This is kinda cute. Sure, why not.

Tier: On average 5, but varies greatly depending on specifics.
Level: 0, officially. Could be considered "1" on a technicality, but this is more of a personal-lore thing, not something that I use in interactions with other nations.

Special Notes about your civilization: For Tier, it depends on the technology. On average, Nui-ta ranks at 5 (in regards to research, scientific understanding, flight, and energy). On the nuclear level, it's a bit behind at 4.5, since atomic theory is understood, ICBMs exist, but there are no nuclear warheads or bombs in the country --- that technology was never achieved. On the other hand, it's a little ahead of the game with genetic research (5.5, lots of research, limited practical application, and nothing useful on a large scale), and chemical weaponry (in which it could be considered at 6 --- lots of research, practical applications exist on a larger scale, but it's still a long way off from being main-stream).

For Level: As far as the laws of physics goes in Noctur, it's a hard 0. You'll never see anything like this in societal use, and I don't really engage in it with my region-mates or on a large-scale political/social level. In the interest of hinting at Nui-ta's deep-seated spirituality and superstition, I rarely (but I have) implied that culturally held beliefs in souls, ghosts, and wandering spirits are true, as far as Nui-ta is concerned. Some people would consider that kind of thing, alongside with lucid dreaming (of which I know I have at least one scene), to be of a magical/metaphysical/occult nature, so on a technicality only, Nui-ta is a 1.

For Type: I'm assuming there's little to no world outside of Noctur for this one. Nui-ta has extended influence in its own little corner of the globe (southeastern Terra Occidens...lol "southeast west-land"). It has limited influence on other countries in Noctur outside of this localized region, like Radiatia, Aazeronia, and Poldania. In the most former's case, its because of a long-standing alliance between the two nations, although the argument that Radiatia has had far more influence on Nui-ta is an extremely valid (and much stronger) one. In the case of the latter two, and other nations in Noctur altogether, it's because of indirect episodes of influence. While Nui-ta may not have any direct threats/attempts to influence these nations, its frosty (to say the least) relations with Hadin, combined with Hadin's involvement in a multi-national alliance called UNCA, and Nui-ta's involvement with one of Noctur's most powerful nations, have threatened to cause world-wide tensions that Nui-ta, of all places, could be the spark for.

Any Improvement Suggestions for the Index? Not really, maybe break up the technological classifications between military/energy/digital advancement, but that's such a moot point.

Special Notes about your civilization: Did the best with what we could, of course things can be a little different than RL patterns, thus giving way to events and discoveries that may have been possible in RL, or only possible with changes in resources, etc.

Perhaps changing up the importance of mathematics, as it seems to be at the very least a tier higher than it should, we don't give ancient civilizations enough credit with their ability to preform math. Tier 3 seems to heavily imply the late Medieval era and Renaissance.

Special Notes about your civilization: their is research going on for FTL tech, not yet there for cloning people, but do have extensive knowledge of genetics and able to manipulate them, even in embryo's, Nuclear power is rather efficient, having put some effort into it to try and pull away from non renewable energy sources, do have some energy weapons up their still a bit bulky do have them small enough for soldiers to carry and use, have landed men on our nearest neighbor planet, and had unmanned probes explore most of the star system, and satellites that are in and outside our star system, more elite units or heavy units wear power armor on the battle field.

Special Notes about your civilization: On Tier: What little technology there is is pretty specified. The wartoks have a long weapon smithing tradition and can construct fine, sea-worthy ships but still aren't convinced the wheel isn't just a fad. Agriculture is almost non-existent and architecture extends only to widening and smoothing out natural caves. All in all they depend far more on scavenged and clumsily maintained technology than on any innovation of their own.

On Level: Magic power is unusual but keeps cropping up. As a species the wartoks favour raw physical strength which means that mages are usually given much in the way of support. This is the typical anyway, but the Andrellian isles holds one of the most powerful mages of their world and he gathers any magically gifted wartoks around himself, giving them rudimentary training and a special position in the society. Bonegrinder, the mage in question, is probably a level 9 on his own.

On Type: At times the influence of Shaman Bonegrinder has extended far beyond the isles, but this has never lasted very long. In truth, wartoks are not very good at staying united or focused on a single goal; and so the few tribes settled on the rocky islands are the extent of what he can reliably control.

Any Improvement Suggestions for the Index? Possibly writing the examples of technology up as examples, especially on the later technology levels. As it is now they appear more like requirements.
