well, uh, actually, no. It's already quite great.

"Arcane Arts" are rumored to be practiced in the Halls of the Latark within the Federation, though those within those Halls refer to it as "gifts from the celestials." Claims are made that high-ranking officials within the Golden Order of Latark are capable of using healing magic, though from all study of such they appear to only use cutting edge medical technology. The official position of the Federal Government is to deny the existence of such magic as an absurdity.

As another note, there are many myths surrounding the deeds of our founder-hero, Emperor Akait. While of course denied by historians, if these legends were true, the Emperor would of been an individual example of a "Level 8 - Mighty Mage."

(OOC: Your magic system seems to especially emphasize more traditional 'arcane' magic, such as clairvoyance, transportation, etc, and doesn't seem to consider much the presence of healing magic; I think the changes you suggest in the second post would be worthwile)

Taiyochi has just invented a weapon we called "The Annihilation Machine". It's location is classified, and any information regarding this weapon is classified, but you don't wanna make a mess with us unless you want your planet to be destroyed to nothing :)
We have no magical ability nor clairvoyance. We're just believing what we got from our prayer to god, and what we got from the holy book. Even though we'll be moving to the next tier, Tier 10, we're not looking for immortality nor star-creation as it's violating the rule made by our god.
Beside that, technology advancement is fully supported, as it's what have been told by our last prophet, with only purpose to make life easier and make humans more intelligent and close to their god.
