What would you suggest placing between "Travel on a solar system scale is likely possible, but very slow" (Tier 6) and "Civilization may now travel across their home star system if they have one, with slow but practical speeds" (Tier 7)?

The tier system seems fine as is, but personally I see developing genetic research and artificial intelligence at a basic, or even moderate degree (something we have today irl) comes earlier than moving at light speeds (something we don't have today, and may not even be physically possible)
Probably a focus on technological improvements that don't focus on space travel for a tier or two.
Like basic flight in one tier, then a tier or two that doesn't focus on flight. Then space travel, followed by a tier or two that doesn't focus on space travel. Then basic space colonization would be a really advanced tier.

The reason for this is how the majority of nationstates are based as early as WW2 and as late as postmodern tech. So most nations are stuck picking tier 6. Intergalactic and Fantasy nationstates exist, but they are few and far between.

Techs mentioned are examples, not requirements. A nation can develop genetic engineering and AI in Tier 5, if that was the tech tier that really fit best. Likewise, a Tier 10 nation may not have developed AI or genetic engineering. The tech tier descriptions are themselves based on the stereotypical model of a given tier, the form that nations tend to take on NS around that level. In my experience, the high level MT nations do not tend to have AI and genetic engineering of humans/majority species. These are typically found at the PMT or FT levels, which is why I placed them in those Tiers.

Most MT nations are stuck picking 6. But they can choose 5. And sure, two tiers is not a lot, but most FT nations are stuck picking 8 or 9, so you can't really say that it advantages them either, and most PT nations are going to be picking Tier 2 or 3, and the poor PMT nations get pretty much only 7. Tier 0 and 12 aren't really meant to be chosen except by extreme outliers, so you would expect each NS standard category to get maybe 2 possible choices.

Also of note is that this scale was designed by an FT nation for use by nations expected to interact with it. A broad scale spreading out from low FT is to be expected given the intended IC purpose of the scale.
