Special Notes about your civilization:
*005 does not approve of space colonisation. They find it a useless and meaningless desire of unaugmented humans that wish to spread themselves to other planets like a virus. Therefore we do not have space colonies or even humans in space at all. Scientific research on other planets is done by robots only. However other aspects of our society fit within Tier 8/9. Such as non-augmented humans being obsolete, and widespread prevalence of AI.

But can't you basically change the laws of physics by manipulating the energy levels of quantum fields, which you can achieve through quantum tunneling?
So basically, physics can be changed.
Vacuum decay is also a result of this, but it can happen.

Well, if you consider that to be non-physical means of altering the world, than yeah, I would say it counts as magic.

Personally, I would say that exploits in the laws of physics are still using the laws of physics and not magic, but that's just my opinion.

Not all magic would be scientifically possible. Magic that breaks the laws of physics without altering them is still not scientifically possible, as is altering the laws of physics without using the laws themselves to do so.

Much of the military still relies heavily on kinetic-energy weapons. We have the intelligence and resources to make a space program, but not the time. The Tiered Scale measures a civilization's advancement in technology: scientific discoveries, knowledge of mathematics, etc. are rated on this scale.
Level
The Leveled Scale measures the average magical ability of the average citizen of a civilization. "Magic" here means "non-physical means of affecting the world", whether than means spells, psionic abilities, the Force, or spiritual abilities.
Type
The Typing Scale measures how much of the multiverse is impacted by a civilization.

These societies have begun to unravel the very fabric of physics. Reactionless drives, utilization of zero-point energy, energy shields, and/or FTL weapons systems may be utilized. FTL communications not involving the use of ships likely exists. Cybernetic or Genetic enhancements have likely rendered baseline members of the civilization's species obsolete. Construction of Megastructures such as Dyson Spheres is possible, but likely extremely difficult or impractical. It may be possible to destroy whole planets with some weapons.
