Tier: Two-thirds of the way from tier 6 to tier 7, say 6.66 - we have maglevs, research stations on a few planets, a massive space station in LEO, we're currently building a nuclear fusion plant in the north and have a highly advanced military which relies heavily on drones, stealth land- sea- and aircraft and cyber warfare.
Level: 0.49 - rounded to 0. Being emphatic is considered a quality in our nation, and while many people will agree that stuff such as intuition is real, magic is outright rejected as unscientific.
Type: 5.75 - We're a great power, not exactly a superpower. Probably comparable to modern-day China, or more (geographically appropriately), Nazi-Germany in terms of relative power.
Special Notes about your civilization: We're a alternate history nation where the partitions of Poland weren't fully carried out, and ended up being a union of the Polish-Lithuanian commonwealth, Bohemia, Hanover and most of Prussia - the latter by force. The liberal and progressive traditions of the PLC evolved until now, WW1 happened over 100 years earlier as a result of the French revolution, and WW2 never occurred.

Tier: 4, though realistically closer to a 3.55
Level: 9, if going off of state-sponsored military mages. If not... I have no fucking clue as there really isn't an "average".
Type: 8? It is all on one world, but that world is flat (as in not round like a planet) and endless (infinite in all directions), and the amount of land they actually control dwarfs the size of "real Earth" by a lot.
Special Notes: Electricity has not yet been harnessed without magic, though there are inventors working on it. Firearms haven't completely replaced all military weapons, but every soldier does carry a firearm (and they have largely replaced bows and crossbows... but not entirely.) It should be noted that most of their enemy world superpowers are at a tech tier of around 3, and just so. It is more meaningful I think, to say that CING has managed to become a post-scarcity society in a world that hasn't seen such a thing. Even though CING has been around for a few hundred years and experienced post-scarcity for a few hundred years, they still don't understand it or know what to do with it. They simply call it "prosperity". They're about as safe as possible in a realm filled with cultists, undead, aberrations, and Elder Gods.

Of course all of that is meaningless if an Elder God sneezes and their civilization is erased from existence. Things like that do happen, and larger civilizations have disappeared.

Any Improvement Suggestions for the Index? Yes. I'd say removing all mentions of "species" in the arcane levels for a starter- not all worlds have magic by species. (CING is not from such a world; anyone with an Int score high enough can take a level of wizard, and that's just one kind of magic there.) I'd also suggest streamlining descriptions highly; this tends towards more fantastic descriptions that only really work for certain kinds of fiction.

Special Notes about your civilization: About the tier, Soyouso has the ability to into space, they just don't want to and don't seem to be interested. They are MT, but they combine their magic with their science which has lead to major innovations. Their magic level is 5 because the priests are able to use it in combat, and albinos of the race naturally can come into contact with the spiritual world more easily, but I'd consider the dictator themself a 6 considering they're a lesser god. They don't use their magic to brainwash people, ironically. Turnabout seems to prefer voluntary ("obey me or die" counts as voluntary compared to altering someone's brain for it) obedience.

(Rumors tell that some of the oldest Native Krumolian Shamans have the ability to communicate with the spirit world. Plus, the nation was swept by a strange string of murders not too long ago. Things like that are usually not considered to be unexpected but the dead bodies were found to have mysterious bite marks on their necks...).

(Krumolia doesn't control the entire Earth but it is the founding member of the Pacific Nations' Council for Economic Development, is an observing member of BRIS (China was expelled from the organisation following its unsuccessful attempt at annexing Russian Far East following the declaration of Martial Law by General Sergei Shoigu after the assasination of Vladimir Putin by an Islamic State sniper in 2045), is allied with Russia and India, has colonies on almost every single celestial body of the Solar System and even has complete control over some of the smaller asteroids and planetoids.)
